Every law made ‘regulating their movements—every check placed upon their operations—is evaded in every possible ‘way, and the csmmunities in which they are located are governed as much by these companies as though they ‘were created by @ power greater than exists in this world. It is the immense influence these institutions possess int all the legislative bodies in this country that Ppreventa the passage of more stringent laws regulating them ; and we fear this influence is increasing, and that some of the checks now placed upon them will be re- mo’ged. The banks of this State have repeatedly peti- ti oned for the repeal of the law compelling them to make the quarterly reports, and purpose substituting annual statements for those now made quarterly. Should they obtain a repeal of the present law, we-have no donbt sthey will eventually squire a repeal of all laws touch” ing them in any way. It is the first duty ofevery government to perfect some system of banking, as every thing depends upon a sound state of the currency. Banking institutions cannot be possibly placed under too many restrictions, Limited issues, based upon undoubted security, should be re- quired, as'the prosperity of all classes depends more upon the real value of the circulating medium than ‘upon the quantity of it. A depreciated and fluctuating cur- rency unsettles and deranges prices ; a limited, but uni- form circulation of paper money, represents at all times the same value, preserves a uniformity in the value of all kinds of property, and produces a permanency and regularity in the operations of trade, which could not otherwise exist. When the power to increase or reduce the quantity and value of money is delegated to a few. individuals, and when this power is abused, there can be no settled value upon anything. Whenever it might be for the interest of any of these money manufacturers to increase or reduce.the value of any property, all they have to do is to increase or reduce the quantity of the paper currency, and they accomplish their object. Almost every description of property in this country fluctuates in value, from time to time, somewhat similar to the fancy stocks in Wall street ; and.so long as a few bank directors have the power of manufacturing. money to order, so long will these fluctuations be experienced. Ex-Governor Bouck, the old White Horse, as he is termed, is now in this city, at Fuller's Hotel. In respect to the races at the Mount Vernon Course they have turned out a regular failure or blow up. Col. Mershon, the proprietor, seems to have managed heretofore very badly. In his general handbill, a few days since, he states that the purses to be run for, though small, will be regularly hung up at the Judge’s stand, every day. This looked a little cloudy; but when we heard the interpretation, for a year or two past the purses had not been paid over, according to,usage, the necessity of such an assu- rance was self-evident. Notwithstanding, it was to no purpose that this assurance was given. No body appeared—there were no entries—and, of course, there could be no races. On special i ey to-day, we are informed that the idea is — doned. There were to have been three mile heats to-day, and four miles and repeat to-morrow; but it isnogo. When a man has once lost the confidence of his customers, he might ‘as well give up the con- test. Mrs. Walker, on Sixth street, opposite the west front of Coleman’s Hotel, retired, yet convenient to the Avenue, has fitted up for the ladies and gents of this metropolis anice cream, soda, and strawberry saloon, in regular Broadway style. Things have taken a curious turn since yesterday’s communication, but they all seem to be verging around to the point indicated by me weeks ago. The morning session adjourned at 2 o'clock in the afternoon, to meet again at 6, after Dr. Tyng had withdrawn from the can vass, and four unsuccessful ballots for Bishop had taken place. At the last mentioned hour the conventien met, and on the sixth ballot the vote stood for Dr. Bowman 89; for the Rev. Thomas M. Clark 36; scattering 1. Dr. Bowman having received a majority of the whole num- ber of the elergy present,was declared to be their choice, and shortly after the announcement the laity commenced balloting by churches, each church having but one vote and voting the simple aye or nay, according as they ap- proved or disapproved of the candidate before them. The result was, as was anticipated. Thirty-eight voted to concur in the nomination of the clergy, and fifty-five voted ta non-concur.
