The banks loan liberally on stocks, and speculators make use of the facilities offered, but there is not sufficient excitement to draw into the atrect capitalists, So far the speculations have been ear- ried on principally by those who have small capitals and no other business, and who are regular and steady specu: latorsjin stocks. To get up'a very great speculative ex- citement, in Wall street, requires some movement that will attract thoee who seldom do business in the strect, but wait until prices get fairly started before they are tempted to take hold. We cannot look for much real improvement in quota. tions for fancy or any other stocks, until there exists a general improvement in business—until ail the depart ments of trade are in active operation. A revival of trade and a revival of speculation in stocks simultaneously take place. Itis the commercial classes that give activity to all kinds of business, and the stock brokers of Wall strect depend more upon the mercantile classes than upon all others put together. By the arrival of the pack-t ship Zurich, we have five days later intelligence from Havre. The news is of very little importance. Cotton remains without alteration as regards quotations, and the sales were to a very limited extent. There is very little doing in this market in foreign ex- change. The Legislatures of Maine, New Hampshire and Massachusetts have passed several bills authorizing! the construstion of railroads ; among others, a bill has passed the Legislature of Maine, by a vote of 104 to 10, incorpo- reting the Atlantic and St. Lawrence Railroad Company. This company has been incorporated for the purpose of drawing the €aneda trade to Portland, 9s it is about one hundred miles nearer Montreal than Boston is. The Fitchburgh Railroad Company havo nearly completed their road, and the Burlington Railroad Company con- nect at Fitchburgh, and extend their road through Ver- mont to the waters of Loke Champ!ain at Burlington, whieh will, eventually, be extended to Montreal.
