Close of the Texas Debate—Speech of John Quincy Adums—The Plan that will be adopted— The Ta- riff - Postage—Abolition— Andrew Stevenson, §c. Jamas Gorpon Benni.tr, Esq.— Thank the one hour rule, the Texas debate will be closed to-morrow, and a vote taken evincing in some way the character of the house on this important national question, I have no doubt of the passage of a joint resolution admitting Texas as a State, without any details, although the recent proposition leaving her tosettle her own debt, and dispose of her own lands, meets with s>me favor, but not from those whose speculating interests have prompted an advocacy of this measure. There are now twelve varieties of lans before the house, and five’ before the nate, from which certainly one good one should be selected. On examnation of the various propositions we ure induced to be- eve that the amendment offered Boyd, of Kentucky, on ‘Tuesdvy last, adopted with sli Fa modifications. ‘I his mits Texas as a State, and, after ceding all her pul lic works to the national government, she isto r. tain all Ber public funds, debte, taxes, and dues of every kind, and also her public unappropriated lands, Sek are to be applied to the BARBER et her debte, and the remainder dieposed of as she may direct. The national is government not to be held liable for uny demands against her. New States of convenient size, not exceeding three, in addition to the State now proposed, may be made hereafter from her territory by her consent, and no State north of 36 degrees 30 minutes north | shall be admitted, except under the prov: the law known ss the Missouri compromise There is but little doubt that the senators from Lousiana will cast their votes in favor of some plan of annexation, but the recent whig instructions to the democratic senators from Ohio, may cause them to falter in their course, end thus balance any change preduced by the action of the first named senators. In the House to-day, John Quincy Adams de- livered @ one hour speech, in which he alleged that his plan of annexing Texas was on the a ci- ple of a bona fide purchase ot a certai tity of goods from a dry goods store, and thet the present plan was like makin burglarious en- trance and robbing the store of its contents. The argument sustaining 51 oh posits ion will be foundin the regular proceedings. also claimed the credit of being the origin: Bolen of our right to Oregon, while in the cabinet of James Monroe, and concluded with the most i vl sedi fact, that he would write out his speech and publish it to the world to sustain his assertions. The greatest excitement will exist in the House to-morrow, until some conclusion is produced on this important question. Robert Dale Owen, proposed an amendment to bs amendment offered by Mr. Boyd, that the peo- le of the three States to be admitted from the Pervtory of Texas, by her consent, should ‘have the right to decide whether they should be admit- ted as slave States or as free. There are but five weeks left of the Session, and seven have already been expended, and but one single bill from the House has been made a law. Five weeks left—in which Texas isto be annexed, —Oregon occupied—the Tariff modified—the post- age reduced—some hundreds of private bills to be vated upon, without alluding to the grand contem- plated movements of the abolitionistsin an attempt io dissolve the Union, by the introduction of a measure to gradually abolish slavery in all the States. More business will be concluded the last week of the Scssion than in the whole space of time previeus. A combined laughable effort 1s making on the part of some very particular private friends of the Van Buren interest in Albany and elsewhere, to place Andrew Stevenson, of Virginia, in the office of Seeretary of State, the secret reason being his relationship by marriage to the Van Buren family, ard the presumed ier that might result to certain solders and office seekers of 1836, by such ofhed Re Not only that, but should Virginia coin ne rominent place in the cabinet, the managers few York would then present a claim for the Secretary of the Treasury, and thus secure to certain regency interests the two best bowers of the coming administration. You are, per- haps, much better acquainted with the po- liucal character of Andrew Stevenson than I am, and would, therefore, merely enquire when’ and where he has ever exhibited talent, strength and force sufficient to entitle him to any claim to this prominent place. One of your tran- sient correspondents, in reply to ope of my recent letters, asserts that there 18 no ** blood relation” between Vice President Dallas, Senator Walker and Secretary of War Wilkins. I grantthat tact, but allow me to say that marriageabie relationship torms quite as strong if not a stronger cement to interested motives—as the very act of marriage may have be prompted, as it often is, to sustain and retain family interest and ivfluence. The world is overflowing with such instances. i Harrisburg. [Correspondence of the New York Herald.} Hargiesuna, Jan. 24. The Lehigh Bank Investigation. The committee met, and Mr. Beach was _ there, but not as a witness! He came entrenched behind Blackstone, having engaged Awe er Ayres as coun- sel for the Lehigh County Bank, alias Moses Y. Beach. ROBE. TWENTY-EIGHTH CONGRESS. SECOND SESSION. House of Representatives. WasuineTon, Friday, Jan. 24, 1845. Several reports of Committees, ot little importance, were presented and referred, no objection being made. Mr. Parmenter called ittention of the House to the fact that there were a great number of papers lying on the table, and hoped t: ey would spend a disposing of them, and no objection being were taken up and referred to uppropris ing nearly oli private bills from ‘the After these had been dis; President, received day was submitting an abstract of the Chines Treaty, which was published in the National Intelligencer thix morning . To gentlemen who had meni- fested such an intense desire to discuss the latter, he beg- ged to commend fer study the —— of one of the most eminent statesmen of Viginia, John Taylor, of Caro- line, where ic was sufficiently discussed. He thonght that the United Stetes, by the recognition cf the independ- ence of Texas, and by the fact that the Texans had achieved and maintained their independence, were pre- eluded from bringing op any latent claim to the ter- ritory of Texas which they mi hy had under the {reaty ot 1903. He would not vote for the proposition < _ reign Affairs, waich rempt. the ratification of a treaty, which hed been rejected by the power competent to decide upon it. He did not be- lieve that the legislative power had the power toacquire foreign territory; buthe believed thatthe treaty power had, and he had tonnd the argument, i proposition, so ably summed up by the venerable Ueman from Mass., (J.Q Adams ) in a communication to the people oi Va, #0 long ogo as 1893, that he bej eed that an extract from it, which he handed tothe Clerk, might be read. It was so read, as follows ~— “General Smith has, therefore, done me great injustice in drawing from these votes the conclusion that | was governed, in giving them, either by principles of faction or by hostility to Louisiana.
