ba lower, Those making remittances take nothing but the best bills in the market, those of an undoubted cha- raster, and these are so scarce thet quotations must keep pretty well advanced so long as there is eny demand of consequence. If cotton bills are not required or taken here ‘or remittances, shall, in a short time, find the current of specie setting this way, and our importations of the precious metals largely increased. The recent advices trom Europe, in relation tocommer- cial afairs,do not give us any more favorable reports than those previously received. The cotton markets were very much depressed, and prices show a farther decline. The only hope of op»rators is, that quotations have touch- ed bottom; they db not even anticipate any improvemet, and would be contented wiih those now ruling. We do not sce any thing likely to affect prices favorably, but on unfavorable season for planting the new crop. Should that season be backward, holders of the present crop will, without doubt, take advantageof it. The quotations for Kentucky 6's are with the dividend off, Tho issues of the Plainfield Bank, of New Jersey, sre rapidly going out of circulation, and when the condition of the bank is considered, it is not surprising. It is, how- ever, astonishing how the issues of such an institution could obtain such an extended circulation as the reports of the bank represent. These fluctuations are controlled by the demand for the bills, or by opportunities which may, from time to time, spring up to put the issues into circulation. Facilities for ex- tending the circulation of banks located out of the city— the bills of which are at a discount in this city, are effor- ded by those who weekly pay out large sums to the ja- boring classes. These individuals go into Wall street with their currenteity money, and purchase all the ur- current bills they want at the largest discount, every- thing and anything in the shape of a bank bill, that will for the time pass, is bought up by these persons to pay out at the value represented ‘on the face of the bills. in this way the issues of the Plainfield aud other banks of poor credit, get into circulation. The publio should, in the first place, understand ‘hat the circulation of most of these bills is illegal ; those who circulate and those who receive, are equally liable. The laws on this point are perfectly plain, extracts from which we ennex, which will be found in tho 10th volume of the revised statutes, poge 709, passed April 20, 1830. 410. There is no misunderstanding these penalties. All are liable. These laws were passed to protect the public and to protect the local banking institutions. The circula- tion of our city banks is very much restricted by the op2rations of the agents of these foreign institutions, and we should be enforced. The pub'ic have been se were ferers, {threugh the movements of those finan- ciers engaged in issuing shin plaster paper. We saw an individual a few deys since, who had on hand five hundred dollars of the Jacksonville Bank, which ha held when thé bank exploded. There were many simi. larly situated. The explosion of that and other banks of like calibre, should put people on their guard against similar institutions. There are good banks enough in this vieinity, whose issues are perfectly safe; retuse all others and there will be no danger.
