Tue Cr isu $ Wasutneron, Dec. 26, Annexation of Texas and Occupation of ‘nll Hescinding the 39th Rule—Great excitement—Im- portant Retrenchment Movement—Indignant Re- fusal to Adjourn Over—Law against Betting on Elestions— Mexican Indemnity— All amounting to nothing. James G. Bennett, Esq. :— Speculation aside, when you are informed that a joint resolution annexing Texas, and a bill occupy- ing Oregon—or all that portion worth occupying— will pass both Houses of Congress during the ensu- ing month, and perhaps during the first two weeks of the month, A prominent member of the House had intended at the opening of the session this morning, to offer a resolution to rescind the 39th rule, the effect of which would have created far more excitement than the last movement of John Quincy Adams in rescinding the 25th. Assoon as it wasascertained, Gumerous members waited upon him, and implored hum to delay his proposition until after New Year’ day, as its effects would not strike that public at- tention during the present excitement of business. With much persuasion he assented, andthe 8%&h rule will still remain, agit has since the commence- ment of the session, a dead letter on the records of the House, as follows :— “While the #peaker is putin dressing the House, one shall w meee any question, or ad- out of or soross the nor, in such case, or when @ member is speok- ing, #hall entertain. private discourse ; nor while a mem- ber is speaking shall paes between him and the cbair.— Every member shall remain uncovered during the sea- sion of tue House. No member or other person shall visit or remain by the clerk’s table while the ayes and noes are calling, or ballots are counting,” Alter this rule 16 rescinded, as it probably will be, au amendment will be offered to the following ef feet: “During the time the Sncober: is putting a question, each and every member shall be allowed to stand on the floor, noless he is at his desk slapping it with franked documents in order to hasten one of the messen; across the floor, to aid in the general order of the ‘When a member is spenking, private discourse shall be considered in order, hat period is preferable, becau: no other member is then compelled te watch an opport nity to obtain the floor. Not less than tea, or more than. five members shall rise at opce to obtain the floor less number might cause P itiality’ in his decision, end a greater would require the assistance of four-eyed reflectin; eC tacles to dist nguish the members on his right and left. No member shall be required to occupy his own seat while he cai another vacant.” This eubstitute-will pass by nearly a unanimous vote, judging trom the opinions of members,as has been evinced since the opening of the Session. You will perceive by the ‘* iateresting” proceed- ings of the House, that the morning was nearly cousumed in a discussion whether Congress should employ an extra assistant clerk tor a few weeks to perforin the duties of one who is on the eve of the grave with consumption, produced by his ardoous labors in the services imposed on him—and whe- ther the public treasury would not be robbed and plundered, it this poor, sick, dying clerk was paid his salary for six weeks, while iA ‘was tottering to his last long hone, Prominent in favor of this im- portant measure of rewenchment and reform— (that occupied the time of 223 members of Con- grees for nearly one day, at au expense to the na- tion of $1784,) stood Cave Johuson, of Tennessee, a candivate ‘for Secretary of the "Treasury, an George 8. Houston, of Alabama, a candidate for re-election to the seat he now occupies. These reformers were defeated, however, aud the dying clerk will receive sufficient from his recent em- loyers to keep the vision of hope still beckoning hi im on till to-morrow. A psd was introduced to enquire into the expedie: ie Ate passing a law to prevent bet- ting on & achode for President and Congrees, which was nearly voted out of the Hall notwithstanding the Chaplain received his $6 per diem for 4 holy prayer against fraud, dishones- ty, aud corruption, delivered at the commence- meut of the day’s proceedings. A proposition was introduced by somebody call- ing upon the Mexicans to pay up their indemnity; but objections being urged against 18 recepuion as out of order, and a desire to debate it, aa it looked warlike, it was laid over. For a day’s‘deseripuon of proceedings smounting to nothing, see regular head of House oj u.epresentatives. i Tne Carrrox, Dec. 27, Wasuineton, Friday. A Snow Storm—Refusal of the Supreme Court in the Case of Gov. Dorr—Graduation of Price of Public Lands—Tixas and President Polk's Bro- thers. We have had another sputtering snow storm to-day, whicn melts almost as fast as it falls. As you will perceive by another letter, the Supreme Court have refused to allow a writ of error in the case of Gov. Dorr, for reasons there given. The howse was occupied the greater portion of the morning in the discussion of the bill graduating the sales of public lands, in proportion to the time they have been inthe market. It has assumed nearly a distinct party character, and will so be decided when the trol vote is taken. Mr. Ingersoll, the Chairmen of the Committee of Foreign Affuirs, in answer tota call trom Dr. Hammett, stated that he should be prepared to move en the annexation question on Monday next, when the resolutions previously presented by him will be so amended as to include the views Contained in the resolutions of Mr. Douglass, end ae part of Mr, Weller’s, re- lative to the division of the. territories and the boundary. As I have before informed you, these resolutions, so amended, will ea They are in accordance with the views of the President elect and all the western friends of Texas. Col. Wm. H. Report of Decision of Supreme Court in the Case of Dorr, for a Habeas Corpus on a Writ of Error. Through the courtesy of Mr. Treadwell, enabled to (ranemit yeu the deci preme Court in the Dorr case, delivered this moruing by Justice McLean. We guess it earliest report of this decision furn'shed for cation. On this ground the ebove Len eed has been made.
