The main object of his mission waa to strengthen and confirm those sriendly re lations which have so long subsisted between the two countries; and, in the fulfilment of this purpose,it was left to his discretion, as he was, from his position in the Go- verument, fully acquainted with the proposed measure of annexation in all its bearings, to adopt such course as might seem to him best calculated to prevent an: misunderstanding in re; to so important 9 subject. Derantment or State, ‘Wasninaton, August 26, 1844 Sie :—I have the honor to acknowledgs the receipt of your deapatch (No. 2) dated July 31st, and to express my gratification at the result of ycur conversation with Mr. Guizot, especially thi of it which refers tothe ru- rored protest of the French Government, conjointly with that of Great Britein, against the proposed annexa- tion of Texas tothe United States Such astep, had it been taken by France, must have excited unkind feelings, and given to the Unitod States just cause of complaint.— ‘The Government of the United States will confidently rely on the assurances of Mr, Guizot: and it is hoped that, neither seperately nor join‘ly with any other pow- er, will France adopt a course which would seem so little in accordance with her true interests, or the friendly relations which have so long subsisted between the two countrics. My reply to your first despatch, which wus forwarded by the last steamer, renders it unnecessary for me to cn- large onthe topics presented in your last. In regard to Mr. Guizot’s jnquity, respecting a proposed guaren'y of the independence of Texas, your reply was well-timed and judicious. The settled perey of the United States has been to avoid entering into such guaranties, except in cases of strong necessity. The present case offers no reasons to warrant a deviation from that policy. On the contrary, it presents a strong additional reason why it should be adhered to, as such a guaranty would perma- nently defeat the proposed meazure of annexation, which both countries seem anxjous to advance. J. C. CALHOUN, Wiuuian R. Kira, Eeq., &e., 0. ‘Tue Recent TRagepy.—Many of our readers are already acquainted with the fact which led to the tragedy reeently enacted near this place. A family by the name of Burge, consisting of an old man, his wite, three daughters ani two sons, have for alength of time lived in what is termed the Bogucchitto settlement, and for some reason, had become quite unpopular with the the neighboring femilies Some three or fonr months since th ey were peoaght Up upon acharge of trading with the negroes and bound over to the'next term of the court; they we ewise bound over upon a bate ofresisting process. When the case came up for trial, it was con- tinned upon the affidavit of the,elder Burge, who swore a material witness was absent, whereupon they entered into a bond with security, tor their appearance at the next term of the court, and consequently were released from custody. About a week or two since a singulardocument was circulated through the country for signatures, the purport of which was that the subscribers pledged them- #eives to remove the Burge family from the settlement, in which they lived, peacerbly it possible, and if not, by oth. er means. It appears thet a horse was found near the house of old Burge and of course the killing was charged to one of the Burge family, which led to the get. ting up of the document to which we have referred.— ‘The Burge family, we havo every reason to suppose, were ecquainted with the intention of those who had gotten up and circulated the paper of which we have just spoken, and from what has occurred, very rightly determined to resist to the last any effort which might be made te oust them from their home. On Thursday last, somewhere between 10 and 120’clock, a party of indivi- duals, disguised by being blackened, attacked the house of old Burge; the first one who entered was shot by the elder of the sons, and instantly killed; his name was Ed- ward Holloway,’ Jr. ‘The second who entered, which waauman by the name of Stephen B. Davis, was also shot, but by the old man. is was shot in the teck,but had sufficient strength to kill the old man with a knife. One of the daughters was shot inthe abdomen, and we learn has since died: and the younger son in the thigh, from persons without, but he is not expected to die. The older son was shot in the hand, the gun being fired like the other from without. M, ‘The Boards of Brokers were not in session to-day.— Speculators of all kinds are relieved from the dangers and temptations of Wall street for another day, and mer- cantile men generally, have abstained from all business transactions. Every thing, at this season of the year, in commercial matters, is so inactive, that the holydays do not interfere much with trade, and days of amusement might us well be more frequent. Thestete of the money market is such ay to forbid much improvement in stocks, and the daily salesfor the past week, have been very limited. It is utterly impessible to get up the least ex citement or speculation until some great change takes place in all the branches of our external and internal af- | fa'rs, This may not take place until after the adjournment of Congress. Those legislative bodies will continue to keep our foreign relations in a very unsettled state so long as they are in session, and we should advise the bulls and bears of Wall street to keep very quiet until after this term expires, which must come on the fourth of next March. ‘The difficulties with Mexico, in relation to Texas; the Oregon question; the Sub Treasury, and other financial schemes, will keep up a continual excite. ment at the seat of government, and other places inter- ested in these movements throughout the winter. It is highly probable that Congress will not perfect the first measuge in relation to any of thece things, but will use \ up the session in debate. The Fireme.’s Insurance Company of Baltimore ha declared a semi-annual dividend of six and a quarter per cent. The South Carolina Railroad Company have declared adividend of $2.25 per share, equal to six per cent on $75 for the six months encing the 3ist inst. ‘The time for redeeming the bills of the Union Bank, Brunswick, Me., will expire on the ist day of June next. ‘The United States Fire Insurance Company have de- clared a semi annual dividend cf three per cent, payable on the 2d of January. The Tradesmen’s Bank have declared a semi-annual dividend ef five per cent, payable on the 5th of January. ‘The Bonk of America has this morning declarid a semi annual dividend of three per cent, payable on the 24 of January. The following dividends have been declared by corpo rate companies of New England, payable in Boston :— Boston and Lowell Railroad, 4 per cent.; Boston and Maine Railroad, 3) por cent.; Boston and Worcester Rail- road, 4 por cent.; Taunton Branch Railroad, 4 per cent.; Sandwich Glass Company, 8 per cent.; Stark Milla, Man- chester, for 6 months, $ per cent.; Appleton Manufactn- ring Comp iny, Lowell, do. 5 per cent.; Hamilton Manu- facturing Company, do. 6 per cent.; Lowell Manufac. turing Company, do. 5 per zent.; Middlesex Manufacturing Company, do. 10 per cent.; Jackson Manufacturing Com pany, Nashua, do, 8 per cent.; Nashua Manufacturing Company, do. do. 8 per cent.; Chicopee Manufacturing Company, Springfield, de. 4 per cent.; United States Hotel Company, 4 per cent. All the manvfacturing companies in the list have de. clared large dividends, while the reil roada have not been by any means unproductive. It is stated that the Western Railroad will make a dividend of two per cent. in Fob- ruary, and the balance of profits over expenditures be carried to a reserved fund to provide for a renovation of cars, &c, The Legislature of New Hampshire have finally passed several acts authorizing the construction of rail. roads. This is a great point gained by the friends of these works of internal improvement. The capitalists of New England receive immense amoun's every six months in dividends on their investments. They are deeply in- terested in nearly every public work of importance, in every section of the country. It is stated that four mil lions out of the five due from the general government on the 1st proximo, will be paid to the capitalists of Boston and vicinity. Part of this will, doubtless, be invested in some of the railroads contemplated in the New England States, and part of it may be invested in some of our State stocks. The extension of the Fitchburg Railroad, the building of the Plymouth, the Nashua and Groten, and those passing through different sections of New Ham p> shire, will absorb a great deal of capital. All these im- provements have a very beneficial influence on business matters,not only by the withdrawal of capital from specu, lations, but by restricting the regular operations of trade and extending the means of communication between different sections of the country. It would be much better for those engaged in commercial pursuits in this and other northern cities if a large part of the capital now employed in stock and other speculations could be permanently in- vested in some good corporations, and withdrawn entirely from the channels of commerce. The commerce of the different ports on the great lakes of the interior for this year, compared with the previous one, indicates the greatest prosperity. At the same rate of tocrease in oll the staple productions of the West, we have.noticed, for a few years past, a very few more will suffice to give us a supply of breadstuffs, &o , that will supply any demand we mey have, and without aforeign demand we shall have a surplus, which will serve to reduce the market value of every bushel of grain, or pound of provisions inthe country. The fact is, we already produce too much of every agricultural product. At the South, too much cotton, and at the West too much wheat. Prices have nearly been reduced below a remunerating point, and should the supply con- tinue to increase so much faster than the demand for con- sumption, it will eventually be reduced by the ruin of the producers, The resources of Canada are not only equal to all the chorges thot come ogainst the government, but there appears to bea constantly eccumulating surplus, In 1841 the surplus was £73,280 ; in 1942, £79,247; and in 1643, according to the annexed statement, £115,505. It is esti- mated that the surplus for 1844 will exhibit a much greater proportional increase. In the customs there has been a falling off from 1242, in the gross amount, of £37,357, and in the nett income of £46,452. In the excise there has been a falling off of £1,400.
