These items were standing agninst the government then, and they are now ~they are, however, of a very trifling amount. It appears that the whole amount of interest paid by the govern. ment, since] ita formation on the paplic debt, makes the enormous sum of.......5 ‘Total amount of principal paid. -Amount of principal and interest pai ‘There has been received in the came time a revenue o about five hundred millions ofdollars, principally derived from customs,duties on tonvage,and sales of public lands, direct taxes,or excise,having only been enforced from 1792 to 1802, and from 1818 to 1817—the latter period being on account olthe war, This gives us some idea of the im- mense resources of the government and the people, while it issufticient to establish and confirm confidence in our public credit. The Secretary of the Treasury alludes to the position of the delinquent States in connection with the credit of the General Government. Those who are ao- q"einted with our form of government, know that there is not the slightest connection between the different states and the general government ; but there are many living abroad not so intimately acquainted with the na- ture of our institutions, who have lost all confidence in the general government, in consequence of the repndia tion of some of the States, thinking the whole is as closely connected as the counties constituting the kingdom of Great Britain, This belief has a tendency to injure the creditof cur government in foreign countries, which, however, much to be regretted, can have very little influ- ence on our fiaancial a! Mr. Secretary Bibb suggest the establishment of a sinking fund, not only for the purpose of extinguishing the debt of the government, but to ensure the safety of the surplus revenue, and to reduce the interest on the - The deposites are now used by the banks selected for the keeping of these funds, for whatever they moy doem proper, without ellowing the government the smallest per cent interest, while the interest on the debt amounts, ina short time, to a very large sum. A sinking fund, increased at the rate of about two millions per an- num, which could easily be carried into effect, with the present large surplus, would, in a short tim proance an amount of interest full ing on the government debt. A modification and a reduc- tion of the 'ariff are also recommended, The Secretary suggests that reascnable time should be given, beloreithe slightest alteration is made in the existing rates of duty, to enable those interested, or likely to be effected, to go- vern themselves accordingly.
