The prople in the most heavi- ly indebted States have heretofore been oppressed with the weight of taxation, and haviog once thrown, it from their shoulders and passed through the ordeal, they evince very little disposition to assume again the burden while there is a possibility of getting rid of it In Penpaylvania the people have conse:ted to the sale of the main line of the public works, and the State com- missioners Kave now the authority to proceed and take the proper steps to ensure a sale. No one ever doubted but that the voters of that State would consent, and the large majority in favor of the sale, shows that the people ato in favor of any plan that may be devised to pay the 8 ate debt or annual interest, but a sesert to taxation ‘The principal or interest on the debts of the delinquent States of this Umion, never will be paid by taxation. We have been convinced of the truth of this remark fer a long time, and every movement of the people regarding The Commissioners of the Illinois canal loan knew that the people of that State would not submit to taxation, and they were consequently compel- Jed to abandon the negociations on that point, and propose other terms to the bondholders, as security for their advan- ces; and the known feelings of the people of Illinois as regards taxation, may defeat the negociations of the com- missioners both in Europe and in this country. A simi, ubject exists in all the other delinquent States, umong those able and those unableto submit ta the rate levied, and we have no doubt but that the anticipa- tions that the public works will be sold, will retard the movements of the tax collector, and plans adopted by the last Legislature for the liqui- dation of a portion of the debt, and the whole amount of interest, the whole arrangement may fall to the ground. Every thing connected with the State debt of Maryland remains in a very quiet a!ate. The late election in that State, like that in all others, was conduct- ed more for the spoils of office and tor party ascendency, than to advance the prosperity of the State, or its works of internal improvement. We have heretofore repeated- ly asserted—and the movements daily made in all parts of the country confirm it—that the public creditors of the delinquent States must look to the productiveness of the works of internal improvements in each State, for any or dividends on their stock. All other re- will eventually fail, and these works, tocon- ‘uct which, the immense debts have been contracted, will have to provide the interest on the co: these debts were contracted by a set of speculating politicians, the people were told that no taxes would be requiredto pay them; that the immense revenue from the works, as soon as completed, would pay the whole cost; that the people would be vastly benefited without an outlay of a dollar of their own money; that the wealth and prosperity of the State at large, and every individual in it, would be increased tenfold. These were the fals® lights held out to delude the people, and most thoroughly have they been deceived; but, in return, the people have a word to say, which is, that if these publie works do not or cannot pay the interest on the debt cor them, it must go unpaid, we are alee.
