Quotations for the same stock fluctuate from day to day several per cent., without any visible cat At the old board, U. 8. Bank declined } per cent; Ohio 6's 4; Long Island 2; Norwich & Worcester 1; Reading Railroad 1}. Vicksburg advanced 1} per ct.; Harlem 1; Paterson 3; Stonington 3, Canton Co,, Farmers Trust, Illinois and Kentucky 6’ closed at yesterday’s prices. At the New Board the sales were very small and prices a little below those current yesterday, Long Island fell off 2 per cent, Harlem 3}, Norwich 1}, Ohie 6’; }. Farmers’ Trust and Canton Co. closed firm at yesterday's prices ‘The position of the stock market is anything but en- couraging. Prices are gradually sinking, and the diffi culties of those owing differences are daily becoming greater. ‘The bulls and bears in the street are striving for the ascendency, and the state of prices for the next week or two depends upon which party proves the strongest. ‘rho bears slong about the middle of July will bo materi- ally aided byjthe movement ofthe banks in curtailing thei, loans end discounts. It has recently been asserted that his city never Joan a dollar on fancy stocks, ceived but bona file State securities, the banks of ‘ut that not ‘Phere is no truth in this statement. We know of several banks in the street which have loaned verylargely ouLong Island, and if that stock is not a fancy, we should like to know what is. The banks have found it so difficult to loan their money as fast as they wanted to, that they have no Veen very particular as to the security, provided it had a price in the market ; the value forthe moment, w: secondary consideration, If the market price of Long Island is 84 per cent, a loan on it, on demand, at 60, would do very well, as the greatest decline yet has been only 14 rer cent in one day, and they could probably save them- selves on the remaining 10. The Wall street banks have oaned very largely on fancy stocks, any statement promulgated by the bulls to the contrary not- withstanding. It is for (the interest of those who get large loans on these stocks, to prevent any ex- posure being made, both for the interest of the bank and their own, in keeping open the resource, and if exposures are made from one source, to get it contradicted in others, but this does not alter the facts, disabuse the public mind, or satisfy the enquiries of stockholders. The affairs of the brokers are so mingled with those of the banks of this city that it is very easy to tell how they stand. ‘The brokers are financial thermometers, regulated by the movements of the banks; up to-day and down to-morrow; sometimes at fever hent, and sometimes below zero. The news by the steamer has had no favorable influence on the stock market. Speculators operating for a rise, anti- cipated a very great change for the better immediately after the arrival, but on what they founded their hopes it would be very difficult for themselves to tell. The effect of the late intelligence from Europe in rela. tion to the cotton market beging to show itself on thi side, We learn that several large houses, among which are brokers, who have represented themselves as commis. sion houses, acting between buyer and seller, but who in fact have been large operators on their own account, are on the verge of bankruptcy. Several street specu- Jators have sacrificed their stocks for the advances, and disappeared from the market. The suspension men- tioned afew days since has resulted in an ont and out failure, trom which there is no hope of recovery, as the amount of liabilities is daily increasing, and every far- thing decline adds thousands to the losses. The decline that has token place in the Liverpool markets, within a few weeks prior to the sailing of the Acadia, was much larger than could have been anticipated. We annex the quotations current m Liverpool for several weeks priortothe 3ist of May, taken from authority that the worst buil or bear in the market cannot question. The operations being confined prin- cipally to Uplands, New Orleans and Mobile, we take quotations for these descriptions as the basis of the mar- ket. We have haard that some obscure prints in this city have labored very much to impugn the {character of the reports we make of the Liverpool cotton mar- kets, on the arrival of the steamers. The infor- mation we make use of in making up our reports, comes from the very highest authority, and is invariably cor- rect in every particular. Having no interest in the movements of trade and commerce, otherwise than to give the earliest and most correct intelligence of the state of commercial affairs generally, we are not sway- ed by the individual influence of operators, or by any di- rect appeal from any local interest, Bulls and bears in cotton operations make use of papers of limited circula- tion and influence, in spreading reports in relation to the European markets favorable to their interests. As the season‘advanced the new crop appeared more pro- mising, vatil about the middle of March, the accounts re ceived in Liverpool fromthe United States, changed the complexion of the market, and a tremendous break dowa was experienced. The market has never recovered that shock. ‘The new crop being estimated as h'gh as two mil- lions of beles, destroyed the calculations of speculators, who.were operating on a short crop. This extent of yield being settled, the market has since steadily drooped, until quotations on the 3ist of May ranged from 1} to 1jd per pound lower than the highest point through the season.— From the best infocmed sources on the other side,we have received this statement, and it can be relied on by those engaged in legitimate transactions in the staple. Specu- ators de not like to believe what does not agree with their interests. It ithardto come to this point, and they are constantly watching for some defect in reports disagree. ing with their views. Comparative quotations must carry conviction to the mind of every one. It is impossible to get over this, and it will require something more than the puny efforts of un obscure print to destroy the confidence placed by the public generally in our reports. We leave the rest to figures, they speak in this instance for them- selves, Every English Circular of established character will agree with the quotations we have selected, and we invite comparison. ‘The Trustees of the Franklin Bank of Cincinnati have declared the eighth dividend of five per cent, payable on the 10th of July. New York stockholders will receive their dividend at the Bank of America. Mesers. Barings, Brothers & Co. have issued a circular addressed to the holders of that part of the bonds of the Union Bank, of Louisiania, which fall due in November next. They recommend to the bondholders to assent to the proposed arrangement. The amount falling due is $1,750,000; the whole amount of bonds issued to the bank by the State being seven millions, This Joan is based on security, besides the assets of the bank, ,of mortages of real property ifor the value of eight millions of dollars, which can in no case be released until all the bondsare reimbursed, and also on the guar- antee of the State, Although the security is ample, the bank finds it difficult te provide for the repayment of the whole sum of $1,750,000 in November next, and proposes tojthe bondholders to pay forty per cent of the amount on the Ist cf November next, and the remaining sixty per cent in four equal annual instalments, on each bond of $1,000, and to continue to pay interest in London at the rate of five per cent per annum.
