from Boston to the largest city in the British Provinces. We have no doubt this will be ac- complished long before the Erie Railroad through this State is finished. The facilities granted to the railroads running out of Boston, by the State of Massachusetts, have not been abused, but have been economically used, in carryinglout the objects required. Nearly the whole debt of the State has been created by making large loans to railroads, without which many now in active opera. tion never would have existed. The total liabilities of the State amount to $6,687,996, of which $6,369,520 were for loans made on account of railroads, Loans or THe State To Rasroaps. In addition to this immense amount, the State is held responsible for the payment of one million of scrip, issued by'the city of Albany, to aid in the completion of that par, of the western road, situated in this State, known as the Albany and West Stockbridge Railroad. The immense doans from the State of Massachusetts to the different com- panies, within and outof her limits, are amply secured, and the interest regularly and promptly paid. The go- vernment of the State has wisely extended its fostering hand to the great works of internal improvement, and the prosperity of the whole people is consequently increased * ‘There is a vast difference between the disposal of loans to railroad companies in Massachusetts and in New York Here the loans have been squandered in extravagance, while there they have been husbanded with the greatest economy. The results are plainly to be seen in the pro® ductiveness of the public works of each State Nearly the whole debt of this State has been created by the completion of our works of interual improvement, which hardly pay the interest on the capital invested and to se" cure sufficient revenue, restrictions have to be placed on other channels of transportation, and the public snbjected to inconveniences and detentions in the transaction of business For the purpose of ensuring large receipt: through the period of navigation, our interaal commerce labors wnder an embargo for six months out of the twelve. There obstructions and restrictions have, in a measure, been removed, and the channels for transporting freight from East to West, are to be fre? throughout the year. This will create a complete revolution in the ays- tem of credits, heretofore enforced in this city, and in- crease business by means ef an uninterrupted intercourse. With an tota of the sound judgment exereised by the is of the east in the construction of their im- mense works, we might have hnd, at the present time, a line of railroad connecting this city with Lake Erie, throwing open tous, the year round, the rich resources ofthe West, The Bostonians will feel the advantages they possess over this city, in their Western Railroad the coming winter, more than ever before. ‘The right granted to the railroads of this State to carry freight during the suspension of navigation on the canal, will throw into the Boston market vast quantities of produce that would otherwise reach this city. ‘The numerous disadvantages we labor under, fromthe bad management of those who have been entrusted with power, should be an incentive to redoubled exertions for the future. There is idle capi- tal enough in this city to build a dozen railroude as long as the contemplated Erie. There exists a necessity that ‘New York should make some movement to annul the efforts making by our neighboring cities to draw away her trade. ‘100 much confidence is placed by our mer- chants in the power of possessing, believing that itis im- possible to lose what we have so long controled; but they may find out their mistake too late. If the consent of Mexi- co shail be sought for in a proper spirit, | denbt not it willbe obtained. J assume that the consent of Mexico is necessary. Mexico can fix her own pric: in granting sovereignty to Texas. We are ina state of amity and eemity with Mexico. The rights of Mexico must be respected {Nore—J Q. Adams, and many other M. C. are In the Senate listenivg. J Our trade with Mexico is valuable. We exchange our goods with Mexico for solid bullion— {nu 1535 our trade with Mexico amounted to some $3,000,000. The war broke out with Texas and trode fell off with Mexico to a million and a half. J, sir, who am the oldest supporter of the annexation of Texas—I, sir, the only consistent supporter—I, sir, the most able defender of the rights of these countries—I, sir, am in favor of the anoexation of as. Yet | would not make the consent of Mexico an absolute condition. | would leave the question to the deciciea of the constitu- tional authorities. The time may come when the consent of Mexico may be unnecessary. Mr. Benton commented with very strong em- phasis upon the part enacted by the executive in rushing in with a firebrand between two countries at peace, under the sanction of an armistice, to disturb their harmony. It isan act of barbarism uoknown even to the barbarians of modern times. This President Tyler has done. Texssand Mexico are not formed for union. 'Texaa is geographically a part of the valley of the Miseissy Here Mr. B. weut on to show the causes which have alien- ated Texas forever trom Mexieo, alluding in. this connexion to the horrors of the battle of San Jacinto. He spoke of the messenger who was sent to Mexicvo—as sent not to gain Mexico’s consent, but to ask Mexico not to get angry at the Treaty. He now proposes to rub out—as it has rubbed out—all and begin again p Here Mr. B. laid down what he called the basis of a proper Treaty Hele 1. As to the boundary. The same as indicated in the resolution of 1806. A natural boundary. The Rio Grande, &e. 5 Sr ME [The Whigs keep up such a talking it is impos- sible to hear.] 2 The next basis is, that the State of Texas shall be admitted into thie Union by virtue of this act. I make of Texas about enough for four States, 200,000 square miles. Let one be admitted at once. It the whole be admitted as a Territory, we shall have the Missouri question over again 3 Let the remainder of that country be admitted as a Territory—one half slaveholding, the other free —divided by a line equally. He said that he was opposed to it from the outset. He said so when he came here ast fall ; It would mar the question. BENTON’S BILL. A Bill to provide for the annexation of Texas. — Be it enacted ke. that the President of the United States be and he is hereby authorised and advised to open nego: tiations with Mexico and Texas for the adjustment of boundaries, and the annexation of the latter to the United States on the following basis, to wit :— E 1. The Boundary of the annexed Territory to be in the de. o-* nrairie west of the Nueces and along the highlands and mon.*ainous heights which divise the waters of the Missiaxippi isom the waters of the Rio del Norte, and to latitude 42 degre north, 2. The peopte of ‘ix “x, by a Legislative act, or by any authentic act which show ‘the will of the majority, to express their assent to said aL~exation 3. A State to be called th boundaries to be fi ceeding that of t f Texas,” with extent not ex- argest Stat Union, © otmitted into the Union by virtue of this act, on an equal ing with the original States 4. The remainder of the annexed territory to be held and disposed of by the United States as one of their terri- tories, and to be called the * South-West Territory ” 5. The existence of slavery to be forever probibited in the northern and north western part of said territory, so as to divide, as eqnally as may be, the whole of the an- nexed country between slave-holding and non-slave-bold- ing Stat 6 The assent of Mexico to be obtained by treaty to such annexation and bountary or to be dispensed with when the Congress of the United States may deem such sssent to be unnecessary. 7.
