t ' ‘This shows an increase in the circulation of the Bank of England, since the return for March 30th, of £999,000 ; in that of the private Banks of England and Wales, £311,. 993 ; that of the Joint Stock Banks of England and Wules, £258.004 ; that of all the Banks in Scotland, £108,915 ; that of the Bank of freland, £52,926 ; that of all the other Banks in Ireland being adecroase of £06,626. ‘The total increase in the circulations for the month amounts to £1,681,211, while tae decrease in the bullion reaches £478,000, ‘The only reason that can be given for this increase in the circulation is, the payment of the dividends, and an increased activity of trade in the Provinces. The most important feature in the last return is the decrease that hos taken place in the amount of bullion in the Bank ot England. The bullion in the Bank has been gradually increasing, since October, 1839, at which time the amount was reduced to £2,525,000, From this sum, the amount has reached £16,222,000. ‘The turn in the current with the bullion of the Bank, ia caused, undoubtedly, more by the result of stock speculations, than by any balance of trade against the country. Exchange has, within a short Period, been in favor of Holland, Hamburg, and Paris,and specie has probably been required to rogulate the diffe;- ence. The English papers are filled with remarks in relation to the changes proposed by the Ministry in the banking system of the kingdom of Great Britain. The plan pro- posed meets fhe wishes of the government of the Bank of England, but the organs of the private and joint stock banks, are loud in their denunciations of the contem- plated system, The Bank of England is to retain its prov sent privileges, but there {sto be a complete separation Txtween ite two departments, of issue and banking, which are to be managed by different officers. The two dopartments are to be as distinct as possible. The issue department to be under certain restrictions, and the insues to de basedon public securities, while the banking de- partment is to be unrestraingd. The issues of the bonk to be limited to £14 000,000, of which £11,000,000 is to be secured by the debt owing toit by the government, and the remaining £3,000,000 by Exchequer bills and other Government securities, By the consent of three mem- ‘bors of thetrovernment, the bank can extend its iseues be- yond £14 000,000; but all profits on the increased issue goes tothe State. It will undoubtedly create a greater regularity in the amount issued, than eould exist where the same party and power governed the issues by the demand, caused by general banking operations. Those who hold the privilege of loaning money, should never be invested with the power to create it, The extent of the first would bo invariably governed by the amount put out of the other and a repeated abuse of this power would pro- dae thegreatest expansions,speculations and contractions ‘The new system introduced in rejation to banking inGreat Britein, will also have another very great advantage, and that is, the increased security guaranteed to the bill hol- der, ‘The issues being based on public stocks, cannot be otherwise than safe. The public will be sure that the issues are governed by known laws, instead of being sub ject to the fluctuations of trade and commerce, er to the caprice of afew bank directors who wish to advance or depress prices as may best suit their interests, The most important feature in the new system ef banking, is that relating to the issue of paper money as wholesome restric- tions placed upon that cepartment,influence all others and enstires the greatest regularity of movement. ‘The issues of the joint stock end private banks cannot, uncer the new system, exceed the average ofthe iast two years; thic cw- fines them to a safe limit and prevents any great variation from the present amount issued. The banks of issue are not to be increased, consequently it s2cures to the exist- ing banks nearly the present amount of issues for the nextten years, The Bank of England's present circula- tion is about seven millions pounds sterling more than that allowed under the proposed plan, but the difference Jo 'the total circulation of the kingdom will not be reduced this amount, as the average emount of other banks of issue will amount to a little more thon their present expansion. The circulation of all the banks will be reduced about £5,000,000 from the preaent amount, which, by the last returns, 1 £39,585,104; this will bring the total down to about £34,000 009 '@ amount cannot be increased, on the part of the Bank of Englend, without obtaining the con- sent of chree members of the government as above stated, or on the part of the joint stock wand private banks, wit! out selling government atocks and ge'tiog Banktof Eng- land notes. By the adoption of these wise provisions and the publication of weekly returns, the public are kept constantly informed of the position of the banks and the extent of the circulation, knowing that whatever amount that reaches it is secure, and also knowing that it cannot go beyond acertain limit. Notwithstanding the many advantages guaranteed to the joint stock and private banks by the proposed system, these institutions have passed resolutions condemning the measures proposed in the ngest terms. The principle of regulating the cur. reacy by the stock of builion in the Bank of Eng glind is one to which the joint stock and private banks have always been opposed. They have here tofore felt gailed by the connection that has existed delween them and the Bank of England, and made great effurts during the agitation of the bank question to dis- solve every link binding them to each other. ‘They have enceeeded in a great meusure, AM banking companies will be equal in the eye of the law, and the new system will probably lvad to a more friendly intercourse between all the establishments. All the difliculties that have ex- isted between the Bank of England end the joint stock Danks have been caused by mistaken prejudices in rela- tion to the curceacy. ‘The joint stock banks were not al- lowed to accept bills trom the fear that the privilege might be abused so as to wflect the currency, The Bank of Kugiand would not discount bills endorsed by the stock banka, lest they might be used to inflate the cur- Tency and destroy their controlling inflwence Thene dif. ficulties have all been removed, and stffl the joint stock and private banks opposed the very bill relieving them from their former disagreeable position. ‘They do not like the restrictions placed upon their issues, henee the secret of their opposition. (Correspondence of the Herald.) ‘Wasutnorton, June 1, 1844. ‘The democrats held a large meeting, by way of ratifying the nomination of Polk and Dallar, last evening, in front of the Theatre. There were sev eral good speeches made— appropriate resolutions aod an abundance of cheers and enthusiasm. The whigs tried hard to break up the meeting by start- ing out the engines by a false alarm of fire, but they were put down. PiKkST SESSION Senate Wasuinoton, June 1, 1844. NATURALIZATION a Mr. Bucuanan presented a petition from citizens of Philadelphia asking Congress to passa law re- quiring « 21 years’ residence of foreigners before naturalization. Mr B. in presenting the memorial stated that he felt it his duty to say that he differed (caurely from the petitioners in his view of that question. They asked that Congress would tal prompt action upon the subject, and he therefor moved the memorial be referred to the Committ onthe Judiciary, and he hoped they would make an early report thereon, WESTERN HARBOR BILL. This Bill was again called up and diseussed, par- ticularly with respect to the harbor at Buffalo. To understand this latter question, it would be neces- sary to go very extensively into sundry published documents, accompanied by plans, &e * Mr. Evans wished to leave the whole question open. He said there were three modes of improv- ing the Harbor. The present appropriation limits to one of these three plans. The War Department proposed to erect a long sea wall or break-water, which would make a valuable Harbor for the ac- commodation of the Lake commerce. This was one plan. Another was, to open wider and deeper the mou h of the present channel, thus giving two entrances and two exits. Mr. Evans wished delay until the whole matter could be examined by the proper authorities. He said he suspected that these iiferent plans originated in interested individuals. He proposed delay, but no particular plan. Mr. Wright made some remarks: but without diagrams, or local knowledge, it would be difficult to understand them. He would leave nothing to the discretion of the department, but go on with our own work. Mr, Wricnr proposed to amend the general Ap- propriation bill by inserting $20,000, instead of $10,000, as it now stands, for the improvement of the harbor at the mouth of the Gennessee River. The reason of this he stated to be the recent dam- ages the piers had sustained by a storm which had occurred since the bill was introduced into the House. $10,000 would only repair this damage, without making the repairs contemplated. ‘The amendment was lost. The yeas and nays were then called upon the en. grossment of the bill, which were ordered—yeas 32, nays 6; the latter, Archer, Atherton, Colquitt, Haywood, Huger, and McDuffie. EASTERN OR ATLANTIC HARBOR BILL. The bill (House bill) for the improvement of certain harbors and rivers upon the Atlantic coast, was then taken up and read. # 2 Col. Msrrick moved to amend by inserting $20,000 for deepening the Harbor of Baltimore.
