Some time since we cautioned the people of the West against bills issued from Wall street by individuals who used fictitious names to disguise their own, and who cir- culated them through the Western country. ‘These financial characters adopt some name for a bank, and send asmall amount of State stock to the Comptroller, for which they receive countersigned bills, which are good, but the small amount of these bills is only used as a nest egg, from which they extend their business, and palm upon the public all kinds of worthless trash. At the time we made these statements we were informed that large amounts of bills had been distributed through the West. A Buffalo paper of April sth had the following paragraph, which we copied at the time: “We saw this morning'a package of bills of the Far- mers’ and Drovers’ Bank of Exie eounty, to the amount of $460, that had been protested for non-payment. People atthe West, who are taking checks on the Wisconsin Fire and Marine Insurance Co. of Grant county, relying upon drafts upon the bank here for their redemption, can craw theirown conclusions. We hope they will get their pay. Thata fraud ix contemplated is manifest by the use that is made of the nome of the W. F. & M. Ins ince Company, an institution of good reputation, located at Milwaukie.” ‘A few days after this statement we again referred to the subject, and in the course of our remarks used these words:— “ There are free bauks in this State who have a circula- tion of at least three dollars of their own issues to one uf the Comptroller's.” This assertion was taken up and commented on by Mr. Thompson, in his Reporter of the 18th inst., as follows :— We cut the above from the “money article” of the Herald. ‘The idea conveyed is, that there are free banks on this State which issue circulating notes not counter. signed by the Comptroller. We have not seen such a note for jour years ; such issues ure expressly prohibited, We are informed by what we deem good authority that there are bills in circuletion of the kind we alluded to We have sven bills represented as being issued from {reo banks in this State, that were circulated through the Western country. It is very difficult to trace these issues, snd those who have been deceived by their representa. tions obtain very little satisfaction ; they may know where, but they know not who may be their redeemer. ‘The latest case of this species of fraud is a certificate of deposite represented as being issued by the Hamilton Bank of Madison County. The notary of the Bank of America called at the agency, No. 12 Wall street, for the purpose of enforcing the promise to pay, but could find no such agency ; no Mr. Stanley, cashier, or any thing that looked like such an establishment. Jas. T. Rogers, Esq., the party to whose order the certificate was payne ble, has suddenly vanished, as his usual,place of business knows lim no longer. The cashier, 8. Stauley, isa young man, inthe employ of J.T, Rogers, from which fact we judge that the whole bank, president, cashier, di. rectors and stockholders, are all embodied in the person of Mr. Rogers, This certificate is numbered 994, and is for $1000, payable in ninety days, bearing 6 per cent in* terest. Some party at the south or west must have sul” fered to this amount, or it never would have got into the Farmers’ and Merchants’ Bank at Memphis. How many more for a similar amount ure in existence, time only will determine. We have repeatedly cautioned the public against these issues, and the people have only to beon their guard, to anxul the efforts of the speculators to give tham circulation, ‘The House of Representatives have laid the bill received from the Senate, extending the charters of the Banks in the Distriet of Columbia, on the table, It is very doubtful whether it will be taken up again this session, or not.— ‘The banks have called meetings of their stockholders, to take into consideration measures in relation to extension or liquidation of their affairs, as Congress may decide.— The restrictions placed upon tnese banks, in the bill that passed the Senate, are favorable evidence of the great improvement that has taken place in the principles of both political parties, regarding the system of banking.— The whig majority inthe Senate have placed greater re- strictions on the banks of the District than even the democratic majority in the House deem just. ‘The individ- ual liability of the directors and stockholders is to be 80 rigidly enforced, that the hanks even hesitate to accept an extension of their charters under the provisions of the new vill, Thedisposition to check the movements of banks, so that they cannot go beyond the proper limits, and to ensure the safety of all who place any trust in these institutions, evinced by the Senate of the United tates in this instance, deserves the greatest commenda tion. Itis more than we ever expected froma whig ma- jority, and more than has been shown by legislators of the same party in our State Legislatures. ‘The movements of the Legislature of Ohio during the past winter, were just the reverse of those in the Benate of the United States,— ‘The, lower house of the Ohio Legi: whig majority, and the Se Du. ring the session the house passed bills re-chartering several of the local banks, creating a State Bank witha capital’of ten millions of dollars, and establishing a sys- MILTON BANK. Fish is plenty—mackorel large and very fat—salmon still in demand, and prices are atill too high and must fall a little before the sales can be large. Lobsters are fat and in their season. Wasnineron, May 23d, 1844. In Executive session to-day, Mr. M’Duffie made a very able speech upon {the Annexation Treaty. Agreeably to his request, and with very little oppo- siiion, Mr. Stansbury was admitted to make a re- port of it. No other reporters were admitted, as it was merely to save Mr. M’Duffie the painful labor in the feeble state of his health—of writing out the speech. Mr. Miller, of New Jersey, toll ows him. To-night things look much more untavorable to Mr. Van Buren’s nomination. It is said that some of his Ohio friends are beginning to falter. Ihave just had an interview with Mr. Southall, lately returned from Mexico. He states unhesita- tingly that Mexico is in such « disturbed state that she fias neither the means nor the disposition to make any trouble, much less was, with the United States. A very little gold will satisfy her, and give us San Francisco. i i fi I spent an hour or two this afternoon in a ride to Georgetown. The usual memorials, both for and against, were presented. SENATOR M’DUFFIE. i Mr. M’Durrie said he rose to ask a special favor of the Senate—he might say he threw himself al- most upon the charity of the Senate, for it was with him a case almost of life and death. He proposed in executive session to deliver a speech upon the treaty, and he desired that Mr. Stansbury might be admitted to make a report of the speech, for he could easier make an hundred speeches than write outone. Mr. 8., he said, could enter the Senate at the moment the speech was begun, and leave the moment it was concluded. ‘The Prestnent said it would be more proper to take up this question in executive session than in legislative session. Mr. Bekninn suid he hoped Mr. M’Duffie would defer the consideration of the question until the Senate went into exeentive session. Mr. M’Durrie said he had no objection. RLEVEN O0°CLOCK. * Gov. Baany desired action upoi the resolution he introduced yesterday to meet at J1 o’clock. Some debate arose upon the final passage of the bill to remunerate bona fide holders of those uncan- celled treasury notes. : Mr. Evans briefly showed the propriety of pass- ing the bill. r. Wriawr thought the bill much too broad in its provisions, and that it would be taken advantage of clerks in the departments. : After some little debate, and a slight verbal amendment, the bill was passed. “ The Senate then went into executive session. House of Representatives. Wasnineton, Thursday night. This is one of the most extraordinary houses that ever was assembled within the walls of the Capi- tol. Last Monday the Post Office Appropriation Bill was taken up in Committee of the Whole and passed therein, after striking out the $28,000 for special post office agents, abolishing the office of special agent, and voting $5000 as a contingent fund to be used for arresting mail robbers, Well, although the utter worthlessness of a ma-~ jority of these special agents, and the misconduct of Mr. Wieklifle in his mode of em loying them as political hacks, yet when this very Bill was taken up in the House to-day, the office of special agent by a vote of 81 to 72 was restored to the Bill, and so was the $28,000 by a most extraordinary piece of political jugglery. And this, too, after leading and influential men of all ‘ties had shown the infamous corruptness of this branch of the Post Office system Mr. Conn, of Georgia, introduced resolutions of a large meeting held there in favor of the annexation of Texas, and asked to have them printed. A call of the House was demanded and refused. Mr. Cobb demanded the printiny of his resolutions—this was retused. Mr, C.J. Ingereol ‘d and skilfully to work in a speech for Texas and annexation; but it was no go—the whigs objected, and the whole matter was laid on the table, ‘The celebratedbill of the Louisiana Jand claims, involv ing nearly 20,000,000 of acres of valuable land, was at last taken up in Committee of the Whole, and discussed for some time, but no definite action was had upon it.
