Speculation in stocks the past week has been catried on very extensively. Fancy securities have edvanced very much, and the operations have been very heavy, ‘The most valuable stocks have fluctuated very little, eompered with those of a worthless nature, Since the banks have made their quarterly returns, they have un- doubtedly felt much relieved, as they have extended their loans to the brokers. The movements going on in the stock market during the ipast weck, are but the com- mencement of a poriod fof great speculation. ‘The bro, kors seem to be very generally of the opinion, that by the middle of June, the fever for stock speculation will rage very extensively, and that prices for all kinds of stocks will reach a very high point, or in other worde,that the bubble will by that time become inflated to as great an extent as at any time through the season. The brokers and private speculators have the disposition to bring about this state of things. All they require to accomplish their object is capital. Long Islend, during the past week, improved 53 per cent; Mo- hawk 6do; Harlem i0; Patorson 3$; Canton 113; Far- mers’ Loan 44; Norwich and Worcester 13; Ohio 6's 4}; Ulinois 8; Indiana 7]; Kentucky 6's 24; Pennsylvania 5's Odo. This advance excseds that of any previous week for a very long time. Itis impossible to tell where this sp culation will stop. It will undoubtedly receive some severe checks very soon, by the failure of many concern- ed, Wut the excitement runs so high that a decline will only be succeeded by a greater improvement. ‘The banks are dally increasing their supplies of specie, end from present indications we should judge that in the course of a month or six weeks, they will be in a position to go into stock speculations as deep ag ever, The demand on this city for specie from the South has nearly ceased. The receipts from the West are larger than the outgoes. The precious metals are accumulating in this place, The course of trade and the movements of commerce will invariably create an annual circulation of vast amounts of specie from this city through the South and West, and after having per formed the basiness for which it intended, atter having made the circuit of the country, will again find its way beck to the starting point, to remain until the comingiforward of the new crop demands its employment, or excessive over-importation carries it out of the country: ‘We say this will invariably be the routine—by which we mean, that so long as business is conducted in a proper manner, and confined to the legal and legitimate chan nels, this wiil be the unalterable course of the specie cir, culating through this country. New York is the grand focus of all financial movements. What London is to Europe, New York is to North America. This city governs and control the movements of trade throughout this Union. Capital centres at this point for all purposes oth fnaneiot and commercial. It ia the depot of both thy foreign and domestic trade of the country, The bulk of the precious metals in the country, when not in circu: lation, must accumulate here, asthe balance of the do mstlo trade is always in favor of this city. This large anount of specie has been distributed all through the southern and western country. Large sums come in so many different ways that the returns of the custom house cannot cover the full amount received. It is estimated that the total receipts of specie for this. season are more than eight millions of dollars. Granting the amount of specie circulated through that section of the country reaches five millions of dollars, within the past seven months, and we have the evidence of a very rapid return to the standard ofa specie currency. The greatest part of this amount has been used for the purchase of produce. The prodacers of the West have received a larger proportion of their receipts in specie this year thon ever before. ‘They have not, as heretofore, been compelled to exchange their products for Paper money, the value of which they know nothing | about. Purchasers of produce have gone into the coun- try with the hard dollars in their hayds. The proancers, in turn, have paid off their debts'to the country merchant in the same coin, and the country merchant in his turn, briugs it to this city to pay his debts here. This revolu. tien brings back the specie to the starting point. As we before stated, nothing wil! disturb this course, unlegs it be large importations. When imports exceed our ex- ports in value, the balance goes forward in specie ; this reduces the velue of the currency, asthe vacuum would naturally be filled up with paper money. Whatever balance of trade thers is against us from year to year, just so much isthe country impoverished. The surest advancement to wealth and prosperity is to sell more than we buy. By exporting a greater value ef merchandize than we import, the precious metals constantly flow into the country and pass into circulation, taking the place of paper money as a currency, and gradually bringing the circulating medium up to a specie standard. There are connected with the accumulation of specie at any one point, grest dangers, unless the banks are eom- pelled to make public their position as often as once a month. A larga amount of specie in the vaults of the banks is an inducement for expansions, Banks are tempted to over issues of paper on the strength of large deposites of specie. Specie accumulates inthe hands of the merchants through the course of trade. It merely passes through the hands of the préMueing classes, A merchant of this city sells a bill of goods to a merchant in Ohio, in payment for which he receives the specie. On the receipt of this, he doposites it inthe bank to his credit, and draws ou it from time tg time asthe wants of his business may require, and feceives bank bills in return, dollar for dollar. This specie goes into the vault of the bank. Onthe strength of this depo, site, aud a hundred others of a similar nature, the banks extend their issues and discounts, until the currency be comes depreciated, until paper money becomes abundant, and speculation very prevalent. ‘This inflates all the movements of trade; over.importations increase from year to year—prices for every species of property advance, until they reach a point that euables the foreign manu- facturer and producer—in the face of any standard of the tariff—to Gll our markets with their merchandise, the pro- ceeds of which they carry off in specie, and the last act of the whole is filled with bankruptcy and desolation. We seo by this the great influence of the curreney, and the many dangers that are continually surrounding us, so long 4s the banks are allowed to do business any length of time withont exposing their affairs under the oath of their otticers Bank Commissioners are useless machines. We do not believe there ever was an instance, where one of these commissioners actually examined the affairs of a bank. We want a regular, prompt, monthly report, of every banking institution in the country. There is ne diffieulty in making these reports even oftener than once a month, provided the affairs of the bank are kept in the proper condition, If their movements are confined within proper limits, the trouble and expense will be trifling compared with the benefits resulting from such a course. The movement made in our Legislature to ex- tend the time for making reports to one year, instead of reducing the interim, haa been got up for other motives, than to save the trifling expanse attending quarterly re. ports, The banks find quarterly reports very inconve- nient—they undoubtedly find the restrictions these re- turns place upon them are great drawbocks to their pros- perity. They are not able to excend their business so much as they would like, and they seek to have the check removed,to enable them to go extensively into the beauties of banking. The fact of their having appliedfor a relief from this Jaw shows that it ncts as a curb, and checks their expansions. With all the difficulties they labor un- der in bringing their statements down to the proper level, they go on extending from quarter to qurrter, to the last moment of grace, and are then obliged to curtail so sud. denly that a short and severe contraction take place in the money market. We argue that monthly reports would do away with these fluctuations, The banks could not expand and contract their mevements very much within thirty duys At least they would find it safe'to pursue amore uniform and steady course. A quo warranto has been issued against the officers of the Honesdale Bank, Pa., to know why they have not been elected according to the law’of the State Should they refuse to show cause why the law has not been con- formed with in their election, an injunction will undoubt- edly be issued and the affairs of the bank wound up. The transfer books of the Reading Railroad Company are to be opened in a few days, This road is owned prin- cipally by eastern capitalists, who control the road.
