A numerous meeting of the ‘ Ethiopian,” free and adopted citizens of New York, took place on Friday evening, and was convened in compliance | with the following curious notice signed by three men of color :— “ A meeting of the colored citizens of the city of New York willbe heldin Ziou’s Church, corner ot Church and Leonard streets, Friday evening, $d inst., at half past7 o'clock, to receive the report of the committee | eppointed to examine and refute the calumnits recently ut- tered by John C, Calhoun, Secretary of State, in a letter tothe Right Honorable Richard Pakenham. Then jet every man and woman attend, en masse ‘The colored citizens of Brooklyn, Williams: burgh, and Newark, ave respectfully invited to attend.” At 8 o'clock the chureh (which is a neat and simple edifice) was crowded to excess with ‘the gentlemen of color,” and the galleries were filled to overflowing with the choicest specimens of the “ fir portion of creation,” who seemed much in- terested in the emancipation of their “ sable’? bro- thers of the South. On the front seat, sat the veri- table “Miss Lucy: Lona” herself, exercising a so/t- ening influence by her presence upon the delibera- tions of her brother ** darkies,” and occasionally applauding the sentiments uttered by the speakers. Tyson, President. Vice Paosipents. U B. Videe Robt. Hamilton, T.G, Campbell, John Peterson, Rev. Wm. H Bishop. Secneranty Patrick H. Reason, John J. Tuille. After the meeting was organized The Rev. Henry H. Garnert, a colored mem- ber, opened with a prayer—invoking the aid of Providence to advance the interests of the siaves, and eaable thei to escape the misery and perse- cution which they were so long doomed to sufler, and ‘imploring the universal assistance of every friend of freedom and humanity to enable them to strilce off the shackles of the slaves. He then read a chapter from the Bible, as the gospel of the day, taking his text from xvii. chap. 2ad Book of Samuel. Dr. Smrrn, a man of color, here came torward, and after explaining the objects of the meeting, went onto say, that he met, a few evenings ago, a friend in Duane street, who asked him if the co- lored people of New York intended to denounce Calhoun, to which he replied that they did net; but as Calhoun had told falsehoods about them, the were determined to refute them. The falsehoods were brooded about, and the letter in which Cal- houn had uttered it was copied almost word ior word from Senator Walker's letter, w! hich appear edinthe “New York Heraup.” (Loud cries of “Bah, boo, pooh, de dam feller.” The Cuatnman here interfered, and requested the “gentlemen” who were disposed to interrupt, not to show their feelings for or against by auy such noises. 4 a Dr. Smrru continued, and after reviewing the question of slavery in the South, and drawing a horrifying picture of the institution, went on to ex- ain the nature of the correspondence ou. the bject of the annexation of Texas, which drew from Mr. Calhoun the letter of which the tree co- lored people of the North complained. The speaker read the letter at length and commented onitas he went along in a strain of severe remark. The porticn of the letter which come in for the severest touches, were the following :— So long as Great Britain confiued her policy to the abo- lition of slavery in her own possessions and other country hada right to Complain. exclusively io determine, according to her owa views of policy, whether it shonid be done or not. But whe. she goes beyoud, and avows it as her settied polic: ys Shject of her constant exertions, to abolinh it the world, she mukes it the duty of ail other c trie whose sefety or prosperity may be endangered by her po- licy, to adopt such measures as they may deein necessary for their protection. It is with still deeper concern the President regards the avowal ot Lord Aberdeen, of the desire of Greut Britain to see slavery abolished in Texas: and, as he infers, is endeavoring, through her diplomacy, to accomplish it, by making the abolition of slavery one of the conditions on which Mexico should acknowledge her independence. [t sl confirmed his previous impressions as to the policy of Great Britain in reference to Texas, and made it higduty to examine with much care and solivitude what would be its effeccs on the prosperity and satety ofthe Uni.ec should she succeed in her endeavors. ‘The inves’ has resulted ettied © ficult tor ‘Ti she desires, without supy of Great Britnin would be extended beyond the limits 6% igned by Lord Aberdeen, and that if Texas could not re the consummation of the object of her desire, wou danger both prosperity ofthe Union, Unds this convict t to be the imperious duty of the federal government, the common representative and pro: tector of the Stutes of the Union, to adopt, in #elfdefence, the most effectual measures to defeat it. ‘This is not the proper occasion to state at large the of this conviction. that Iti nutlic and relations between that country and the United Stu which could not fail to place her under the influence control of Great Britain, GT OE RE FEF GRR Aig ony aay The number of deaf and dum} i and insane, of the negroes in the § anged the ao: cient relation between the races, is one out of every ninety-six ; while in the States adhering to it, it ie one oit of every six hundred and seventy-two—that is, seven to one in favor of the Satter, as compared with the former, pumber of whites, deat and dum, blind, idiots, in the States that have changed the relation every five hundred and sixty-one ; being nearly one against the tree blacks in th ¢ States, The number of negroes who are deaf and dumb, blind, idiots, and invane, paupers, and in prison, in the States that have chan, is one out of every six; andin the Siates that have not, one out of every one hundred ond fifty-four; or twenty-two to one against the former, os compared with the latter Taking the two extiemes of North and Sonth—in the State of Maine, the number of ite and dumb, blind, insane and i ‘by the census of Isto, in one ont of every twelve; and in Florida, by the same returns, is one out of every eleven hundred and five; or vinety-two to one in favor of the saves of Florida, ux compared with the free blacks of Mame Alter commenting atfurtherleagth, with eaustic severity, on the “falsehoods” contuined in the letter, the following memorial was read and idopied : To the Honorable, the Senate of the United States, in Con gress Assemble ‘The memorial oi the undersigned, free colored citizens of the city and county of New York, respectfully showeth, that Whereas, in a letter, addressed to the Right Hon Richard Pakenham, &=, (bearing date April léth, 1844) the Hon. John C, Calhoun, Secretury of State for these United States, saith, First, ‘' That in the States which have changed their former relations, (the States which have emancipated their slaves, meaning,) the African race has sunk into vice and Re Secondly, 4 hat this “vice and pauperism” ccompanied by the bodily and mental wfflictions in t thereto—deainess, blindness, insanity and idiocy ” And that “the number of deut, dumb, blind, idiots and in sane of the negroes in the States which have changed the ancient relation between the races, is one out of every ninety-six.” And, that,“ in the State of Maine the ber of negroes returned aa denf, di Mind, ineune and idiots, by the census of 1540, ofevery twelve Thirdly, And that the #, who Aeaf and dumb, blind, j f Jin priso in the States that have changed (the fee ning.) in o1 ut of every six” Fourthly, While in all other States that have retained the ancient relations (the slave St aning) between them, (the races meaning) they (the slaves meaning) have improved greatly in every respect, in number, com fort, intelligence and morals ;” And where: First, Your me accuracy of the Seconily, It which is the particular pro mination of the census of 1810, it ix found to be g tradictory + to wit, in asserting the existence of free color. ed persons insane, blind, deal and dumb, in certain towns in the free States, in which towns, it appears by the same census of 1540, there are no free colored persons what- ever of any condition’ egations, ai reason to doubt the By the same census, it appeors that in the above, and other towns in the tree Stutes, there is :— An excess of colored insane over colored residents, . 219 Exror in the return of colored for white insane at Worcester, Mi Total....... The whole number of colored insane, the bee ‘State being stated to be 1199 by the census of 1840; if from t number we deduct the 346 shown to be not “colored per- sons, there remains $63 colored insan the fi or one in about 200, which your memori fied is greatly beyond the actual proportion ; because, so far ks your meniorialists have been able to ascertain, the pro- portion of the insane among the free colored, ia not great- er than among the white population of the tree States, It is stated for example by Dr. —-—— the physician of the lunatic asylum of the, State of Maime, that there are not five colored lunatics or insane in that state In the tuna. tic asylum at Blackwell's Island, in the County of New York, there are but 17 colored insane, or about | to 1000 colored inhabitants of this county. In'1837, the same pro- portion existed in the free colored population of Philadel- In regard to the deaf, dumb and blind, it will be seen that the census is likewise self-contradictory, asserting that there are 74 free colored efllicted with these dispen- sations, in towns which contain no colored inhabitants. ‘Thirdly, Iu regard to the third allegation, which usserte that one in every six of the free colored in the free States are either “ deaf, dumb, blind, insane, or in prison ;” or in other words, that there are 30,000 free colored auppart- ed at the public charge in the free States, your memorial- ists humbly think that bese ve furnished, in answer to the second allegation, sufficient facts to disprove the en- tire accuracy of this astounding wertion. And your me- morislists further believe, that the same errors have crept into the census and other documents based thereon, in re- gard to the pauperism of the free colored, as they have shown to have cay into the census in regard to the in- sane, &c. Expecially when your memorialists know, from the books o the alma houses of New York and Philadel phiay there are in these places one colored pauper to about 100 of the colored population, a proportion which is about the same as the pauperism of the free white citizens of these cities ; and as these cities contain 30,000 or one sixth part of the entire colored population of the free States ; and as it is known that the proportion of paupers in this as well as all other classes is greatest in large cities, it is fair inference that the third allegation, ut least so much of it as relates to pauperism, cannot be accurate. Fourthly, In relation to the fourth allegation, which in substance, that the slaves have improved in morals, 1 telligence, comfort, and number—reversing the order of the items, your memorialists would obi that the na. tural increase of the slaves (which is greatert ral increase of the whites is of the {ree Keke a measure of their relative fecundity not of their relative condition. Whilst the percentage of longevit: ratio of mortality, which are tests of relative condition, are greatly in favor of the free colored, the more remotely. they may be removed in time from’ slavery, For the slaves who live beyond £6 years are only 15 49 per cent. Free colored in the tree States who live beyond 36 yeara are 2268, showing a balance of 7.19 per cent in favor of the condition of the free colored, In the cities of New York and Philadelphia, (by the ei'y Inxpector’s reports.) it appears that a jomt population of 37,000 free colored have diminished a ir ratig ty from Lin {7 in Philadeiphia, and 1 in 1820 ; to 1 in 40. hinproverment iu condition ol wt lenst 100 per cer in 4 years! ‘There are no records of ths mortaiity among the slay In regard to. intel there to a popu 7 * colored child n of 2 1 ae t0 GO torchool in one school to ev n, in addition to # lorge ag white #chools, a uamber of colo who are pureuing their etudice at Oberlin W cal Seminary faud ba h Collinge 5 whilst en of slaves ate ‘n to be taught to read, miele, ‘in the Atates white Bate not ent velutions—death being the penalty for ond oflence. Mr. Garnett was loudly called for, and commenced a long address, in the course of which he alluded tothe late letter of Dr Torrey, of Boston, addressed to the Christian Citizens, in which the writer makes severe mention of Mr. Calhoun as being a slaveholder, aed showing how he had sold one of his slaves for a large sum of money to a slavedriver of Alabama, tearing her away from her husband—that she was subsequent- ly rescued, and died on the banks of the Potomac, where she was buried by ber busband, who es caped with her. ‘The meeting was subse, ntly addreased by others, when a sum of near was collected to defray the contingent expenses in for- warding the memorial to Congress, What next? i Baltimore, Richmond, | etersbureh, ton, tadk avannah, wu Washington, a gen report of the pitants, as well as PENnsyivania "ANALS —Increase of tells on the Canals thus far this year, over the same period last 6,502, staruRe —Mr, Se: ymour’ © bill for the preser- ‘of the prblic works passed to a third reading in the he 2d inst, by a vote of 67 to39.
