perfect and pass them this session, There seems to be & disposition to procrastinate, that augurs the most unfa- Vorable results. There are only five days left of the ses sion, and the movements in that ehort time must be more to the purpose than they have been yet, to get through this single bill, to say nothing about the host of others. ‘The subject of prices is at the present time very inter- esting, as the present position of trade is attributed by both of the political parties of the day to directly different causes ; the actual cause falling between both parties. ‘The prices of our different agricultural products depends more upon contingencies, than manufactured articles. ‘The supply affects the demand, and prices are governed by both. It is impossible, under any state ofthe currency, to control prices in the face of abundant supplies. The quoted prices for August show the position of our principal staples at the close of the com- promise tariff act, and jnst before the operation of the pre- sent act. The quotations for October 1842, show the state of prices just afer the existing tariff went into force. We merely allude to the comparative prices at these periods to show that the slight variation in quotations cannot be produced by the cause assigned by the committee of man- ufactures in their report to the House of Representatives, from which we extract part of the above table. ‘If the tariff act exerts that wonderful and unfailing influence on prices, how is it, that under the same rate @& duty, the price ofthe same articles—for instance, all included in the shove table—fluctuate with the seasons, and without any visible cause. When a season has produced abundant harvests of all our agricultural products—when the sup- ply is much larger than the demand, in all parts of the world—can any power in creation keep up prices ? We cannot conceive that any political capital can be made by either party, in attributing the existing state of commercial affairs to the wrong cause. Political fanati- cism may blind many, and lead them to the conviction at nothing short of the success of their favorite pla s can save the country, or redeem the commercial classes from utter bankruptey and ruin, Fortunately for the wereantile, and all other interests in this conntry, the evils that often fasten themselves upon the business classes, work out their own salvation. The tremendous ups and downs of trade, the complete wreck that every interest has experienced, and the thorough revolution in all the departments of business, have settled down into a regular, uniform, specie currency—into a complete sys- tem of credits—into a business governed exclusively by demand and supply, without that aid and support from government that political quacks imagine jndsspensable to the community, Che great abundance of money in all parts of the world, coking investment, has induced those having great re- ources, to employ their capital in operations of trade, in- stead of allowing it to remain idle in hand. The most speculative movements that have lately been made in Eu, Tope, since the cotton excitement subsided, have been in coffee. Operctions and investments in this great article of. food, were caused by the very reduced point prices had reached. ‘I'he commencement of the speculation in Eng- Jand and Holland was produced by a great advance in prices at several large sales. Since that time prices have been’ sustained, and the operations, slthough of a more p vate nature, have been very large. The stocka in Europe are very limited, which, with a yearly increasing demand throughout the world, has created an impression in the minds of holders that an advance must, in the regular course of trade, take place. We annex amarket report of a large coffee house in London, based on the actual au- thentic government statements of all Europe, as to the consumption :— We have from time to time given our friends statements as to coftre, the quantities produced and con sumed. ‘The article has, for a time of four to five years, been neglected, and prices continued falling till of fate.— ‘The low prices of the article, coupled with the increased consumption over the whole world, have brought it into more notice, : Jn 1839, we last gave a statement, showing the produc tian of coflee to have been, for 1838, 3,540,000 cwt. British weight. On the same basis, we now continue our_state- ment, showing to what extent the production of coffee has increased. ‘Totat. Pronrerion or Corres: ror 1843. partial . Cwt. Considering the rise of 100 per cent in the value of negroes in the Brazils, and that at P hery rates many ae who have plantations very distant from Rio, can but just cover the expense of transportation of their cof Jee to Rio, getting nothing for their coffee, we certainly cannot expect a further increase ef production in Brazils. As to the production of Java coffee, we are unable to give authentic statements, but leave it to our readers to judge whether it can be presumed that the Dutch Company would have limited their prices ef coffee, and retained a heavy stock last year unsold, if they knew of an increase in production, or expected as large or larger supplies for one or two years to come. The increase of production in Java during the last five to six years, is about 100 per cent, and in Brazils about 7» per cent, but on pricesdouble of what they now are. Is it to be ‘expected that at present prices the production will increase, or be equal to what it was? Inthe British West Indies and Dutch and French Colonies, the production is decidedly decreasing. From all these statements we should judge that the en- tire ign cannot extend 4} milliona cwt., British uae fae from official returns we know the consump- ion to be— Hungaria and East of Europe. The greatect increase 01 consumption is in the United States, being 150 percent for ite years, and 30 i= cent per year for the last five years. In the Prussian Duty Union it is 7 percent for eight years, or 9} (sd cent per year. Upon an average, the consumption in other countries has increased 27 per cent in the last five years, or 6} percent perycur. The total increase of consumption of coffee is, including the United States, 45 per centfor five years,or 9 per cent per year for the last five years. In this ratio it will be anea- sy matter to determine the consumption of coffee for 1844 and 1845, If we agstime the consumption of coffee for 1944 to be for the whole world 9 per cent more than it was in 1843, we shall require 5,200,000 cwt. British weight, for consumption, being 700,000 cwt. more than the greatest prodnetion yet known. We have caretully inquired into the stocks in all quar- ters of Euro: nd can assnre our readers thatthe pre sent stocks all over Europe are, in every quarter nearly, smaller than for the last three years ‘e leave our rea- ders to judge whether, considering that business in reco- vering, and better over all Enrope and America than it has been for five yenrs past, an increase of consumption may not be presumed for this year, equal at Jeast to that of less prosperous years. Although this report in relation to coffee comes from high authority in the trade, we cannot agree with all the deductions drawn from the facts. The production of an article of food will generally increase with the demand. ‘We find that for many years past prices of coffee have been gradually declining, ond the quantity produced gradually increasing. The producers have it in their power to control prices, and until prices are raised for the article in first hands, there can be no danger ofthe supply falling short. The fluctuations in prices have been prin- cipally confined to the markets of consumption, This has been in a manner produced by the abundant supplies. Unfavorable seasons, or slight deficiencies in the crops, have not advanced prices in the markets of production. A large concourse of people assembled at, and in all the hills adjacent the Navy Yard, yesterday afternoon, to witness a further exhibition of Colt’s sub-marine battery, which has proved eminently successful and satisfactory. The Secretary of the Navy, accompanied by many officers of the Navy, witnessed the experiments from on board the steamer Union, and the sentiment appears to be universal as to the success and national benefit and utility of the invention, which should be adopted by our government. oO. P. Q. Wasuinaton, April 22, 1844. ‘The Treaty has gone into the Senate this morn- ing, with all the documents, and a message from the President. ‘The tariff bill has been taken up in the House to-day by @ vote of 104 to 94, the largest vote yet taken this session, 14 friends of the new tariff bill were absent, and 4 whigs, (Clay men.) Mr. Van Buren has been written to for an ex- pression of his opinions upon the question of An- nexation of Texas. He will answer. It is ex- pected to be favorable to axnexation. I shall have the earliest notice of the arrival of his answer—and hope to be able to lay it before you atan early day. It was the intention of the Hon. Charles J. In- gersoll, Chairman of the Committee on Foreign Relations, to lay his Report upon the Annexation of Texas before the House this day, being the day on which the Texas Treaty is laid befere the Senate. Mr. Ingersoll is known to have pursued a high and honorable course upon this subject—a majority of the committee were believed to be in favor of annexation, and much disappointment is feltthat his Report will not be presented this day, especially as the Treaty has come in.
