' ] of capital was seeking investment. ‘This state of things is not confined to this country, but throughout Europe the same difficulty is experienced. This is a very extra ordinary position of affairs. We have in this country a very great revival of trade, our crops are all coming for- ward—trade is rapidly increasing and extending itself, and yet the capital in existence cannot find use—our cur- rency nearly reaches a specie standard—our exchaoges regulate themselves, millions upon millions of paper money’ formerly in existence have disappeared, and still money neverswas more abundant, or at a cheaper rate of interest. Our supply of staple productions is very large, prices are firmly sustained at remunerating points, pro- ducers are not compelled to.sell, but on the contrary c9n hold from season to season ; industry finds active and well paid employment, and every ramification of trade and eom. merce isin avery healthy state. To keep commercial affairs in their present position should be the aim and ob- Jest of all classes, The most fluctuating movements that et this time are in existence, are those connected with stocks. ‘The effect of these operations onthe regular laws of trade is very trifling. We annex @ comparative table of quotations for the past week :— Prices or Stocks IN gus New, Yoru Market. Moat of our staple articles of trade maintain very uni- form-prices, and a steady demand. The greatest fluctua tions take place in csi which staple is effected by the most trifling cirew The new crop {fs very generally estimated at 1,990,000 bales ; it probably will go over that quantity. This being pretty well understood, prices are not so much effected by reports in relation to this, as heretofore. We annex the quotations in this mar- ket for several periods :— Livenroon Ciasstrication. February 4 ne Marche ay April 20. lends, Mob'e. ferred Bebe lands, Ta 1 Biga 6: Tat Tia 7 A Bog Biga B56 7 83a 9 wc Oe Bis ER Tee te a MN si eae ie at ee ‘This exhibits a great decline. It also shows the fluc- tuations to which this staple is subject to. Prices of cot- ton are at this moment very much reduced, and there is a large margin for an advance. In connection with these comparative prices, we annex the quotations fer provi- sions for the same time. Prices ven Baetinane in New York. eh'y 12. March 11, April 20. -$5 S74a6 25 $5 87Ja6 25 $5 87406 50 é jad 23 8 Sided 258 B7fad 7 + 9690975 950a— 931 ad 37; + 769.775 7 62§a7 69 7 U0 a7 12 It will be observed that these prices are very regular. In a period covering more than two months, the variation has been very trifling. Within this time the demand has been gradually, increasing, and the supplies have kept pace with the demand. Our other staples have heen es uniform, Flour has been very regular in prices. ‘The supplies of this article were cut off by the close of na gation, but the stock since the closing of the canal has been ample. Prices will, doubtless, experience greater fluctuations now that the receipts are large and increasing than heretofore, but we do not anticipate an advance over the rates now current. ‘The Legislature of this State adjourns sine die on the 7th of May. It is to be hoped that the bill granting the Utica and Schenectady Railroad the privilege of carrying freight, will finally pass through both houses. The origi- nal bill was lost in the lower house by six votes, The vote has sinceJbeen reconsidered, and it is supposed the bill amended allowing the company to carry freight only in the winter, will pass unanimonsly. This privilege will an- ewer every purpose required. All we want is the com- munication with the West kept up. We want a convey- ance for freight the year through, and this will give it to us. The new Tariff Bill will be brought before the lower house of Congress to-morrow. The Chairman of the Committee of Ways and Means is determined to make one more effort to carry his bill through. If hia motion is again unsuceessful, he will consider it decisive of the opinion of the majority of the house, and abandon the bill for the session. The movements made in the house, so far, are rather unfavorable to the success of the new bill: ‘The disposition to evade the question appears to be most prevalent. Evenshould the lower house take up the bill and work it through, its fate inthe Senate would be very doubtful. This bill will undoubtedly be brought up every session of Congress—should it not pass through the pre- sent—until some alterations or modifications are made in the existing tariff act. The party opposed to the protec- tive features ef the present act, will undoubtedly agitate the question until some more liberal clauses are attached.: ‘This will have the effect of keeping the public mind con- tinually unsettled, and the industry of the country liable at all times to interruptions and uucertainties. ‘The creditors of the Commercial Bank of Lake Erie, are notified to present their claims for final payment, at the banking house, Cleveland, Ohio, on or before the 20th of June next, at which time the special commissioners will sell to the highest bidder for cash, so much of the assets of the bank as may be necessary to redeem Oi*i#s remaining liabilities, The official monthly report of the Banks of Ohio, pre- sents the annexed view. The Senate does not sit to-day. The Treaty is to be sent in to the Senate om Monday. The delay has originated im preparing the message and accompanying documents. It seems to be generally understood, and I have no doubt it is a fact, that it will, in the first in- stance, go before the Senate as a Treaty. Then, should it fail there to be ratified, it will be laid be- fore both Houses as a Bill or Resolution—in which latter shape, it is generally believed it can pase without difficulty. 1 am informed this morning—and I presume cor- rectly—that almost our entire New York delega- tion in the House will vote in favor of Annexation. As to the rumor about getting the consent of Mexico, which Teens ‘ou last night, I believe [am safe in saying—and I have made very diligent and protrac! ed efforts this morning to ascertain the fact —that you may give credit to the rwmor that a mes- senger 1s tobe sent on to get the consent of Mexico. But how the subject will be presented to Mexico, I know not. Ihave it from most respectable and credible authority that the delay in sions had the Treaty has originated from conversations had by Mr. Calhoun with Gen. Almonte, And in th conversations, Gen.Almonte has exhibited the most conciliatory and kindly spirit. I am constrained—by a due regard to truth ~-to say that there is some doubt whether the limitation in the treaty is precisely 30 days. From the most authentic information,! am inclined to bee lieve it is a few days more than 30. Twill add that in aay mission from this govern- ment to Mexico, Gen. Henderson has no part—nor has he anything directly or indirectly to do with it. [ understand that the mission is totally independent of the treaty, TWENTY-EIGH@H CONGRESS. FIRST SESSION. House of Mepresentatt Wasuineton, Saturday, April 20. As soon as the Journal was read, Mr. Prenix said that on account of the laxity of the United States Laws on that subject, he moved a resolution ; that itbe referred to the Committee. on the Judiciary, to inquire into the expediency of amending the Act of € Jongress “for the Ee ment of counterfeiting, &c.” passed the 2Ist day of April, 1806, so as to provide more effectually, for the conviction and punishment of persons charged with counterfeiting the United States coin. Li > ich over one day Wenrwourn corrected an error in the “ Intelli- fencer,” and stated that yesterday he said “My God” Fistead of By God”—and that it was used in no irrewe- rent sense; but because the House treated the terrible Joss of life on the lakes with so much levity, A bill was read twice and referred for the thorough survey of Red River. Mr. Kinxvaraicx introduced a bill appropriating twen- eight thousand dollars for repairing Pennsylvania enue; $6000 for repairing 16th ‘street and making a bridge, and $4000 for the roads to the Navy Yard, and The Congressional burying ground. A motion to lay this on the table failed, 74 to 83; it was then read twice and re- terre ‘The Roads and Canals Committee were discharged from considering the survey of a Macadamised road from Wheeling to Erie, Pennsylvania. An attemptto go into committee of the Whole, and take up the post office appropriation bill was lost, 88 to 91. ‘The rules were then suspended, 120 to 69, to take up the bill to improve the Western rivers and Lake Harbors. ‘The question is on an amendment to strike out the “Illinois” River from the Bill ; and an amendment to this to re-commit the Bill with instructions to the Committee to report two Bills, one for the Western Rivers, and the other for the Lake Harbors. ‘ + begged Mr. Bouglass to withdraw the ” from the Bill ; as it was very evident that would never pass this Bill whilst that word was in it. Mr. Dow Lass said he would if the House would take ouri, the Arkansas and Ohio Rivers. .om, of ‘Tennessee, deniel the power of Con- gress to improve these Rivers and Harbors.
