She has again been tendered the Judgeship, and she herself has de- clined accepting it. Mr. Tyler, it is now be- lieved, will turn to Connecticut, and invite Ralph J. Ingersoll, the first lawyer in the State, to accept the office of Judge in the U. 8. Supreme Court. It is understood, and so generally believed, that Judge John Y. (not James M. of Winchester) Ma- son, of Southampton, Va, of the U, S. District Court, will be, or has already been invited to take the Secretaryship of the Navy. It is supposed tha he will accept t I will venture to predict that Mr. Jennifer, our Minister to Austria, and Mr. Todd, our Minister to Russia, both unfriendly to President Tyler, will be shortly recalled. Now, then, who are to those three great offices—Ministers to France, Rus- sia, and Austria? Mr. Tyler is evidently taking off hiscoat and going to work in earnest. excitement in relation to the next Presidential elec- tion is becoming more interesting. Mr. Clay has just been defeated, as you will pers ceive, in Louisiana. Slidell has been elected by four or tive hundred majority in New Orleans, By this it would seem that ae has been operating in vain for the past winter. [t has created much talk here. The friends of President Tyler boldly de- clare that Slidell was elected by Tyler votes. The democratic members of Congress held a caucus here on Tuesday evening. They appointed Cave Johnson chairman, and Senator Fairfield sec- retary. The chairman was empowered to appoint a committee of twelve, to act as a Congressional Committee for the good of the democratic party. In relation to the appointment of Calhoun to the State Department, I will give you some of the Washington views and speculations. First, it is said that Mr. Calhoun had withdrawn his name from the list of Presidential candidates, and his friends had consigned him to political ob- livion, He wasadead man. The recent decision of the Supreme Court of that State, that holders of bank stock are liable in double their amount of stock forthe misconduct of directors, makes the report of the coinmit- tee uncalled for, and an unjust proceeding towards those connected with the banks. The power veated in the stockholders of any corporated body, to supervii ceedings of the concern, is no more than the privilege of protecting their own property. Should the report be adopted, and the decision of the Supreme Court con- firmed, the stockholders in banks would be held responsi- ble for the acts of their officers, without the power to control their movements. There is not « particle of jus» Without the power to prevent or de- tect crime, the stockholders are held liable for the conse- quences. It is proper that they should be responsible to every possible extent ; but donot take away the privi- lege now enjoyed of protecting themselves or the public, from their agents.
