The stock market has won- derfully improved. For several weeks the tendency of prices was downward, caured by the investment of capital in other speculations, but an improvement has taken place, and our quotations have advanced within afew days a large per cent. The usual fluctuations have commenced again, and quotations once more rule high. The late speculations in fancy stocks commenced with the formation of the new board of brokers, and have been cerriod on by those individuals, who through the bankrupt law repudiated more than $100,000,000 of debts, and whose total assets were valued under $100,000, and whose financial genius cannot be disputed. ‘These indi- viduals have through the mysterious influence of what is called the Bourse, advanced the fancy stocks of Wall street, such as bank stocks, similar to the North American Trust and Banking Co, railroad stocks similat to the Long Island nd Paterson, and insolvent state Stocks, such as Indiana, Illinois, Pennsylvania, from twenty to two hundred per cent, without adding one single solitary cent to their actual value in any shape, but for the purpose of speculation. Many of these stocks, that have nominally advanced so rapidly within afew months, have in fact actually become less valuable in that time. Many of thel insolvent states, whose stocks have improved in price at both the boards of brokers, are at this moment farther from solvency, than they were before the speculation commenced. The quotations created by the different operations that are daily carried on in these stocks, by the class of individuals above spoken of, are fictitious, and far from being evidences of value They are all moonshine, perfect bubbles, and produced by asetof ex-bankrupts in conjunction with bank directors, who in fact are as equally insolvent and irresponsible. The movments in real estate for the week just closed, present some important indications of what the future will produce. The sales amount to about $500,000, and prices have advanced from the opening to the close of the week, full 124 per cent. Speculations of this nature, re- semble those in fancy stocks more than any other that oc- curstous at this moment. The only evil effect of any consequence, that can arise from a speculative rise in this species of property, isthe advance of rents, and this is a very serious one. All classes are intevested in the movement that produces this result. The real value of property is not enhanced one mill, but purchasers under the excitement are compelled to establish a per cent for rent in proportion to the cost of property. An advance in prices, created by repeated exchanges of the same ar. ticle, is not founded on a legitimate basis, and conse- quently does not produce the additional wealth it repre- sents. Real estate is worth what it costs under the ope- rations of a specie currency. Any additional value to that must be created by an actual legitimate demand, arising from a scarcity of dwellings, or the gradual growth of the city in which jt is situated, Speculation never produces permanent worth The preseat specula- tion going on in real estate, is conducted by individuals of the same calibre that are engaged in stock speculations, and is produced by a sympathy between the different movements, These speculations are like epidemics, and are as contagious. They regularly ‘visit certain spots, and areannuals, like the yellow fever at New Orleans, or the cholera in Asia, We shall watcl: the development of this bubble, and recerd its progress, Within the past week the Cotton Market has been ra” ther quiet, in consequence,of the expected advices from Europe by ‘the steamer. These are evidences of a short crop. In consequence of the diminished export, and the effect such an event naturally has ona large market, prices in Liverpoel have advanced very rapidly, and the additional value given to this staple already, cannot vary much from $20,000,000. A further advance is anticipated by the next arrival, whicit will increase this amount very much. The stock in this market is lurge, and so large portion in the hands of speculators, living in different sections of the country, that an improvement in prices would make the fortunes of many, while it ruined as many more. t Movements in our other staple articles have not yet reach- ed the important position occupied by Cotton. They have not yet become necessary to the nations of Europe, though the trade in them is rapidly increasing. Our ex- ports of provisions have already reached a respectable Amount. Our manufactures are finding markets in every part ofthe world, The consumption of rice and tobacco is daily increasing, and a few years will suffice to place all these staple productions on a level with those of Eu- rope, in their own markets. We find new markets al- most daily opening for our exports, We are daily be- Coming more able to compete with other nations, in mar- kets they have heretofore completely monopolised, and in Good time we shall become the monopolisers. The result of all these movements, will soon be made visible. The operations in cotton will cease as soon as the whole stock has gone forward. The operations in real estate will cease as soon as prices reach too high a point. Speculations in stocks will aever cease, for there are always repudiators enough to carry on that business. On the state of the cotton merket depends nearly every other commercial interest. On the value and price of this staple depends in a great degree our prosperity. ‘The de- mand for this raw material, from Great Britain and France, will be unusually large this year, in consequence of the favorable position of their internal affairs, and the outward demand for their manufactures to supply the wants of the immense population of China, and the sur- rounding countries, The heavy import of specie into this country for 1843, was caused principally by the improve- ment that has taken place in our cotton trade. The amount of gold and silver received from foreign countries within the past cighteen months, does not vary much from $35,000,000, nearly the whole of which has passed into circulation and the sound banks, improving and purifying our circulating medium. ‘This prosperous condition of trade and commerce, has grown out of the regular laws of trade. The evils that we labored under so long, hi corrected themselves. All the legislation under the sun, never could have pro- duced the happy state of things that exist, It is fact and not theory, that has worked out the result. The wise Senators at Washington might have discussed a tariff act till doomsday, without creating one jot or tittle of the good that the perseverance, energy, and industry of the people have. All the commercial classes want is to be left to themselves; they wish to be let alone. We have been cursed with too much legislation; we have been sur- feited with acts regulating trade and commerce, which have invariably made confusion and trouble. We have in this country too great classes concerned in commercial movements, each pursuing opposite cours and arriving at opposite results. In the first place, we have those who wear the button of bankruptcy, whose business is exclusively confined to speculations in fancy stocks, real estate, insolvent state stocks, and in every other bubblethat can’be carried on without capi- tal, or any thing else, whu were in the field in 1836 and 37, engaged in the same movements, and whose operations surely lead to ruin without ever producing one single cent additional value tofanything; in fact, perfect moths in the commercial community in which they reside. Can sales of stocks from day to day create value? Do the sales of North American Trust ,and {Banking shares at the boards of brokers every day make that stock any better, or of any more value? Nearly one half of the stocks upe- rated in, in Wall street daily, are no better than the stock above named, and yet they will advance and decline from day today several percent. In the second place, we have another class, composed of far different materials, of materials that form the foundation of legitimate trade. They are distinct from those wearing the button of bank- ruptey. They do business on their own capital, which Is sufficient, under the present administration of the laws of trade. They do not depend upon the coy: '°» or whim ot bank directors. They are not ledastr \\y the false lights held out by banking institution: but pursue a course dictated by their own yudgment ©: foresight.— These are the elements that will produce permanency of prosperity. The sound legitimate merchant is the sup- port of his government. Its resources are derived from the movements of commerce and the developments of wealth they create. They are the bone and sinew of the body politic, and the salvation of the country. ‘The conclusion, every mtelligent mind must arrive at in revie wing the actions of Congress, is the entire insuf- ficiency of legislation to influence the movements of commerce. The tariff question has been argued more than any other, and after all, what control has it over trade? We admit a certain power, but trifling, compared with that claimed by its advocates. Ultras of both par. ties are just alike, and without exception, they are as great a set of blockheads as ever God created. However, in spite of all their efforts to the contrary, many of them will live to see this country advance and rapidly become prosperous and happ: State of Trade.
