The circulation of branch bank notes has increased $263,205. Individual deposits are reduced $165,521; and the State Bank balances $98,- 937, We find in the report fox 1843, an item amounting to $301,000, called a guarantee of Planters’ Bank bonds; but in the returns for 1844, we find no mention made of such an investment. The above gives the last two official returns from this institution, whose history is filled with the scenes of two great revulsions—whose existence has been the greatest curse the commercial classes have ever been afllicted with; and whose dissolution was the prelude to a better oftimes. After years of the most desperate specu- lations—alter having exhausted all its substance—it lived on its own vitals, until its owu corruption could no longer be disguised. The present state of the Cotton Market resembles that of the time the United States Bank went into it so extensively. The same inducements that tempted and seduced :that institution are in existence to draw the banks ofthe present day into the field. As yet the game has hardly commenced. The thing will not be ripe until about May. The banks of this city are at this mo- ment precisely in the same position the United St Bank was, at the time it left stock speculations and en, tered the Cotton market. Having tried every thing else —having induced young and inexperienced States to con- tract heavy loans—having created an artificial and infla ted currency, and created times that deceived the shrewd, est caleulations; having created fancy and valueless stocks in them until they could do so no longer; having made itself bankrupt and thoroughly rotten by all these operations, as a dernier resort, as the last desperate move, and with the hope of realising immense profits— Profits sufficiently large to cover all the losses by pre- vious operations—the Bank went into all the Cotton mar” kets at the south, and monopolised the movements of the season in that great staple. Two thirds of the cotton, at that period, that went to Liverpool from Mobile, New Orleans, &c., was consigned to the agent of the United States Bank at that port. Having any quantity of money— in the shape ofits own bills—at command, no clique could compete with them, and the Bank was able to establish prices and contro] the market. The manufacturers of Great Britain were in the power of this institution, so fer as prices were concerned; but, fortunately for them, and unfortunately for the Bank parties interested in the specu- lation, they were not manufacturing goods to actualdemand. The spinners of Great Britan were even manufacturing goods on speculation, and only submitted to prices so long as they choose to carry onthe move ment. ‘The moment prices reached a point too high for them to submit to, they left the market, and prices found a level below what the combined capital of the American Banks could stand against. menced. The immense quantity of the raw material in the hands of the agent of the United States Bank, accu- mulated at high prices, at rates much higher than the best market in the world could produce, and the state of com- mercial affairs all over the world hastened the dissolution of that Institution. That was not the only result. The United States Bank induced all the Banks of the extreme south to enter the field as cotton speculators. By loaning Post notes, by extending its own liabilities, and by every system of financiering the Directors of the United States Bank could invent—by the adoption of every expedient, no matter how ruinous or at what sacrifice—the Banke of | $° Louisiana, Mississippi and Alabama, particularly, were led into the arrangement, and all went down together.— ‘The whole southern country was filled with a paper cur- rency, created for the purpose of exchanging for cotton At that period, a United States Bank bill or post-note was considered better than gold itself, and the cotton-growing classes became strong advocates of the Banking System. Had the effect of this great speculation gone no farther than the destruction of the Banks, it never would have been regretted. We should have got rid of a great evil by temporarily suffering a greater ; but the effect from the movements made at that time is still felt. States whose Banks fh regulator, are to this day cursed with acurrency of the most depreciated nature. Many of the institutions are in a state of liquidation, and many have gone out of exist- ence without having had any assets to liquidate, It will yet be along time before the last vestiges of that revolu- tion have passed from sight ; and we fear another of a similar nature will be acted on the same soil before the recollection of the last is obliterated. The Banks in all parts of the southern country are making great eflorts to extend facilities to cotton speculators, to enable them to hold ; they are gradually letting out their resources, and they are as gradually absorbed in stocks of cotton. This policy, carried on very extensively, effect on prices ; every advance in pi excitement among speculators —until, finally, prices reach beyond the ability of consumers to pay, and the re. action from that momeat commences.
