Sir, give me General Jackson with all/his power—give me Mr. Van Buren, with all the compliments you choose to bestow on him for pence, activity, and fidelity-—-give me John ‘Tyler, for whose’ honesty and’ purity of purpose, I’ at least will vonch—give me George Washing- ton risen, and purified, from the ve, to reform abuses, and 1 will show him an Herculean task in ‘he Indian Department alone above any human strength— above the combined strength of any administration to re- form. Go, then, to thee rope walks and your navy yards, and you will find that they are ax pure as the rosin which is used there in comparison with your Indian Department and your Collectors Yon talk of abuses in the navy. Whose fanlt is it, it there areany? You left your navy withont organization for over forty years, and even to this honr you have left it without a code. You have given it no rules or regulations by which to govern itself or to correct abuses, Congress meets here from time to tine—its members draw their eight dollars aday and mileage—they eat and drink of the fat of the land—they met here=they go to sleep here—and now and then Con- gress wakes up, and turns have round in its sleep, and growls and grumbles about abuses and corruptions — (Laughter ) Tut it takes eae to do nothing itself but per- plex and harrass the Department by jitseternal, idle and useless calls on it, for information which has been laid be- fore Congress years and years ago. Why, tir, look at the almost countless number of calls that hus been made on the Department already this session, for what has been termed “information.” “Why, sir, nearly all the informa- tion that has been asked for may already be found on the shelves of your document room; and a note to one of these little pages, carried there, would give you all you want. (Laughter) And thus the time of the Department is use. lessly oceupied in answering these ridiculous calls. And what do you do with the answers when you get them? ‘They come in—they are printed—they make & good fat job for yourprinter—who gets his pay. But they are not even read. ‘They are taken to your document room, there to sleep forever. Next year comes in a new batch of members, and with them anew batch of resolutions, which go the same round. Why, sir. you have not even one fourth sufiicient amount of civil and clerical force in all your Departments to answer in full one fourth of the ridiculous and useless cally that are made upon those Departments during a long session. And yet gentlemen talk about the expenses of these clerks and the extravagance of the Departments Now, sir, if gentlemen would but be a little more indu trious themselves and search for this information where it is to be found, the expenses of these departments would be much lesa than they now are. Why, what did we see done in this house the other day, sir? A resolution was offvred (1 was not in the house, sir) aud it was passed—by the gentleman from ‘Tennessee (Cave Jouvsox) who has been 'a member longer than T have, sir, calling on the Se- cretary for information about master’s mates, and ordering the frigate Raritan not to go to sea, by Vinten oF THK Powrn or THs House avone! Yes, sir, such a resolution was actually passed by this house within the last few days. Will’ it be helieved abroad, sir, that a gentleman who has been many years a member of Congress could of. fer such a resolution—to order the frigate Raritan not to sail on her cruise, till ho got his information or answer! Now, sir, T should like to ask that member from ‘Tennes- see where he got his authority or power from ?--(Laugh. ter.) Fither the beginning or the end of it ?— (Laughter ) Now, sir, how is it that such binnders as these can be committed by old members of this house? Is it from want of care—is it from want of order ? is it from want of attention in ourselves—or want of sense that these things oveur? Sir, we are continually calling on others, end blaming others ; I think it is high time that we made a call on ourselves—on our judgment—on our commen sense—on our industry. Do let us take a little more care ubout ourselves, and not commit such blunders as ordering a frigate not to sail by a resolution of this honse—and let us no more exhibit such a lamentable spenimen of ignorance in such simple matters—as we thus exhibit to our constituents and to the world at arge. Sir, T contend that on the principle of economy you ought to pass this Bill. Sir,no wan cherishes more than Ido the fame of the Hulls and the Decaturs, the Pert Perrys of the lust war ; but with all the halo ofthe stil fresh in oxr memories, 1 contend that there was not then, there is not now, in the wide world, ore noble. more brave more gallant.rnore generous more high-minded more intelligent. or amore moral set of young men than the vonng officers of our navy. there is no boy of a midshipman, even. in our navy that would laugh at the idea of taking a chronometer to vea with him. ‘There is twice the sciance—twice the naval, twice the mathemati- cal seience among the passed midshipmen of our navy now, that there was among the superior oilicers, twenty years ago, ave, ten years ago. Although yon have done nothing for their education, whilst you have free ly lavished hundreds of thousands in erecting rchr ols and educating the young officers of your Army.— Sir, Pg can no where show me young men who are fit- ter fo be “monarchs of the peopled deck,” than these young men in our navy, although we are eternally push. ing at them, and cramping them in every possible way.— Sir, in point of social worth, mental excellence, and mo. ral character, they are evan so high as to be compared to ~-members of Congress! From the keelsom to the main truck, look at the precision, the exactness, the order, the superiority of all that meets the eye or ear. And anr young efficers. sir; who doea not’ feel proud of them when bronght in contact with those of a foreign power ? who wonld not, with the recollection of the deeds. and in the presence even of a Barron. a Chauncey, a Wadsworth, a Morris, who had brought them up, present them not only as chins of the old block, but as better trees? Sir, I think that ve answered these attacks and charges of abuses and corruption in the Navy. And’ T hope to God. sir, that the midshipmen and rare lieutenants of the Navy don’t speak of us in their ward rooms and mess rooms, as we speak of them. Mr. Banwanp again asked where the Secretary of the Na- vy got his authority from to build these six sloops of war? Mr. Wise answered that he would turn him to the va- rious appropriation bills that gave the Secretary the power to increase ax well as repair tho Navy, Mr Banwano denied that the Secret: hind any such power ; and sald that Mr. Upshur had been guilty ‘of the frossest extravagance. Whilst there were $2,600,000 of the appropriations made Inst year for other branches of the public service to go tothe Surplus Fund, there were in all but $2,250.23 left over from the Navy Appropria- tions to go to the Surplus Fund. But as these sloops of war had been commenced, he would vote for manoy enough to complete them ;'but it should be as a separate and specific appropriation ; and not in the form of a trans- fer, where there was actually nothing left to transfer, Mr. Owen, Mr. R. D. Davis, and others, debated this question. Mr. Banxann propored a substitute for the whole bill. This was negatived Mr. Horxins proposed to strike out tie words “till the end of the present fiscal year.” This was carried. _ The Committee then rose and reported the bill, as amended, to the Houre. The bill, as amended by Mr Hop! was then passed, and at neatly 5 o'clock the House adjourned.
