A Fist Fight on the Floor ‘The Gogsin and Gul- mer Case. The proceedings in the House to-day would have been almost entirely destitute of interest, had it not been for the occurrence of a fight on the floor of the House, just before the commencement of the proceedings. It appears that a nephew of Mr. A. Stewart, the member who was attacked by Mr. Weller, the other day, has a seat in the House as the corres- pondent of the “Baltimore Patriot ;” and in com- menting upon the affair as it occurred in debate, had made use of some expressions which Mr. Wel- ler took umbrage at. Accordingly, about a quarter before 12 o'clock, to-day, Mr. Wellermet Mr. Shn- ver, (the correspondent,) and told him that if he ever made sty more remarks of a similar character he would hold him personally responsible. Mr. S. said, “very well, he was willing.” “Then,” said Mr. Weller, « we understand each other, and now al- low me to say that what you have already written is not true;” or he might have said, they were f Ise, or that they were lies, I don’t know ‘which. ‘To this, Mr. Shriver answered, that he wrote them from his own observation, or information, and that if Mr. Weller said they were false that he told talsehoods, or wasa liar. Weller then struck him, and they clinched, fell against one of the windows, broke it, (this was just behind the ‘ Globe” repor- ter’s desk) and down went one or both of them. As soon as the journal was read, Mr. Euaten presented the report of the Committee on tions, in favor of Mr. Gilmer’s retaining his seat as against Mr. Goggin, Mr. Davis said there was also a minority report, differ- ing fcom the other. ‘Three hours and a half were then consumed in discuss- ing whether the written argument, or statement, of Mr Goggin, should be printed. "The whigs appeared to oppose the pentg, and the democrats to advocate the printing ofit. Finally, the ayes and noes were culled on it, and the House decided to print Mr. Goggin’s statement. Another long and interesting discussicn then took place about printing the testimony taken or laid before the com- mittee, and this promised to last till midnight, when Mr. Roaerr Dace Owen rose and said— Mr Speaker, if gentlemen will agree toclose this debate, I'll vote tor the printing, The documents, it is admitted, are of very little nse any how, and if this debate continues, it will cost the untry four times as much us the printing, I therefore move the previous question. ‘This was carried; the ayes and nocs were called, and Bos House resolved to print the whole matter. Taformation has beon received at this Department that, by adecree of November 8th, 1843, the regulations for the aumeusurement of vessels establishiod by a prior decree, dated July Ist, 1842, have been abolished by the Meaican Government, and the regulations formerly in force, have been re-established and confirmed. Asthe decree of July, 1812, augmented the tonnage about seventy-five per cent, an equivalent reduction is the consequence of the new order. The present method of rieasuring vessels in Mexican ports is restored to that established by the circular of 21st October, 1826, and is as follows ‘Lhe scale employed is that of Burgos. The Leather Mannfacturers’ Bank has declared a semi- annual dividend of three and a half per cent payable on the Lat of February, The movements of cotton in this market, since the ar rival of the Britannia, have been very extraordinary Contrary to the expectations of most every one, very lit, tle has since been shipped. The Liverpool packet of the 21st was detained till the 24th, in the hope of filling v with cotton; but finally sailed without so doing. The cotton in this market will be used for speculation. The stocks at the south will go immediately forward. The accumulations in this market will absorb a great deal of the idle capital of our banks, and the holders will wait the reception of farther news. A greater advance in the Liv verpool market is anticipated than has yet heen expe rienced, This would create a still farther advance here and the result will be heavy speculations. So long as the foreign markets remain firm, or have an upward tenlency, so long will operations in this market be on speculation Holders of cotton here are more disposed to speculate at home than abroad. The holders at the south are governed by adifferent motive. At all those ports where cotton is held on planter’s account, the principal object is to ge! their supplies forward on a rising market. This they wil: succeed in doing by shipping immediately. Cotton wil! reach as high a point between this and April as at any other time through the year. The extent of the crop not being settled, estimates placing the yield at a low stand will be plenty enough in all the market, and have a great influence on prices and s In five cases out of six, the reports of short crops obtain greater circulation and be’ lief than the facts will warrant, or the result confirm, The overstock in the Liverpool market, added to the cur rent estimated crop of 1,800,000 bales, will make a supply of more than 2,000,000 bales. Deducting the surplu’ stock in Europe at the close of 1343—over the stock at the close of 1842—from the total supply of the year,and we find the supply of 1843 does not exceed our estimates for 18-44. This ruad would more directly connect the great manufacturing districts in Rhode Island with Albany and the West than it now enjoys; but the additional advan- $51,19: tages would hardly compensate for the great expense tending such an enterprise. The political parties of this country have very lately made great advances to eachother as regards the princi’ ples of banking. A bank has just been chartered in Ten nessee, and the restrictions placed upon it in its charter are just, and will prevent the possibility of fraud, if care fully looked'after. The State of Ohio, the third State in the Union, has only eight banks in existence, with ano minal capital of only $2,304,745, The principle proposed in that State, in creating charters for the future, is indi vidual liability. In banking, this is the only safe system toadept. In other pursuits, where corporate bodies ex. ist, and the capital of the company is in many hands, and where losses often occur under the most careful manage- ment,it is not necessary, but on banks on institutions tha: have the tremendons power and privilege of manufacturing money, the most severe restrictions should be placed, and the most thorough investigations repeatedly resorted to, to prevent or detect fraud and embezzlement. The insertion of the individual liability clause in the charters ofthe banks, would creato a watchfulness and anxiety among directors and stockholders that would prevent crime. Ways to avoid laws are plenty enough, and indi* viduals, in many cases,would evade this, but still the prin. ciple would work a great deal of good, and keep out of the business many who now adopt it, wholly and solely forthe purpese of swindling the communities. ‘There ir still, notwithstanding the great decrease, a vast deal too much bank capital in this country. The business is over, done, and consequently does not yield fair returns to tho: whose property is invested in it. We have too much ca- pital engaged in banking for the safety of mercantile pur. suits. There is more bank capital than the regular trade of the country can consume, and the surplus seeks em ployment and obtains it in chanzels that have a very in, jurious effect on the regular and legitimate movements of trade and commerce. The banks now in existence are gradually reducing their capitals. In a few years the charters of the banks of Maine and New Hampshire ex pire by imitation.
