‘charters are only a shield under which they perpetrate the most gross abuses, and daily endanger the their stockholders. We have too much in New York. We have double what the real wants of business can consume. We want no more capital devoted to banking than can be legitimately employed, for all be- yond that amount is sure to fall into the hands of specula- tors, who use it for the purpose of diverting trade from its proper channels, of commerce: in hand, and if it is not po: and changing the regular movements The Legislature should take this matter ple to reduce the capital of our banks, they should place certain restrictions on them more rigid than any now existing, and put an imme- diate stoppage to the accumulation of banks and capital ‘The experience of the past has no influence on the future, the same cause will invariably produce a like effect. ‘What has ruined one bank, will, carried to the same ex- tent, ruin others, A set of banks who make speculation in stocks and produce their business, will eventually bring up asthe old United States Bank did before them. That bank commenced with stocks, then wentto cotton, and the result was ruin and a complete destruction. The banks of Alabama, Mississippi, and Louisiana, followed the sume beaten track, and they were wrecked on the game rock. Itmay come early or it may come late, but a constant adherence tg this policy will assuredly termi- nate in this manner, It easily and almost impercepti bly commenced, butit id'iost impossible to get out of ‘the Maelstrom after once thoroughly getting into its power. Itis the same with individuals as with corporated institutios ‘The cepitalists of this city have a method of using their resources, the least adapted to advance public improve- or their individual interest,of any,we ever imagined ‘They are contented with the advantages ofa geographical position, and the facilities nature has provided for their benefit and enjoyment, ‘The superiority the citizens of thiscity have long enjoyed, in their character for enter: prize, is fast slipping away, and the wise men of the east are fast outstripping us in energy, perseverance, industry, and the best application of their capital and their re, sources, They, to a man, unite in every great movement likely toadvance the commercial standing of their city They all have one object in view, and that object is to benefit the whole population of their section. ‘Their motto fs, that union is strength, and all individual prejudice is abandoned for the public good. internal imp avenue of co: roveme: mmunis jon with In every great work of it—in the completion of any particular the interior—in the perfec- tion of works that hold out the most remote prospect 0, ultimatel; command, and the nec desired ends, largely. roving profitable—capital to any extent is a! ary steps taken to accomplish the This is the grand secret of the rapid ad- vancement Boston has made in all the departments 0, trade and commerce. She has within a few years increased her foreign trade enormously, and her inland trade as Her domestic manufactories have gradually grown—in spite of any and every policy the general go vernment adopted—until at this moment they are beyond the slightest influence from any other power than the movements of the currency produces, On the other hand, look at the c: apitalists of thi great city ;compare the course they have for years adopted, with that followed by those ‘There are but two States in New England— Vermont and New Hampshire—that have not greater facilities of communication than the wealthy State of It is very true that this State stands between the New England States and the West, and part of the season we haye a more rapid communication with Albany of Boston. New York. than our Eastern neighbors, but great efforts are being made by Eastern capitalists to receive more benefit from our internal improvements than we o! this city can expect, under the existing condition of our co nection with the Eastern termination of the great Western line of railroads through this State. Last winter pork w Buffalo and five in Boston. elling attwo cents per pound in Flour varies a large per cent; butter, cheese, poultry, and various articles of pro: visions are much higher in large cities through the winter thaa at other seasons, which weuld bear a good charge for freight to get to market during the close of navigation, The Eastern capita re making strenuous efforts to induce the Legislature of this State to allow the railroads of this State to carry freight during the close of the canal, even if they should deem proper, to direct freight to pay y canal toll. ch This subject has been in agita tion a long time, and the demand comes #0 strongly Backed, and is so popular, particularly in the western part of the State, that the movement must soon be sub- mitted to, with sufficient conditions and charges to pro- tect the inter The suce rest of the canal, 8 of thi proposition would materially injure the trade of this city, while it would add to the revenue of the State government, by the receipts of tolls on freight, that but for this facility would seek and obtain some other transp, ortation to market. Tne canals of the West- eon States ure in navigable order the season through. The navigation on the lakes does not cease until long after the closing of our canal, and could produce, landed at Buffalo, after the boats on the canal had ceased running, be sure of finding a market on the Atlantic seaboard, at all times through the winter, the stream of arrivals at Buffalo would be kept up until the last moment. Through this State, the convenience of gettmg to. market would be a great benefit, It would affect the price of produce in the interior, and keep prices more regular, and nearer the quotations that rule in large markets. ‘This be ig the settled position of the two cities, New and Boston, and the cause of the progress of one and the indifference of the other, it would not be an unfavor- able moment to compare our facilities of communication with the interior the year through, with those of our Eastern friends, ‘There has been within the past few years more than a dozen different railroads, contemplated to run from this city to the North, South, East, and West; and yet, at this moment, with the expenditure of millions ofdollars, and the aid of the most experienced engineers, we have not a solitary track running twenty miles into the heart of the country, or a dividend from those which have been years in existence, and only extending afew miles into the interior. There is the Long Island Railroad finished just far enough to be good for nothing. Then the Paterson terminates at a small inland village, the business of which is not sufficient to enable the road to pay its current expen: Railroad is still fresh in the minds of many of our The history of the Erie zens, and those whose memory requires refreshing, have only to read the report of Mr. Baker to our Legislature. Lastly comes the Harlem Railroad, a road that for loca. tion, termination, and probable value, is not exceeded by any in the vicini rain. ‘They profitable cou ity of this city. By woful mismanage, ment the Company have for yeai been on the verge of have now adopted the only sure, safe, and ars and that is the extension of the line of travel. Every mile added to its present length, reduces theenormous first average cost, and increases the re- ceipts as itextends into the most wealthy and productive section of th e State. By a gradual addition to this road, anton immediate employment of the whole length soon as completed, the company would be able to make the whole line profitable, and the receipts would ulti- mately bear a proportion to the cost and expenses, suffi cient to declare a small di lend. It is a most as: tonishing fact, that there is not a railroad di- verging from this city, that pays its — stock- the smallest fractional dividend. It is time vitalists become active in this business, and instead of employing millions in gambling operations, to devote some of their resources to the advancement of our city as rapidly as some of our neighbors. The Harlem Rail- road shows, from the late great increase of receipts, to be fast becoming more productive than its most sanguine friends antic! jpated. ‘This road will be finished to White Pleins as soon as the spring opens. The; total receipts of the Road for 1642 were 1843 $84,560 97,596, The ptinoipal inoreese of receipts har taken place with: in the last si: a x months. The road is now in perfect running or- der, having been thoroughly repaired, the cost of which is included in last year's expenses. ‘These are a few of the particulars of the present position of this valuable road, especially valuable, because it terminates inthe centre of the city, and will eventually connect itself with other roads running through New England, and in time open a regular, easy communic ‘ion with the North at all seasons, and all the way by land conveyance, This port has for many years been the depot for foreign goods, previous to their transmission to all parts of the country.
