Return of Queen Victoria—Nov.-arrival of the India Mall—More favorabte accounts of the Markets—Disturbances in Spain Italy and Turkey. ‘The regular, fast-sailing and favo'rite steam ship, Great Western, Captain Hoskins, arrived yesterday merning at her berth, at half past 11 o'clock, ma- king a passage, fromdoek to dock, in httle less than 14 days. The news is not of much importance . We make copious extracts from Wilmer and Smith’s European Times. The Acadia took out very encouraging accounts respecting the transactions in Cotton. The market, it will be remembered, between the interval of her departure and that of the previous packet was in a state of extreme buoyancy; but it was a little checked shortly before the Acadia sailed, and at the present moment speculators evi ace a disposition to draw in, while the demand from the trade is beth uniform andlarge. The latter buy with confidence, and the state of the trade shows a healthy feeling of activity, greater than has been exhibited for a long period. Freights to, America by the transieatships have been low of late, though a slight improvement has been visible during the lastfew weeks. All the transient vessels to New Orleans, Beston and New York, have been chartered by good parties, but the good offering have not been numerous. The pack- et ships to New York have long azutely felt the ef- fects of the hostile tariff onthe other side, and the absurd fiscal regulations on this side of the water for the virtual exclusion of grain and flour. The corn market has of late exliibited more firm~ ness, and an advance of a penny to twopence per bushel has taken place. A great breadth of wheat has been sown this year, and the harvest has been tolerably good; but as we do not raise enough for the support of our own population, and as an im- port becomes indispensable, the improved feeling of the market may be attributed to that cause, com- bined with the yield of the new crop not being equal toexpectation. tis very probable, therefore, that a considerable quantity of flour may find its way from Canada, through the act of last session. Dur- ing the last few days an immense quantity of wheat and flour has been released from bond at the duty of fourteen shillings per quarter, which, at the pre- sent price of the market, would render the importa- tion of Canadian flour a profitable speculation. The weather continues very fine: the finest, indeed, for the season, which has been known for years, and where the harvest has not been already gathered, the weather has materially aided the operation. O'Connell, it will be seen, continues as active as ever, and we hear notalk of his speedy retirement to his mountain home at Derrynane, where, hither- to, at thisseason of the year, he has been nore ac- customed to the music of his beagles than to the vor populi. All his energies appear to be absorbed inhis present agiiation, which leaves him no time for rest or retirement. Whatever diflerence of opinion may exist about the man and his prospects —and public opinion has a wide margin on the sub- ject—all parties admire the hurculean energies which are brought into action by hands and shoul- ders nearly numbering seventy summers and win- ters—the allotted duration of human life. His speech at Connemara, on the 17th, is one of the most beautiful and eloquent he has delivered for many aday. ‘Who could have thought the old man had so much blood in him?” We are becoming (says Wilmer & Smith,) a nation of free traders in theory. An advocate of ** protection” is not to be found amongst farmers or farmers’ laberers. He is a rara avis, except amongst the equirearchy. The triumphs of Cobden and Bright have been brilliant of late. Ithas been a novelty for them during their excursions in the agricultural districts to meet with an opponent who would enter the lists ; and when he did present himself, he was pounded (oraterically speaking,) into mince-meat. The practical—the hustings part of the question—has yet to come; and when the electors of England have an opportunity of record- ing their “* sweet voices” on the subject, from that hour monopoly will go to the wall—will receive its quictus. But as that period is hardly likely to ar- rive before the meeting and separation of the next session of Congress, every friend of free trade in the United States, every advocate for reciprocity, ought to exert hitheelf to secure the triumph of the great principle of international exchange, not less from regard to his own than to his country’s inter- est. The principle on which all monopoly is based —compelling a nation to support a peculiar branch of trade which cannot support itself, by keeping al) rivalry out of the field—is the maintenance of such branch of trade by the robbery of the rest of the community. The new government of Spain has issued its mani- testo to the nation. It is a long document, begin- ning with the late melancholy events at Barcelona; and while professing to treat of the principle of re- presentative government, attacks the central junta with great bitterness. This manifesto, to which the names of the ministry are attached, like a heavy load of canvass, covers a rotten hull, but real stabili- ty is wanting. Arrivat or tHe West Inna Mat.—The Royal Mail Steamer Dee arrived at Falmouth on the 19th, but received instructions to proceed with the mails to Southampton, where they were landed on the 20th. ‘The dates which she brings are as follow:— St. Jago de Cuba, 19th uttimo; Jamaica, 23d; Grena- da, 23d; Jocmel, 25ch; St. Thomas, 3ist; and Fayal, 12th instant. She has brought twenty-five passen- gers, among whom is General Boyer, ex-President of Hayti, who is said to be on his way to France, for the benefit of his health. In addition to the usual mails, the Dee has brought a bag of letters trom Hong Keng, taken from the Altona, at the re- quest of her master, which vessel was fallen in with atsea, 150 days out. ‘The specie on freight by this steamer, consists of 68.000 dollars; and fuuicn, 300 ounces of silver and 124 ounces of gold. Anoruen Arostacy ro Rome.—We can state it asa fact, thatthe Rev. Daniel Parsons, curate of Harden, Wilts, long known as a tractarian, has se- ceded to the chureh of Rome. Private reasons will for the present prevent his becoming a priest; but he ‘is to assume, as we are informed, the office of teacher in some Catholic establishment. Tracrarian Movement.—A correspondent of the Standard, under date Oxtord, Sept. 13, says, ‘ that it is pabely, stated bey Newman’s friends here, that he has made up his mind to resign the living of St. Mary’s. Tr JLORS AND THE Suiveinc Orrices.—Liver- pool, Thursday Morning--Since the dispute now ex- isting between the sailors of this port and the esta- blishments called ‘* Shipping Offices,” was last no- ticed in our columns, a long vindicatory statement has been put forth by the latter, in which, after some slight recrimination, they state they have never charged more than the old commission of 2s., for providing a man with a vessel. The allegation that the commission was attempted to be raised from 2s.t to 103., which was the prime cause of the presenf movement, is scarcely noticed. The publication os this document, so far from settling the dispute, seem to have given additional energyto the sailors,(orthey have actually raised, in little more than a fortnight, nearly £2,700 for the purpose of superseding the of- fices by the establishment of a “ home” and “ regis- try,” on the principles which we have already de- seribed. It isonly due to a large and most impor- tant class of merchants and shipowners to state that they have liberally aided in the accumulation of this fund. There seems, therefore, to be very little doubt of the object sought for being to a great extent ac- complished. Lastnight a numerous meeting of the satlors and their friends was held in the Queen’s Theatre, for the purpose of agreeing upon a memori- al to the Mayor and Town Council to grant a suit ble plot of land in the contiguity ot the docks. Capt. Hudson presided. The first resolution gratefully ac- knowledged the sympathy manitested in this cause by all classes, and particularly by the press, and call- ed upon the public to continue their aid until success had been attained. Captain Ward then produced a memorial to the council, agreed to at a meeting of merchants and shipowners, recommending the coun- cil to make a grant of land suitable for the proposed building, upon the condition of the funds requisite for the erection being raised by subscription. This document was read amidst great applause, and a si- muilar one was agreed to on behalt of the sailors. Se- veral other resolutions were carried, and the meet- ing separated. The two memorials will be present- ed to the council at their next monthly meeting, which will be held the fist Wednesday in October. All that has been carted recently is in excellent or- der, notwithstanding which the quality is a good deal complained of; even inthe most havored dis- tricis the wheat is stated to be 2b per bushel lighter than eeraied and where it was carried early, be- tore the fine weather set in, the deficiency in this ee is reported to be much greater. ith regard to the yield from the straw, the com- plaints have rather increased than diminished, and the expectations that the produce of the North would compensate for any falling off inthe South, do not appear likely to be realized, as decidedly unfavora- ble accounts have reached us from Yorkshire. We have seen aletter from a highly respectable house at Hull, giving @ very indiflerent report; from. this source we learn that where sales had been made by farmers in that neighborhood previous to the grain being threshed, the deliveries had fallen much short of the quantities sold; in ove instance 100 qrs. were sold,’ hi on being threshed, only produced 70 qrs.; and we fear there is too much reason to apprehend that the crop will be below an average. Should this prove the case, farmers would have a right to calculate on higher prices, az the stocks of all old wheatin the country are comparatively insignifi- cant In Sept. last_ year, upward of 3,000,000 qrs. were imported, which has all gone into consumption; against this quantity 1s doubtiul whether more than 7 or 800,000 qrs. will be released thi year; a trifling quantity, should our own crop be deficient even inaslight degree. These considerations are already beginning to affect the minds of holders, and much less anxiety has lately been evinced to sell. The trade has consequently assumed a firmer ‘one, ond at many of the leading provincial markets held since our last, the retrograde movement has not only been checked, but the value of old wheat has actually tended upward. ’ From the midland and western counties we con- tinue to receive unfavorable intelligence as to the yield of wheatfrom the straw; and at most of the markets in that direction prices have been better eupported than at the shipping ports along the eas- coast. At Bristol, Birmingham, Gloucester, Devizes, Reading, &e. sellers are unwilling to ac- = cept lower terms for their samples! whilst at Lynn, Spalding, & c., prices have receded 23 to 3s. Our Scotch edytces continue very satistagtory re- specting the result of the harvest in that country ; the splendid weather experienced since the com- mencement of the present month, has brought eve- ry description of gram to maturity with astonishing rapidity, and nearly the whole has been gotin in sdmirable condition, Uader these circumstances, buyers had evinced but littie disposition to increase theirstocks, and business has remained in an ex. tremely languid state at the principal markets, and er lower prices.
