Jose Maria de Bocanegra, Minie- terof Foreign Relations and of State, in which his Bx cellency is pleased to state that “from the public papers of Texas, and the proclamation of armistice of President Houston, it eppears that the ‘Texan governtent has not authorived the reported invasion of Santa Fe,” and that from that and other circumstances which be does not mention, it is to be inferred that those adventurers are ci tizens of the United States.” ‘ned Was unaware that up to this date any positive information had been received regarding the re ality of such an invasion, and much less as to ita particu- lacs, or ot the official disavowal of the government ot ‘Pexae. It is possible, however, that some of thore unprincipled men who trample on all legal and moral prevepts, and who are to be found in all parts, but certainly as scarce in the United States as any where else, may have incorpo- rated themselves into such expeditions. In such a case the government of the undersigned will not only not in- terpose its protection, wut will proceed ona par with Mexico, ond will use ali means within its power to bring them to condign punishment. The undersigned, however, does not for a moment believe that the said ex pedition has been raived in, or proceeded from the United States. The long experience your Excellency has had liar, that in matters of proo! the testimony of a witness must be taken in conjunction; and consequently your Ex cellency ought fully to admit the expositions of the Ame rican pape:s. expedition is Te: — entirely Texan. The commander, the starting point is fou: d in the republic of Texas; and, according to every cir umstance the expedition is Tex: No doubt, many perse the United Stal ave united themselves to it, and the same may have been done by more than one Irishman; but thea it would not be just to make reclamation on the Government of Great Britain for its share of the responsi bility. Theundersigned, however, is persuaded that af- ter mature examination, even granting the correctness 0 your Excellency ’s supposition, the Mexican Government cannot seriously think of claiming indemnity for the ex penses incurred in checking the said invasion, Your Ex- cellency has also been pleased to aliude to the fact of the punctual payment of the indemnity resulting (rom the convention of 31st Jan. last, as_a aew claim for the friend- ship and good faith of the United States. Mexico has strong claims of this kind on the Government of the un dersigned,on account of the ect with which that Go vernment regards its unsullied wame and its fidelity in tulfiiling its engagements, and for the profound interest it takes in the advances of Mexico in the grand career of civil liberty.
