The intellects of that period boldly met and defeated the monarchial spirit of protection — ‘The compromise act was the result, and that freedom which is inherent in all our institutions, was thought to be guaranteed in relation to commerce. That act, had however, scarcely expired, when the 27th Congress, in violation of that pledge, carrieu back protection te it® highest point.
