But you carried some of your measures by the con- sistency of your opponents, and the inconsistency of your supporters—(heer, hear). But having thus proclaimed your principles—having applied them to ape in articles with respect to which .,igh duties formerly existed—you mainly ‘ait ia your plan, unless you are ready to carry them out further Ae ly them to the important articles of corn and gate thee, hear). Having given that warning last year by declaring your principles, it should have been your ooject during thé present session to endeay vor to relieve the trade and manufactures of the country by almitting many of the articles, the produce of the United States and the Brazils, free of all, or at least of any high duty. But there was another course, which, though less beneficial, you might have adopted. You might have said to both purties that you had gone a considerable way in relaxing restric- tions on foreign produce, and that you were posed to rest during the present year, in order to give the agricul tural interests time to consider if there were any fair grounds for those upprehensions which they entertained ifcora were to be placed on the same footing as other a ticles. This was the time to pause and endeavor to méy the enlightened views which the »griculturists were be. ginning to take upon this subject; but, instead of doing so, what was tne course which the government hed pursu- ed? Taey brought in the Canadian Corn Bill, a measure in itself of little or no benefit to this country, he corn would have to cere by a circuitous, a difficult, and on expensive route, rendering but a trifling, if any . tage,whilst the measure excited the utmost alarm amon, the whole body of the agriculturists, reviving in full force their prejudices against the principles of free trade 5 principles which the honorable gentiemen opposite last year appeated so anxiousto advance. This is to be con- sidered a very serious mistortune; but still there is room for the settlement of the great question. Men of eminence in the United Sta leading men, by whose opinion the people of thit country are influenced, seem inclined to cone cede the principles af their high protecting tariff of the pre- sent ani former times, and express themsewes ready to abandon it if we will but afford them a murket in Great Brix tain for their agriculiural produce. Sir, it seems to me imposible to conceive anytning which would be more adventageous to both countries. We have here in this country a large population, who are obliged to import food for consumption. We have also a power to such an extent that honorable gentlemen opposite frequently com- plained of the skiil, ability, and productiveness with which it was set in motion. In the United States they have ts of lind capable of nearly all sorts of cultiva- DPhey bave also manutactories for a coarser sort of goods, which may go on flourishing without any injury to us, and may be imported by this country at a low rate of duty. There are, therefore, between the two countiics the mutual advantages that we might import the: cultural produce to a large amount without any dange: ous competition, owing to the distance trom which it hi tobe brought, and that taey might import our manufai tures without any danger to the consumption of ther coarser fabrics. They ure the two countries which, of all others, one would suppose ought to be particularly bent on such an interchange. Instead of viewing it, however, in this light, one of the cardinal principles of the present government is the sliding soale, which fixes a prohubitory duty upon corn, except in certain contingeneies, and in these contingencies offering a bounty upon the produce of other countries rather than approach to a course which ‘0 well calculated to prove of the greatest advantage jo Great Britain and the United States, and to promote cordislity and good will between two great nations sprung from onecommon stock, and speaking one com- mon language. In answer, Sir Robert Pec] remarked. Let the agrcul- ta of this country observe with whet force the argu- ments of Sir Robert Peel, founded upen the unjust party legislation of last winter, fall upon their interests. In 1836 the amount of our dealings with the United States amounted in exports ofour manuluctures to 412,427,060. In the next year they amounted to £12,469,097 ‘In the year following to £8, 839,000, Inthe year tollowing they suddenly fell to £6,* 200,000. In the next year they rose to £7,093 000; andin the last year they were unfortunately reduced to £3,628,- 000. The noble lord said that this commercia! intercoui se could be inereased either by the operation cf commercial treaties, or by means of reducing our import duties upon av= ticles, the produce of the United States. Now,1 should not consider it at all prudent, en an occasion like the pre- sent, to express. ony positive opinion with respect to c»m- I treaties. Tmust say, that the experience of re- cent attempts to conclude comme: ties has not been very faverable. Negotiations were entered upon— they were continued in the bope of being brought to a successiul je—they were pursued with those views ond anticipstions—there was on unwillingness to termi- nate them; end in the meantime trade greatly suffvred from their continuance. But with respect to negotiations us to commercial offairs, this government has not heen singular in its proceedings, We have been anxious no only to make, but to receive concessions {rom other coun tries Other governments have attempted that policy, and they became jnvolved inthe same difficulty. our accession to cffice, we entertained bopes that Portugal and France would bring our commercial arrangements 10 a satisfactory issue. } ahall not, however, lay down any ab- stract view upon this subject,’ a8 there might have been circumstances which justified that course ot ats We have made reductionsin our restrictive duties—they have been unilateral, and we have received no correspo°- ding advantage; and therefore | shall abstain from laying down any abstract rule with respect to commercial - ties. Notwithstanding the ex- ample of liberality which this country had set in July, 1842, the United states imposed a high tar and to this may be attributed the falling off of the amount of the export of British products to the United States. Atter the ex- ample we had set, we might have expected that we should have been met with a more liberal spirit by the United States, and hence it was that the tallingijoff in trade was not the result of the act of the British government, but it was the resultof the act of the government of the Unt- ted States in imposing prohibitory duties on our manulace tares.
