For 0 long series of yearsitho mania of States|{Corpora- tions and individuals, in the United States, was to run in debt. The debts accumulated to too great an extent, and bankruptcy was the result. This insolvency hus been developing itself forthe last seven years, and in all that tis has been bolstering cred the Wall street press, with the Courier at its head, swearing through black and white, that concerns known to be bankrupt were worthy of all credit. This fact, with the conduct of mar to destroy American credit. were published in order to deceive the unwary capita! agents sent abroad, helped more than anything else Buch audacious falsehoods ists, that foreigners could with truth exclaim that “ there is but little truth in American journals.” Discredit hes now spent itself, bottom is reached, and elements are col- lecting themselves, out of which to form a season of re. newed prosperity. Where are now the Wall street press? Are they assisting the upward movement ? Does their patriotism lead them to sustain returning confi- dence? Farfrom it. When affairs were unsound they endeavored to pro they are in good condition, they endeavor to d that they wore healthy. Now, that je them. As an instance of this, the conduct ofthe Courier, in re- Gard to the State of Illinois, 1s an example. Illinois, of all other States, ran in debt beyond its meant nd was one of the firstto tail, because the debts were contracted with the express understanding that objects for which the mo- ney was borrowed would reimburse it without taxing the people, Discredit overtook her before the works were completed, and the people could not pay the interest of her debt. There was no breken faith ; the money was lent on the security of the canal, and the canal by the late law is given up to the creditors on condition that they complete it. This will be done. When the commission- ers were here for this purpose, the Courier puffed them daily, and endeavored elaborately to prove the abundant rosources of the State, particularly May 10 and May 31. ‘Yet on Wednesday last, it turned round, and endeavored to show that the Stat» could not pay at all. The follow- ing are extracts from the leadera ofthe Courier at different times Pro. May 10.—We not only think the Le ‘ate has taken the proper step to induce those who are already interested in the Ca- nal securities to come for- ward with the aid necessary to secure its completion, but 10 of the opinion that the work itself, when completed, will repay with inty every dollar expend ed in its construction. the existing bondholdera shonli not alone be looked to forthe means to complete this work. The husk s man and the capitalist of t city have a deep interest in this Interprize. and should, according to their ability, ivea helping hand to bring it to a successful and speedy conclusion. May 31.—The effects of this measure, and of the in- formation presented by the commissioners, in their cir- cular, been to induce all the holders of bonds and other evidences of the in- debtedness of that State, in this country, on account of the canal, to subscribe for their pro rata share of the new loan, and the commis- sioners are about to visit Europe to offer to the fo. reign, bondholders the same opportunity by which, should they avail them: selven of it, they will restore the value of their securities and make their ultimate liqui- dation certain. Such is the confidence here, that this will be the result, that while IUinois Internal’ Improve. ment bonds have risen one hundred and thirty per cent since the passage of this act, New York bonds have, in the same time, risen but ten per cent, Con. Juny 19.—The question arises—has she the ability or inclination to discharge 1? In the first place the State has never paid one dollar from her own resources, to- warda either the principal or the interest of this debt. The banks for some time paid interest onthe bonds soldto them, and the Canal lots and lands furnished some means towards the Canal, bnt these were ac- qnired by a grant from the General Government. The interest on the Canal and Internal Improvement bonds ‘was sometime: by borrowing the money, snd thus increasing the debt; but this has heen all, and it istherefore true, that the State has never devoted a single dollar to the pay. ment of principal or interest, drawn from her own legiti- mate resources. During the continuance ofthe thirty cent levy, there was no revenue to be de voted to the payment of in: terest, and there certainly can be none with a fifteen or twenty cent levy; and yet this degree of taxation must be admitted to be bur poy me. Twenty beri for State purposes, fifty cents, iftequired, for county purposes, and an additional road tax, all levied on the entire property, real and perronal, ofeach individual, and this with an arbitrary minimum valuation of real estate, in most cases much above its real value, is a de- gree of taxation to which, we think, the whole pop’ lation of no other State is subjected, and which the experience of the State of Illinois, in the attempt to ex- act the thirty cent levy, shows cannot be increased with the least prospect of success. How then, the State debt to be paid? We shall refer to this sub. ject again. The secret of this folly is that when the Commiesioners were here the Courier was exposed to one influence, and now tothe contrary one, which grows out of the opposi- tion of thot indebted to the State, and of parties di pointed in certain expectations. Pr ‘We ogree with the Courier of May 10, that the Legislature took the proper course The money was borrowed to build the canal, and the canal bond holders have no cause to complain if they ultimately get their money out of the canal. Neither they northe people of the State ever suppesed that the debt would be paid by taxation. Now, there is a large class of holders of improvement bonds, who took advan- tage of the state of the market, and bought them up at low prices. When the law of the last » sion was agi- tated, those people strongly urged the imposition of ata® which would pay two per cent ofthe debt. Two per centof the debt would give them 8 per cent for their in- ‘vestment, at the rate at which they purchased; a fact which would ha public works available. It that the Courier is now vomiting forth. defeated the object of making the is the ideas of these people Uniess the money it obtained to complete the canal, neither the canal nor improvement fundholders will get their money. When the canal is completed, the people will be both able and willing to pay a small tax towards discharging the improvement debt. To throw any thing in the way of so desirable a result, is wilfully to destroy the interest of all concerned for the temporary fancied interests of a few paltry individuals. There is now no doubt, accerding to all the advices re- ceived yesterday, but that the money will be obtained to February, 1843 :-— The canal dedt and its property is jccording to United States’ Senet being a document referred to the Committee on Iuuivo1 Ganar Dest. The tolls on the Erie canal, in the year 1825, the first year after its completion, amounted to $566,000; in 1826, to $762,000, To 1833, after a reduction oftwenty per cent, creased to $1,642,695. In 1896, when the toll canal amounted to $762,000, there was less busines: than will be done on oursthe fics operation. Ohio, Michigan, Indiana they bad in’ is on the Erie done ear after it goes into d Mlinois, were then comparatively a wilderness, and their rich soil, the products of which have swell the income of the Erie canal to millions, was useless for want of labor, and its rank vegetation rotted in the depths of the forest, and on the face of the broad prairies. Even as lato as 1836, when the aggregate vaine of property tr canal war $67,000,000, $50,000,000 belong: of the State of N. York mthe Erie tothe citizens The tolls that year amounted to $1,614,342 (6. Why should not the amount of propert on the filinois ri and [linois and Michigen canal, within a few years after its completion, equal that belong ing to citizens of the State of New York at that time? Our soilis far more productive, is cultivated at less expense, ‘our population equally industrious and enterprising, and our climate more di ‘able. Wool Trade, The agents of the eastern manufacturers are quite plenty throng heat the western country, making purche- ses to the fall extevt of the clip. Prices have gradually improved since the first Jot offered, so that the last sales show an advance of three and four cents a pound, from the starting price. Holders demand a still higher price, and prefer Keeping, than to submit to present rates. Wool is an article that improves by age, and the prod cers will find that the increase in bulk is more than suffi. cient to com; ate for the loss of interest on the value, We do not wish farmers or dealers to hold on for a great advance or for extravagant prices, but it is the opinion of allconcerned in the business, or at all acquainted with the state of the market, that prices must sensibly improve before the season has far advanced. The new clip is spo- ken very highly of as to quality, and to remunerate the producers fur the —— of keeping their flocks of sheep in good order, through so severe a winter as last, prices must go above present quotations. ‘The receipts of wool at Buffalo from the west are large, most of which is immediately forwarded to the east. At Rochester the operations have been large, the sales of the new clip reach full 600,000 pounds. At Avon full 60,000 pounds have found purchasers; Genesee 300,000 pounds, Dansville 120,000 pounds. The Boston market stands for prices as follows, which are only considered nominal:—Prime Saxony fleeces, washed, per 1b, 86240; American full blood, 33. 34; do 4, 32 a —; do}, 29 a 30; 4 and common, 25 a 27; super northern pulled lamb, 26 4 30; No. 1 do do, 23 a25; No. 2 do do, 15 a 20; No 3do do, 12a 15. The advices we receive from the west, are so favorable to the production of this article, that we cannot think but that ina few years, wool will be to the west, what cotton is to the south, or wheat to the whole Union. Farmers of the west are piving ap the cultivation of wheat and the raising of black cattle, and ere directing their whole attention to the production of this staple. The extent of soil, combined with the climate, ensures the growth to the greatest extent, of the most superior quality. An in. telligent wool grower of lowa says he can produce wool in lowa of the finest texture, for one third the cost to raise it in Vermont.
