The stock market is affected by the prevailing epide- mic, Ithas entirely lost its vivacity, and prices are gra- dually giving way. There seemsto be a difference of opinion in relation to the position of the foreign market, for American stocks. The “bear” party contend that the prices carried out by the packet ofthe Ist June, when the fover was at its height, will induce stocks to return for sale in large amounts; and that the popular feeling abroad is such as to prevent large houses, even if so dis- posed, from taking the new loan, at least for the present, in which case the payment of the Treasury notes will cause no addition to the amount of money seeking invest- ment. Onthe other hand, it is contended that experi- ence has uriformly shown, that people will not sell in a rising market, nor buy in a falling one. That the rise in prices here will only induce foreigners to hold on, more espeGially to those stocks which continue to pay, and that the amount ef money afloat will increase while there will be no improved demand for it under the pre. sont tarift, Experience jseems to sustain this latter view. Nothing ceuld be more unjust than such @ charge ; because the appropriations are merely votes of Congress for certain objects which it may take years to complete ; orif Congress appropriates more money than they can raise, itis not the fault of the Executive ifthe appropriations are not carried out. Yet, as the present party in power did profess to consider these appropria tions as adebt, it is most extraordinary that they should have increased them 16 per cent, or $3,611,726, at the same time that the direct debt has been increased $19,000,000, maxing $22,611,725 in two yenrs! The appropriations for the year ending March 3, 1848, were $46,393,509, being higher by 26 per cent than in any previous year, with the single exception of those years of extravogantly high pri- ¢@3, 1836 and 1889. In those years the expensive Florida war was in prosecution, and all means of transport and of supplies were enormously high. If we take those items into consideration, the appropriations for 1842.3 were greater than any since the formation of the govern- ment. During the last three years there ;has been borrowed, it appears, $39,602,307, of whieh $19,000,000 forms an nd- dition to thejnational debt. This has been formed as fol- lows :— we, mse ‘stock 12,000,000 Loan. 183, sees ‘Total, $75,628,852 $13,974,446 Ofthis amount of Treasury Notes, $7,000,000 is to be converted into stock by the Ist proximo, which will raise the stoek debt to near $21,000,000, and reduce the Trea- sury Notes to about $4,000,000, which will be attempted tobesupplanted with notes issued as currency without interest. Thero is no legal right to issue these latter notes, anda similar provision formed one of the greatest objections to the exchequer plan of the Secretary of the Treasury. Nothing ofjjbe more dangerous than the circulation of such asters ; for paper circulating without interest and inconvertible into specie is nothing better. Those who would receive them would suffer loss, a8 they would immediately fall into the hands of brokers to be bought from government creditors, and sold to government debtors. They cannot circulate as a currency. Itis the abominable extravagance of the last two years which has driven the government upen these For the first time since the last war, a stock debt has been created to meet government liabilities. The moral influence of such a state of things, is to the last degree disastrous. When the federal head of the Union presents such an example of improvidence and waste, what can be expected from the several members which are plunged over head and ears in debt? The truth is, however, that the disease which was engendered at the bottom of society, by the baneful influence of banking, has risen gradually, blighting the branches and twigs as it ascended, until the head withers and displays the inherent corruption within. The cure, to be radical, must operate in the same way. Banking inocu- lated the people with extravagance. The people were unable to pay the banks; the banks stopped, and bank. ruptcy, likea leprosy, ran through all states of society. Individuals passed under the bankrupt act; states under repudiation; and banks into liquidation. The people are now right; honesty, frugality and industry ere the order oftheday. The representatives of the people will feel their influence; corporations, states, rnd lastly, the fede- ral government, will feel the regulating and invigora- ting influence, and with returning economy, debt and corruption will be purged from the federal administra- tion.
