The following is from the Courier of this morning :— Iuio1s ann Micnican Caxat.—We ask the attention of the holders of Illinoisand Michigan Canal bonds and serip, to the advertisement of the Commissioners of Ohio, which whill be found in another column, inviting -sub- scriptions to the Canal Loan authorized by al at the last session of the Legislature ef that State. What is the use of procuring such noticesas that? Since the Ohio bubble has been going on,the Courier man imagines that there are no commissioners except from Ohio. Is heso ignorant as to think the Ohio men govern Illinois affairs? Or perhaps he means to insinuate the Il- jinois commissioners should pursue the same course with him that those of Ohio did. Illinois stands upon the truth of its position, and has nothing to conceal, cloak over and palliate like Ohio. ‘The late law abolishing the office of Bank Commission- ers, and regulating the affairs of the chartered Banks, re- quires them in section 8, to make a quarterly report to the Comptroller, commencing Aug.,1948,which shall be pub- lished in the State paper with a summary. The report of each bank shall also be published in the newspaper of the county where it is situated. Pursuant to this law the Comptroller has addressed a circular to all the banks; from most of them he has received answers in assent; some of them, however, show a disposition to avoid the publica- tion and resist the law. This isa last effort to sustain themselves. No banking institution which professes a fear of publicity can sustain itself against the current of public opinion. The strong and well conducted banks will’ put their affairs quarterly before the public, whose confidence is necessary to their existence. Any institution which attempts to fasten discredit upon itself, and attract the gaze of the public, by keeping aloof from that candid exposé which all others make, will work out its own ruin, even if it escape the penalty of the law. Those institu- ticns that comply with the law and bow to the will of the people, will be obliged in self defence to refuse its paper, anda currency not countersigned asthe people have di- rected through the new law, willnot be countenanced by them. A bank that wants the confidence of the public cannot obtain it by refusing the conditions en which the people have offered confidence. The feeling in the community egainst banks 1s strong, and increases, rather than otherwise ; and a long period of uninterrupted prosperity must elapse before that blind confidence,which formerly existed in corporate promises, will return. The banks in the interior of this State are many of them in an exceedingly precarious condition. They have hitherto contrived to sustain themselves, but a large portion of their assets are of a nature which must be dead for perhaps yearstocome. Real estate will not ascend in value for a length of time. It will only be by some future paper expansion that its old position will be recovered. Such an event is very distant. On thecon- trary, the prolific growth of the west, pouring in its agri- cultural wealth, is calculated rather to depress the mo” ney value of property in New York, by keeping down the money value of produce. With « low range of prices far less banking is requisite. Most of the old assets are speculative, and cannot be improved in value by the new cash business springing up. Any future profits that the banks may make, must be by an increase of deposites and circulation. The profits on these, after makir g up the deficit on the interest of the capitals dilapidated by bad investments, will go towards restoring their affairs. With low cash prices country de- posites will ecarcely be large; and an extended circula- tion will be exceedingly difficult to be procured under thenew law. The opening of the railroad from Boston, over which a large portion of the northern trade of New York will go, carrying thither the circulating bills of the New York banks, will expose those institutions te the prompt action of the Suffolk Bank system, when business moves to any extent. The New York currency, which formerly came exclusively to this city, will go in considerable amounts to Boston, and will involve the necessity of abandoning the Suffolk system altogeth- er, or of extending it through New York, to allthe banks that come within the increased circle of Boston trade. It has been the consequence of the Suffolk system in New England that the Boston banks always had the circula tion exclusive to themselves, The New York system of allowing the country bank bills to cireulate in NewYork at a discount, has produced a result directly the reverse, as wrgtt ey Jan. 1, Capital. When business is active, bills generally return in two or three weeks after they are i dd. In New York, the bills float down, and being at a discount, remain in circulation from hand'to hand, while the city bills, being bankable, are daily returned to the banks in payment. Thishas been a great source of strength to the country banks, but will hereafter materially fail them. The most segacious and experienced efficers and bankers in Wall street are exceedingly cautious of retaining on hand any country pills for any length of time.
