The Legislature of Illineis have ed well. First, they will have reduced the public over four millions of dollars. Second: they will e provided for the completion of the canal, and the dual liquidation of the canal debt. They have not hitherto sold, be. cause sale was out of the question, For the last few months, money has rapidly accumulated in the Atlantic Banks, far beyond what they could employ in regular business. The stream of specie continues to flow in in- creasing volumes to our shores, without encountering any improved demand for its employment. A stern ne- cesssity was thus created forthe banks, in order to pay their expenses and yield a dividend, to find some chonnel for the employment of their surplus funds. Treasury notes were the favorite investment, and they have risen to l}per cent premium. New York State stocks came into favor, and other stocks in succession, the prices of which have risen under the loans upon them by the banks. The stockboard was started organising the boldest of the specu- lators, who by hypathecation, increase their means to any extent. Their operations have raised the prices of stock very rapidly, all descriptions have immensely improved, and the point of danger has arrived. New York 6's are above par, and the pledge of the party in power to issue no more stock, whilethey were at a discount, is can- celled. The vast (quantities of stock held on all sides, here and in Europe, agitated by the high prices, are ready to be precipitated upon the market. The New York Banks have created a bait which will draw upon them all that mass of indebtedness which crushed the United States Bank, rnd prostrated the system throughout the Union—impelled by the vituperation of the London pregs, and the affected horror of the oyalists for American credit. The stocks arenot for tho most part in the hands of the community, but are held im large lots by contrac- t'rs, like the $14,000,000 worth held by Dennistoun & Co. These are all eagerly watching the moment to realize, Every packet which goes to England, carries confirma- tions of the indisposition to pay taxes, and indi- cations of the favorable moment to escape, by saddleing the banks here with the stock: The American Life and Trust assigned to Robert Curtis & Co. of London, the following stocks,to secure £168,072, or $806,745. ane of the State of Tennessee do Kentucky, De Territory of Flo: City of Macon Do Farmers’ Loan At the time of the assignment, the Kentucky stocks were worth $307,280. They have recently risen to $386,- 830, an improvement of $80,000. The holders anxiously watch the market, and the moment to realize will not be lost. The result may be the final ruin of all the Banks, &c. ‘The recent legislation in Kentucky and Ohio has given agreater blow to public credit than even the failure of otker States, because it has betrayed the same desire to evade debts as was differently expressed in the repudia- ting States. The State of Ohio is precisely now where Pennsylvania was when her domestic liabilities prostrated her credit. The clamours in Pennsylvania against “ taxa- tion to pay foreigners, when laboring citizens are left to starve,” was a powerful argument in the hands of people previously indisposed to pay, and a general paralysis soon overtook the State. Ohio has now reached precisely that point. She has hitherto never paid her debts from her ownresources. Besides which, there is duethe contractors $1,396,264 for work done, and $367,000, according to estimates, are required to finish the Miami Canal. Without this latter item, it is required to raise for the present year $1,623,277, to meet interest and pay the contractors. To effect this, a bill to borrow the money has passed, as above stated. The annual charge will be increased $120,000, making the deficit $357,000.— This is precisely what has been done in Indiana, Illinois, Kontucky, Michigan, and other States. It is is a virtual repudiation of the domestic debt, because the liability is only put in another shape, not paid or likely to be. The issue ofthescrip will injure the State credit—the refusal would have destroyed it. The evil has been in dabbling with banks, and borrowing and putting off taxation until the first is no longer practicable, and the latter impossible, in consequence of the magnitude of the sum wanted. The fate of Ohio is sealed ; and Kentucky totters on the preci- pice. The new bank which she will now create, is the entering wedge to her ruin. The desire to avoid debts is the cause of its creation. It is in vain to complain ef this inclination. It pervades {alike not only every section of this country, but ia rapidly spreading in Englond. Even in N. York there are memorials in circulation for a “ stay law.” Theblight ison the paper system, which will de- stroy it. The vituperation of the English press against the non-" paying American States, isa mere clap trap. The writer ofthe Times is an employee of Baring Brothers. ‘The writer of the Chrenicle is employed by Morrison & Sons. The sober-minded and intelligent portion of the English people, deplore the eventas a feature of the age, an inevi" table consequence of the progress of the world, and are sensible that England will soon follow. The London Spectator, a leading journal, has openly proposed repudia- tion on the same plea precisely as that of Mississippi and Illinois, viz. that they never received the amount of the loans. Mississippi and the other States say “we will pay what we received. The London writer says “ Will any man say it would be justice to pay our debts in commodities valued by gold, if gold were to become as scarce as diamonds? And yet it is a notorious fact, that not = in ne is gold becoming scarcer and more valuable , both hy force of the causes of which we our- selves are the authors.” Evidently without knowing or understanding the mat- ter, this man has embodied, advocated and recommended the whole spirit of American repudiation. The Spectator: however, not only would repudiate the government debt, but, Guy Fawkes like, applies the match to the whole fabric, not only of debts but of all property. Guy Fawkes might be supposed to know the effects of exploding gun- powder ; but this man talks of altering the standard evi- dently with the smallest idea of its effect. He 8 it is the only relicf!! from taxation. His argument is based upon the assumptiors that the relative value of the pre- cious metals to other articles is changed—that gold hos become scarce, and that altering the names of coins will increase their quantities. This isa matter entirely distinct from the relative valucs ofthe precious metals to commodities, although the Eng- lish writer seems to think them identical. ‘The evil in England is not that gold is more scarce in relation to other resuits of labor, but that too great a quantity of the results of labor are taken in the shape of money from the many and given tothe few creditors of the Gevernment. If it were, as he supposes, altering the legal name of a piece of gold would not increase its quantity in the smallest degree- As ameasure of permanent relief, it is utterly illusory.— The Koglish sovereign weighs 123} grains of gold, 916} thousandths fine. That isto say such a quantity of gold is called a sovereign or pound, for convenience of tale. All debts are made payable in pounds, rather than in so;many grains or ounces of gold. The English government owes its stockholders annually £30,000,000, or 562,972 lbs. Troy ot gold, 916$ 1000ths fine. The proposition to reduce the standard 10 per ct. is to deduct 65,297 Ibs. of gold,from what in due its creditors. {t still pays them £30,000,000, but calls 111 grains gold a £, instead of 1931-34 grains. This is downright robbery, ‘a sneaking, ‘‘thimble rigging” ex Pedient, and of the worst description, because it enables all private debtors to cheat their creditors in the same way. Whereas, the United States plan is simply to stop payments and let private people do as they desire. They donot require all citizens to become rogues in order to keep the government in countenance. The measure is il lusory, because the quantity of metals is not increased one grain by it, and the receipts of the government must be in the same light coin, end the embarrassment in no way di- minished. There is probably £200,000,000 due England from all sources. Reduce the standard 10 Per ct, and £26,- 000,000 of this debt will have been annihilated, millions of people ruined, and no benefit whatever derived except repudiating 10 per cent of the national debt.
