Palmer, John Bloodgood, Esq.—who in his good natured sailor-like introduced the instance of a young man, a native of ‘ity, who was that day refused shipping because he did not board at the Sailor's Home, this same young man living with his mother and assisting in supporting her. ‘This same young man also served his »pprenticeship out ofthix port. ‘The meeting was also addressed to the pur- pose by Alexander Ming, and G. H. Pursee, whose elo- quence elicited great applause. The following resolutions ‘were unanimously adopted Resolved, That all monopoly is odious, and contrary to thefundamental Dee get of a free republic, and it is es- segtial to the well being of the public that the monopoly now held by the Sailors’ Home should be fully represented tothe people, and laid before the Legislature for redress. Resoived, That the Sailors Home enjo} rs privileges un- equalled in the annals of our country, being furnished with the capital of $10,000, without interest, for five years lent from the public purse to establish an institution, pro- mising to be for the benefit of seamen in general, particu- larly the distressed, but now become an oppressive mo- nopely, injurious alike to the sailors’ interest and those connected with them. Resolved, That the fact of the monopoly is fully developed by the ship owsers and merchants controlling the funds and managing the institution to the injury of the sailors by ordering the officers of their ships not to employ any men for them who do not board at the Sailors’ Home, being to the exclusion of married men and young men who are in duty bound to reside with their families and suppert them, as well as preventing seamen from boarding where they have been accustomed to, or like—depriving them of that freedom of person that every honest citizen has a right to enjoy Resolved, ‘That this meeting therefore consider the Sailors’ Mome, as at present carried out, an infringement of our rights and privileges as citizens of a free republic, and particularly of the sailors and those connected with them, and of the shipping in general—in this the meeting is fully confirmed by the past proceedings of the ship owners and managers of the Sailors’ Home, by wielding this institution to the exclusion of all who do not patronize that institution. Resolved, That the proceedings of this meeting be sign- ed by the officers presiding, and published as they deem proper, also to be transmitted to the Governor, with the request that he will be pleased to lay the same before the Legisiature for their action thereon,and we pray redress at their hands, and to cause a due restoration. of the funds lent from the State to the institution, that the same may be constitutionally employed. But we have witnessed a case of oneof ourown Executive Committee, which we cannot pass over in silence. We allude to the remarkable cure of Mr. Thomas Hogan, who is well known in our city, and to our city author: from his official duties in the City He was brought to the very gates of death by @ most painful disease in the face and head. It was pro- rofulous affection. His physicians ceased , and he was despaired of by his little family; while his friends expected daily to hear that he was con. signed tothe tomb. But we are all the delighted witnesses of his unexpected restoration to health, so that he c2n go about and attend to husiness. And all this, we know, was effected simply by his Seer according torule, Bristol’s Extract of Sarsapariila, This is no puff of quackery. The consequence is, that the institutions now are utterly una- ble toemploy their funds in a safe manner. One ofthe most extraordivary features of the financial revolution now in progress. is the fatality by which those who arethe most strenuous advocates forthe credit sys- tem, whose prosperity has hitherto depended upon it, and whose daily cry is for its extension by a “return of confi- dence,” are by their deeds, doing their utmost to destroy the fabric which they profess to rear, All credit depends upon the hope and belief of the creditor, that he shall ul: timately obtain payment. If the public give credit to banks by taking their notes, it is because they are confi dent that those notes will be paid. While confidence is thus unsha- ken, creditors are willing to extend their loans to almost any extent, and such was the case in 1836-7, and 1833-9; at the former period it first became evident that the jbanks could not pay; the Legislature allowed them to suspend because only the public were the creditors. This was the first serious blow to confidence—the creditors of the banks found that they could not get their pay, and the law would not protect them. The sophistry of bankers and flnanciers however, lulled suspicion, and States and individuals were stilltrusted. Soon the revolution reached the indi vidual speculators, and they, having suspended, as the ished to have their failure legalized in in the same way; and the bankrupt law of Congress and thestay laws of the States, taught creditors that their trust in the protection of the law was as fruitless as that in banks had done, w the means of their debtors. The next phase which the re. volution presented,was the infection of the tax payers many of the States. The law had absolved banks and indi viduals from the payment of debts, and there formed an almirable argument why taxes should be resisted, and State bankruptcy has been the result; again the revolu tion rolled forward and assumed anew phase. The bank- ruptey of the several States formed a capital argument for ruining the Federal Government for their relief, consequently profane hands seized the land revenues, and attendant measures have broughtjthe Federal Government tothe verge of bankruptcy; to perfect which, nothing but the issue of $200,000,000 of National stock is required. Each andall of these measures have been called “re lief measutes ;” they have been perfected those men who clamor for a restoration of confidence yet their object has been to defraud those who give cred Whata singular infatuation—that men should imagine that the way to get credit is openly to cheat and defy those whom they wish to trust them !
