Ohio 6's fell 1} per cent, Hlinois 6’s }; Kentucky 6's rose 1 per cent; Kentucky 6a} per cent; National Bank } per cent; Bank of Com: merce }; Harlem }. Atthe new Board the operations were very limited. Harlem sold } per cent higher than yesterday, New York State 6’s declined } per cent. Ohio State 6’s opened at both Boards at 67, but there was only one sale atthe new Board, and seven lots at the old Board, under which the price fell fiper cent. Canton Co. sold } per cent higher at the new than at the old Board. By ajnew rule, the spectators at the new[Board are allow- ed to do business only by communicating with their bro- kers by note. ‘There is quite a fair demand to-day for the United States Government six per cent loan, 1862; 101 is offered, and 101} asked. Treasury notes have sold at 1 per cent premium, Money freely offering. Our banks are disposed to lend for 90 days on the government loam at 5} per cent per an- num. A decidedly better fecling is apparent in the mar. ket, which must lead the way to a brisk opening of the spring trade. At Mobile, on the 25th ult., Merchants and Planters checks were at a discount of 24 per cent for currency, equal to 40 in specie. A new defalcation of $60,000 has been discovered in the New York Life Insurance and Trust Company, in conse- quence of which the stock has been offered at 65, and 40 only bid for it. Messrs, Allen, Jones & Brevoort had bet- ter make a new statement. We observe that Mr. Boorman has made a donation of $150,and Mr. Johnston of $100. There must be near $16,000 of the money due Little & Co. left yet. The charitable committees had better push them sharp. ‘The most barbarous and unprincipled features of the financial revolution now in progress are the“ relief” laws of some legislatures, and the ‘ distress” laws of others. ‘They are disgraceful, because of the profound ignorance which they display, not only of the rights of citizens, but of the operation of commercial laws. Among the most ab- surd has been the enactment against brokers in Southern States, where the banks were allowed to defraud the pub_ lic by issuing irredeemable notes as currency. The notes, of course, fell to a heavy discount, and instead of remedy- ing it by compelling the banks to pay their debts, the most oppressive laws were enforced against the brokers who purchased the broken promises at .their speculative value, which depend upon the chance that they would ever be paid. In March of last year the Louisiana Legisla- ture passed a law levying a tax of $250 on every broker, because the banks would not redeem their own bills! Pennsylvania and Baltimore did the same thing. By the force of public opinion, the banks have since been compelled to resume, and pay their debts; consequently, their promises are no longer a merchantable article, yet the tax on the brokers is contirued. Judge Bullard, of the Supreme Court of Louisiana, has decided that the recent acts of the Legislature in reference to the banks, so far as they place the billbolders in a higher scale than the de- positors, or other creditors of the banks, is unconstitu- tional. About the year 1825, when the public distress was very great, owing tothe long continued struggle of the late national bank for the mastery, the Legislature of New York attempted the same thing; but the brokers em: ployed the celebrated Emmett, who represented the un constitutionality of such measures so clearly, that the pro- ect was given up. The progress of business is triumphantly vindicating the laws of commerce, showing, that without chartered monopolies, or the interference of government, exchanges fall tothe lowest specie rates, and retain a uni" formity notto be reached by any artificial proce: The only rotten point now is Alabama, and the evils so long entailed upon all who have held intercourse with that unhappy State are about to be removed by the extinguishment of the fraudulent banks. The long debate in the Alabama Legislature, on the Mobile and Decatur Bank Bills, has teen brought to a close. The disagreement between the two houses has been reconciled, and the bills become laws. The principal amendment ‘engraited on the House bill is the striking out ofthe qua, lified interest section of the House bill, and the requisition upon all the banke to receive the notes of each other with out distinction, whether in a state of resumption or liqui- dation—a very harmless requisition upon any bank, since itis confessed that none of them will resume, and the Le gislature is proceeding in windicg them all up in detail Ail to wind up the Montgomery Branch, being the sam: in substance as the Decatur and Mobile bills, was taker up immediately aiter the final passage of those bills, anc passed the House by @ vote of 62 to 41.
