In the commercial circles generally, there is a growing feonfidence and an improved state of feeling. The great ‘accumulation of specie in the banks, and the state of the lexehanges, are an evidence that prices and the activity of rade willsoen improve. An increased demand for mo- Iney for business purposes, will accelerate the decline of tooks and enhance the difficulties of the government, un- less the terig is reduced so asto yielda revenue. It is un. derstood that a large amount of the United States six per ‘cent loan, 1862, was subscribed for at the Bank of Com. ‘merce and Bank of America, on Friday and Saturday, and ‘that a gentleman of Wall street left here on Saturday af. ternoon for Washington, to take the balance for sundry persons. So we may say that the loan has all been taken without foreign intervention, and like the English with their consols, we shall own it ourselves. Quite a fair de- mand for foreign exchanges ; the supply only moderate. It is estimated that five to eight millions of dollars in specie will be re- ceived in this country within the next sixty days ‘The winsling up of the banks of Alabama involved the necessity ofa return to the taxes formerly levied to sup” portthe State government, with some increase to pay the interest on the State bonds issued for the capital of the banks. These expenditures have hitherto been borne by the banks, and were sufficient of themselves te ruin the institutions, inasmuch as the money borrowed for bank- ing purposes has not fearned its interest. Consequently, the banks and the State were gradually impoverished by the operation. A bill is now before the Legislature, to raise arevenue, and will probably become a law. It pro. vides for taxes upon real and personal property, and curi- ously illustrates the working of thecredit system upon slavery, about which the English philanthropists busy themselves so much. Alabama borrowed, in London, $10,000,000, which was obtained mostly through Reid, Irving & Co. This money was loaned to planters, on cot- ton lands, and mostly applied to the purchase of negroes. ‘The interest on the money thus borrowed amounts to $600,000, and is partly to be raised as follows :— The fourth section levies a tax of ten cents upon every slave not exceeding ten years of age; for every slave over ten and under filty years, filty cents; for all free male ne- gros and mulattoes over twenty years, and under tixty years, one dollar. From all appearances now, and taking into considera. tion the audacious political jugglery which has charac- terized the Erie Railroad Company, it would appear that that concern is destined to be the ruin of the State of New York. Its failure last year to pay the interest on the stocks of the State loaned, was a severe blow to the State credit, which was only saved by the stand taken by the Legislature, in levying @ tax amounting to $600,000, of which $160,000 was necessary to pay the interest on the Erie Railroad, The determination to pay, and the im- plied pledge not to issue any more stock, restored the con- Adence of the capitalists, which was confirmed by the re- sult of the elections in favor ot the party adopting that course. The Southern tier of counties, through which the road runs, gave a majority of three thousand against s the party inclined to lend the toad mere stock. This was not because they wére opposed to the road, but were con- vinced that it never would be built as long as it is control. led. by @ clique of politicians, in whose hands the State money fritters away without promoting the road. Not- withstanding this, the message of the new Governor was evidently favorable to the recent management of the road; and, in connection with the known correspondence which had taken place on the subject, produced a feeling which caused the shrewdest capitalists to sell their New York stock, A bill is now before the Legislature, virtually to release the road from the lien the State has upon it for the $3,000,000 lent to it, instead of selling it under the ham. mer. The true policy ofthe Southern tier is to have the road sold, because it will then come at cheap rates into the hands of capitalists who will prosecute it to completion with their own means. This isthe only chance for the road. It can never be built in present hands, because they Areutterly without means or credit. ‘The position of State credit throughout the Union has been matter of much speculation, both in relation to the means of restoing it, and also the effect which continued diacredit will have upon the settlement of the States. It has been argued that immigrants will shun such States as Mlinois, where inability to pay taxes hes been pleaded as @ reason why creditors should take the property of the States and give them a release. The official facts, how- ever, show that the fertility of the soil, and the absence of taxation, are attractions sufficient to overcome the fancied moral objections of the influence of repudiation, raised by stockjobbers as a bugbear to frighten legislators. The bulk of the sales have been in Dixen and Chicago. This is on undoubted proof that inability tc pay the State debt has not caused immigrants to shun the State. Itiv also indicative that those who settle under such ciroumstances, will not easily be indnced to pay taxes for the discharge of old debts, The value of the public lands, as a basis for the issue of a stock to relieve the States, can easily be estimated from the table. "The immense fluctuation in the sales was caused by the great specu- ‘ations of 1835-6, by'which the lands were alienated from ‘he government into the hands of speculators and land companies, by whom they are now offering for sale in competition with the government and the lands of the States. The actnal purchaee for settlement in those years was.less than in ordinary years: In Mlinois the State holds 600,000 acres, which she offers for sale. Speculators and land companies hold near 1,000,000 acres, and the U Stutes government has now under proclamation 1,870,- 178 acres. These may be summed up as follows :— Lanps ror Save in Iuuinors. It muat be remembered that the State lands and those of the speculators are the best, being selected for location and quality, It will then be seen that the government will, for years to come, have powerful competition for the sale oflands, which must prevent its revenues from that source from rising over the amount of last year, say $1,500,000 which is about equal to the interest due on the present na- tienal debt, which is near $29,000,000, leaving $12,000,000 of custom dsties to suprort $25,000,000 of expenditure.— What basis does this afford for the issue of $200,000,000 of national stock ?
