Qehted3, and for the fiscal year BY THE SOUTHERN MAIL Abstract of Proecedings in Congress. ’ Wasnineton, Jon, 13, The President of the Senate laid before the Se- nate the communication trom the State Depart- ment, giving information in relation to the commer- cial intercourse derived from correspondence be- tween the State Department and Foreign Consuls. From the Navy Department in relation to con tracts ee September. Biss us By Mr. Wricur, praying for a modification of the tariff so that railroad iron may be admitted free pe oaly for two years beyond the time specified in e act. By Mr. Tarran, from Ohio, to indemnify Amos Rondaliton losses sustained by him in the faithful discharge of his en « petit ‘The question of referring this little matter created along debate, which was finally disposed of by re- ference to the Committee of Claims. Mr. Berrten presented a memorial from property holders in Pennsylvania, remonstrating against the repeal of the Bankrupt Law. ome at Porrer, of Michigan, presented a similar me- morial. Mr. Woopsury coped Resolutions adopted by the Legislature of New Hampshire, asking that the portign, of the proceeds of the sales of the Public Lands belonging to New Hampshire, may be ap- plied to the general fund. Also, upon the subject of postages, the tariff, which law they ask to have re- pealed, and other subjects of public interest. Kerr presented a memorial from 160 citizens of Baltimore, principally business men, remonstrat- ing against the repeal of the Bankrupt Law. _ Mr. Barrow popenien @ resolution calling for information in relation to retaining the four com- panies of Light Artillery now in the service. Mr. Bewron read some passages omitted yester- day in his menen.s ion the Oregon Bill for the pur- pose of perfecting his speech. They were unim- portant, except in the supply of omissions. The unfinished business was called for at a late hour, the ‘morning hour having been consumed in private business. M The Senate did not care to continue the discus- ston to-day, and adjourned until Monday. _In the House, Mr. Wise presented « memorial, signed by twelve hundred merchants and mechan: ics of Baltimore city and county, praying Congress to pass the Exchequer bill; and he moved that the House resolve itself into a Committee of the Whole for the purpose of taking up the bill, but withdrew his motion to enable Mr. Fillmore to report a bill making appropriations for certain fortifications for the half calendar year eiding. on the 30th June, i eginning on the Ist “kuly, 1843, and ending on the 30th June, 1844, which was read twice’and referred to the Commit- tee’ of the whole on the state of the Union. Mr. Wise renewed his motion. ‘The yeas and nays were then taken, and resulted, yeas 58, nays 128. het Mr. Evererr moved to suspend the rules, for the purus of taking up the bill to repeal the Bankrupt Ww, Mr. Cusuna calied for the yeas and nays, and the question was decided in the negative, yeas 119, nays 70—not two-thirds. _ . Mr. G. Davis submitted a joint resolution author- izingthe Sorrel of the Navy to establish agen- cies in the states of Kentucky and Missouri, for the inspection of hemp, and for the purchase of water- rotted’ hemp for the use of the Navy of the United States. — Objection was made to the resolution, and it was not received. ‘The House resumed the consideration of the joint resolution from the Senate to establish an additional joint rule, inhibiting action on claims after having been once rejected, unless on the presentation of ad- diticnal testimony. After debate, it was rejected— yeas 95, nays 103, Before this result was announced, Mr. Staniy submitted an amendment to the effect that no Clerk should be employed on any standing committee without a direct order of the House. He stated that in 1840, Governor Hubbard, of New Hamp- shire, had eraployed a man to actin the capacity of clerk, who had drawn $240 for his services. Mr. Arserton remarked that he knew nothing about this matter; but on the round of polities, the clerk was a Whig, and related to the then Whig candidate for Governor of New Hampshire. Mr. Sranty replied, and observed that this clerk was a relative of Governor Hubbard, and although his Yankee friend differed in politics, they took good care to provide for their personal friends. ‘This passage of course produced much merriment. Oa motion of Mr. Fintmore, it was resolved that the Committee of Ways and Means be discharged from the further consideration of se ‘much of the estimates of appropriation for 1843-4, as relates to the commencement of a fort on Sollers’ Point Flats, and that it be referred to the Committee on Foreign Affairs. .,On motion of Mr. Pexpieron, from the Military Committee, a resolution was adopted, calling upon the Becta of the Navy to furnish to the Honse a copy of the Chart heretofore transmitted to him by Lieut. Wilkes of the Exploring Expedition, relative to the Oregon Territory. The remainder of the day was consumed in the consideration of a motion to reconsider the vote by which a bill for the relief of Philip Renault was PThe ane Jk , The question was taken and decided in the nega- tive, and the House then adjourned. eT U. 3. Supreme Court, Jan. 13.—The Supreme Court was opened this morning with an eloquent eulogy by the Attorney General, Hugh Le are, up- on the eminent character of Francis S§. ey de- ceased. The remarks of Mr. Legare were beauti- fully eloquent, and were listened to by the bench and members of the bar present with profound at- tention. The proceedings of the bench and bar were then read and ordered to be inserted among the records of the Court. Judge Thompson responded very briefly in behalf of the Court, lamenting the sad event which depri- ved the Court of the presence of one of its tinest members, and the country of one of its best citizens. MONEY MARKET, Saturday, Jan.14—6 P. ‘The transctions at the Stock board were less to-day, with but little change in rates. Kentucky 6's rose 1 per cent ; Delaware and Hudson fell}; Stonington }. The astonishing boldness of the “perish commerce,” or high tariff men, in their assertions in relation to the state of business, can arise only from the grossest ignorance, accompanied by its usual attendant, the most self-sufficient arrogance. Aa instance of this is the following, from the Express of this morning:— “When Congress adjourned, having passed the Tariff Bill, the shipping interest was the greatest sufferer of any of the principal branches of trade; and it was not only so then, but had been so for two years, the most losing trade that was pursued—and ‘it and distress, it was predict. ed, would result to the shipping of the country from that Dill, at isa mest pleasing disappointment to find, that in- stead of being crushed, it is in a high degree prosperous, with every prospect that freights will continue up during the season.” Hereis an evident attempt to serve two masters. The paper politically serves a party whose watch word is pro- tection to manufactures, and of course injury to com. merce, at the same time what little pecuniary support the print receives, is from the shipping interest; hence the bare-faced attempt to persuade merchants and ship owners that they ore ina highly prosperous condition, more so than fortwo years, while the manufacturers are congratu- lated that ships bring no foreign goods. Such loathsome folly requires only to be pointed out to be-despised. The Secretary of the Treasury, in his late report, states offi- cially that imports for the quarter ending October 1, this year, was $17,197,598 only, against $37,518,025, in same quarter of the previous year, a falling off of 65 per cent in the homeward freights of vessels, and his estimates of the customs for the next 18 months, are only at the rate of $15,000,000 per annum, under the high tariff, including additional duties on tea and coffee, supposed to yield $3,002,000. All that shipping now depends upon for busi- ness, isthe unusually large quantities of cotton and other producegoing forward. There never wasa year when produce went forward so early and in such large quanti- ties. The exports already exceed those of former years 25 per cent, and create asudden demand for tonnage, which will experience as great a falling off hereafter. This state of things is worse for the shipping than if the produce went forward more slowly and regularly.
