Now then it appears that the ex- port fof the produce of the United States averages short of $100,000,000 per annum, according to the tables we pub- lished yesterday, of that sum 16 per cent must be paid in cash out of the country without receiving any returns. This the financiers and the English are foolish enough to imagine is possible, when they are aware of the fact that England, although she exported in 1839 $265,000,000 worth of her produce, was brought te bankruptey by being obliged to pay cash for 2,000,000 quarters of wheat, worth $26,000,000, or 10 per cent only of her exports. We say bankruptcy, because nothing but the French loan saved the national faith, and had she been obliged to con- tinue her imports of corn, insolvency would inevitably have resulted. If the bank again stops payment, the na- tional interest must either be paid in its depreciated and worthless promises, or not be paid at all, because without paper there is not money enough in the country to pay the taxes. A second bank suspension in the present ac- tive state of the commerce of the world cannot be main- tained. The next deficient harvest of England will in- volve the nation in bankruptcy. The mails forthe Boston boat close to-morrow, when the bulk of the transactions will probably be done. The rates o, bills yet show no tendency to improve, notwithstanding the large receipts of specie from Europe, which including that brought by the Britannia, amounts to near $3,000,000. This isalarge sum of bills to be taken out of the market without producing any apparent influence upon the rates ofexchange. The cause of this is, however, very appa- rent in the increased exports of produce, and the immense falling offinimports. The exports of cotton from the Uni- ted States from September Ist up to date, exceed those of the corresponding period of last year 116,000 bales, or 50 per cent. "The exports of tobacco, rice, and other leading articles, show a similar excess. These may be estimated, valuing the cotton at $30 per bale, and the other articles in proportion to increase the supply of actual bills drawn against produce, at $6,000,000 over that of last year. If the Atlantic cities do not import goods, it is because the interior does not buy them. The same excess of exports which are exhibited on the seaboard, exists between the Interior and the Atlantic; consequently, exchanges run yery low and very regular, with a tendency constantly to increase the flow westward of the specie coming in by the paskets. ‘The rates are as Provision Market. The position of the United Stares in regard to their Jebts is a new feature in the funding system. It isthe first instance where a nation has contracted a large in- debtedness out of itself, and they become the first practical proof of the fact that it is impossible to pay such debts. The Government of Great Britain is undoubtedly quite as insolvent asthe State of Mlinois.
