Another day in the third week of the’short session has elapsed, and nothing has been done in either house. in the Senare, Mr. Berrien reported a bill for the relief of Samuel Swartwout’s sureties, which was referred. Mr. Evans reported a bill for regulating the foreign currency of gold and silver, and also for regulating the currency of the United States. Mr. Bates reported a bill for allowing a compensation to Pension agents, and for continuing the office of Commiesi it Pensions. Mr. Bayard presented Ceenerlar ies the Bank of the Metropolis pray- ing for a modification of its charter. A slight de- bate then up between Mr. Benton and Mr. Archer. . Benton again brought forward his resolution calling on the President forall the details of the Treaty relative tothe African Squadron, and denounced aty, and the§ President, and Mr. Webster in a violent manner. Mr. Archer said, the President had no information to give, more than had been given. Mr. Benton said there hud been a correspondencefbetweenjMr. Webster and Mr. Cass. and hegwanted that, and every matter connected withjt. Mr. Archer denounced!Mr. Benton’s move- ment as intended only for the sake of harrassing the President, andithat he could not bring forward his criminating resolutions against Mr. Tyler, by any such*side winded tmovement as that. Mr. Everert, of Vt., said that he originally con- sidered the bill a good one, but it had done its office, and he now moved its repeal, in obedience to the iastructions of his Legislature. Nothing whatever! What a spectacle we then present to the American gress to have sat for three sessions, and actually undo in the last House all that they had left of their precious work. Shall we not give cause to say that our mode of Jegislation is not only unwise, but unsafe to the last degree. Iam opposed to the system of instruction by legislatures that temporarily re- vresent a part of the ipopular will. Let Congress serve its independent character of legislation, and de what is right, less of consequences. Credit- ors, sir, are not buzzards that can feed on carcasses; aad the carcasses of debtors ought not to be kept above ground, for the mere whim of these creditors, till they taint the very atmosphere. Unless the in- dependence of the representative character of Con- 93 is preserved, there can be no stability in legis- amon. A teny bankrupt law is nothing but a sponge—repudiation in its worst and most odious ‘orm. The present bankrupt law is valuable, inas- much as it checks excessive credit, and gives sta- bility to trade. ‘by passage of the bankrupt act you disturbed all the former relations of debtor an: creditor ; you have thereby driven many honest creditors to such extremities that they themselves are compelled to go to the bankrupt law for relief. His style and manner remind me very much of the House of Commons. Inthe course of his remarks, he said that in the United States the gev- eral creditors received an average of about 8 per cent, from the estate of an insolvent, and in Eng- land about 55 percent. In the United States, over 90 out of every 100 of those who buy and sell, be- come bankrupts; and in England, about 35 out of 100. Mr. Winrnnop, of Boston, spoke a short time against the repeal of the law, and took the same ground that . Barnard did. He said he never would hove yoted for the retrospective action of the law, had he sy d it was to be repealed so soon. It had done all the mischief it could do, and now it was likely to do seme real good,its protessed friends roposed to repealit. Mr. Cuanres Brown, of Philadelphia, was in no hursg to see the bili repealed. He no hand in passing it, and he could see no urgent necessity for the instant repeal. If the House could place all debtors and creditors in the same position that they were in before the Bankrupt Law was passed, then repeal at this time would be an act of justice, other- wise not. It seemed that the House wanted the large debtors and large roguea to go free, and the small debtors to receive no benefit at all. "He was for including banking corporations and sweeping this incubus from society and driving the rotten from existence, no matter whether owned by State or individual. And if the friends of the Bankrapt act have any tact at all, if these amendments are persisted in, they can event the repeal of the law. Now, I go for the naked and immediate repeal of the law, and I call on all who are upposed to the Bankrupt act to come out othe and record their vote ; and therefore, sir, I again demand the previous question. I was deeply mortified to find that my letter of Saturday night was not in Monday’s paper. I took unusual pains with the report, and put it into the Post office myself. Indeed, 1 have kept my letter open every eight until midnight for the sake of get- ting all the news, and then gone through frost and snow, hail and rain. every night to the post office, and put it into the office with my own hands. The facts can only be truly and fully exhibited before the constituted tribunals of the country, and it becomes therefere the duty, as we believe, of the conductors ofthe ic press, to abstain, as far as practicable, from giving expression to pane, until a full an fair investigation is made into the matter. The government has ordered that inquiry. A court com- posed of men of the highest character, and whose names are most endeared to the conntry, has al- ready been detailed. A person who was passing immediately took hold of her, rolled her in the gutter, and extinguished the flames—but it wastoo late to save ~~ life. She died in the City Hospital the ensuing morning.
