The stock market has been dull to-day, with little change in rates, New York State 7's, 1849, rose } ; 5's of 1858, 4 ; Kentucky 6's, }; Ohio 6's, of 1860, fell $; Mo- hawk }. Itis alittle surprising that the document for which the public look with the greatest interest, and which, in the Greatest degree affects commercial and financial ‘nterests, should so long be withheld. We refer to the report of the Secretary of the Treasury. All other State papers of comparatively but little interest, are promptly given to the public while that is kept back. In the Missouri Legislature a Mr. McHenry offered a re- solution instructing the Committee on Ways ani Means to inquire into the expediency of authorizing the State ‘Treasurer to issue $1,000,000 in treasury notes—$100,000 of which should be appropriated to internal improve. ments, and $900,000 loaned to the citizens of the several counties in proportion to the representation of said coun- ties; and of making said notes receivable in payment of taxes and of the public lands. Said resolution was re- jected. The Legislature of Illinois assembled on the 5th instant. Some measures will undoubtedly be taken towards im- proving the State credit. Thecredit ofthe State has been going down ever since. At the session of 1840 the party then predominant passed resolutions in favor of repudiating the contracts for the sale of large amounts of State Bonds, by Messrs. Rawlings and Oakley, to J. Wright & Co., London; Thompson & Forman, London ; and J. Delafiel’s New York, on the ground that the Commissioners in said sales had exceeded their authority, and that the contracts were not “legally or morally binding” upon the people of this State. A large portion of the Legislature then be- lieved that the contracts made by Messrs. Rawlings and Oakley in the cases referred to, were not in strict confor. mity with law, but there was still a large majority in that body, determined, under almost any circumstances,to pro- cure money and means to goon with the public works. ‘There were some, unquestionably, who were opposed to the internal improvement system, who yet believe that the extravagant waste of the resources of the State, in the sale of State Bonds, was authorized by law. Hence, a majority in the legislature was found to sustain the contracts. The shock then given to its credit the State has never yet re- covered from. The resolutions in favor of repudiation were indeed rescinded, but nothing further was done dur- ing that session towards redeeming the State reputation. There has been no session of the legislature since until now, when it meets with an opposite political majority from what preponderated at the former session, and it is highly probable that some efficient steps will be taken to change the face of affairs. ‘The following is from the Journal of Commerce:— A Hann ©. Joshua Lippincott, Esq. who in the spring of 184 his own private securities to a large amount, in order to protect the property of the United States Bank from being sold under the hammer, and there- by obtained a stay of execution for twelve months, has re- ceived no indemnity from the bank, and cannot receive any, unless the Court of Common Pleas interfere, and al- low him to be indemnified out of the assets, which are in the hands of the bys iepe A petition to this effect is be- fore the Court. At the time of making over said securities Mr. L. was repeatedly assured that he should, under any and all circumstances, be saved harmless, and unfortu- nately trusted to thore assurances. This man, Lippincott, was for years one of the famous “exchange committee,” under Nicholas Biddle. He was one of those under whose agency all the misdeeds of the late National Bank took place. When, on the explosion of the bank, these men who for years had been the co-labor- ers, not to say co-plunderers with Nicholas Biddle, quar- relled and endeavored to fasten upon him all the odium of the disasters, and by shaking him off to revive the re- mains ofthe bank in their own hands, Mr. Lippincott came forward at ameeting of the stockholders with a proposi tion that it would promote the interests of the stockholders to continue the institution, to reduce the capital to $14,000,- 000, that the salary of the president should be $5,003 per annum, &c, While he was endeavoring to carry out this Project he became security forthe bank in order to keep its creditors out of their property. If now his speculation isabad one, why should he be released st the expense of the poor stockholders whose all was dissapated while he was ajoint manager ofthe concern. The least that these men can do to make amends isto give up what they ac- quired by the “facilities” of t'se institution. The present aspect of affairs, financial and commercial, is indicative that at last the tendency of things is to im. prove, The paper system, under which great debts were contracted and extravagance promoted, while the resour- ces of the country went to decay daring the credit specu. lations of those who should have been by productive in- dustry, adding to the wealth of the country, is finally ex- ploded. The decrease of industry, and consequently in roal wealth, during the excess of paper wealth and speo lation, may be estimated in the fact, that in 1800, when there were no banks, no internal improvement, and but 5,000,000 inhabitants in the whole United States, the ex. port of flour was $11,000,000, and the total agricultural ex. ports $80,000,000, independent of cotton. In 1836-7, with $400,000,000 of bank capital, the country covered with works of internal improvements to develope its resources, Portland; Volanteer, Mary, Liule Mare for Boston. No a f amounted to$4,000,000,and the whole agricultural exports, independent of cotton, to $35,000,000. That is, in 1300, the people produced a surplus of $2 worth of flour per head and $6 worth per head of all products for export. In 1836, when they were so very prosperous, they did not produce enough to eat, but were obliged to borrow money where- with to buy bread in poor starving England. The whole agricultural exports amounted to but $2 per head instead of six. Here was prosperity witha vengeance. After ing borrowed the money to pay for that bread, as well as the silk and wines consumed by the bank gentlemen, bankruptey has overtaken the whole country, the banks have exploded, the gentlemen have taken the benefit of the bankrupt act, the speculators have gone to work, t industry has “ developed the resour- ces of the country,” to an extent capable of supplying the world. The foreign commercial debts are mostly paid, and the remaining surplus is finding sale in exchange for specie—very much larger sales would take place, had not the late tariff restricted the means of paymeat to specie.— ‘This will undoubtedly be modified. The course willthen be onward. ‘The country is now possessed of vast wealth, and that wealth is gradually becoming active, and with returning animation its benefits will be felt by all classes. There will then some general means through taxation and compromise be adopted towards the discharge of the State debts. This, according tothe latest return, was owned by 294,000 in- dividuals, out of a population of 27,000,000. ‘This popula- tion is taxed annually $15,000,000, which goes into the pockets of 294,000. Sir Robert Peel, in his speech last winter, stated that it was beyond the ability of the people any longer to pay this sum by taxation on consumable goods. He therefore taxed the receivers of the interest 3 per cent, equivalent to deducting $4,500,000 annually from the sum due them, Here 1s the plea of inability to pay It is the same plea which all the repudiating States here have adopted. If the States here persevere and carry out their determination, and not pay their debts on that ground, it is greatly to be feared that the masses of England, having such a precedent, will claim the same rights and pursue the same course. Hence the $10,000,000 due England from this country, scarcely 2 per cent of stock debt of Great Britain, may be the cause of a loss of the whole superincumbect credits in that coun try. The fears of such a result is producing a great de- sire to compromise and settle the claims here, even if it can be done by lending a little more money to finish exist- ing public works.
