Lhe agency of the celebrated Southera Life and Trust Company has taken “ moonlight flitting,” and retired to the swamps of Florida, where all claimants are notified to make application. ‘The Auburn and Rochester Railroad have declared a dividend of 5 per cent, payable on the 3d January, at the Bank of the State of New York in this city, and also at the office of the company, at Canandaigua, on the 3d January. We yesterday made some extracts from the message of the Covernor of Indiana, in relation to the affairs of that state. The treasury notes, or state scrip, which form part of the currency of that state—he states as follows in rela tien to them :— “In the year 1839,the legislature,for the purpose of pay- ing contractors on the public works, authorized an issue of treasury notes to the amount of $1,500,000. The notes formed a very considerable part of our circulation, and passed at par until abeut7 months since, when they’ sud- denly depreciated in value between forty and 50 per cent. At that time there were over $1,000,000 of these notes in circulation, and the immediate effect was not only to le in the hands of the community a circulating medium that answered but few of the purposes of money, but was also equal to aclear loss to the people, by this sudden depre. ciation, of nearly iialf a million of dollars.” < He then recommends that these notes should not be reissued when received into the state treasury. “Very many of our citizens are indebted to the state in various ways, and on account of various funds, and after looking over the whole grounds, and viewing the embar- rassments to which we must be subjected until the treasu- ry notes are all redeemed by the state, I can see no better plan than to make them receivable for all state dues, as far asitcan bedone. If the state will not receive money of her own creation for her own dues, she cannot and ought not to ask the people to give it that credit as a circulating medium which she refuses to accord to it.” A memorial of the citizens of Cincinnati has been ad dros- Sed to the Legislature of that state, in relation to the cur- rency of thestate. After setting forth the evils they suffer from the vile issues of the banks, they propose an enforce- mentof the laws, viz : to collect the revenue of the state in goldand silver, instead of taking the promises of asso- ciations, and for the taxes due the state to receive nothing but constitutional money. They remark as follows :— “ The total revenue of the state, annually, will be about one million of dollars. And if this sum, in a metallic medium,could be circulated throughout the state, it would not only suffice for the payment ‘of taxes and tolls, but perform at least one-third of the entire functions of our currency ; for it vould be at least that proportion of the total amount of the circulation. It would exempt that proportion of the industry and commerce of the state from the fluctuation and loss which have hitherto wasted the wealth and blasted the hopes of the people. It would give stability to property and confidence to labor. It would restrain the expansion of banke, without diminishing the medium of exchange. * * * “ The collection of the revenue of the state id and silver, is demanded by the equality of our political rights ; for inasmuch as the promissory note of the farmer or me- chanic is not receivable for public dues, neither should be that of the banker” These propositions are ably supported by facts and ar- guments. They then demand that banking should be allowed to expire with the charter of the banks, sus- taining their demand by a strong array of facts and able arguments. This isthe true course. It is an undoubted fact, that a large majority of the people of this country are opposed to banking, and ‘yet banking is imposed upon them by theactivity of afew bankers, through the pas- siveness of the people. It is an undoubted fact, that in this country, the active party, if it is ever so small, al ways attain their obj: because they are not systemati- cally opposed. Thisis seen in the fact that a mere hand- ful of manufacturers succeeded in imposing upon the country a ruinous tariff, under which commerce, trade, agriculture and the revenue are all perishing, They had a constant stimulus in their own pecuniary benefit, which sustained their exertions. So it is with bankers and speculators. These cliques always prey upon the masses of the people, and always will do so, until the people arouse themselves, and firmly determine never to allow of any law which confers any exclusive privileges upon any set of men, on any pretence whatever. If the Ohio people persevere m the movement they have made, that State, at least, will be free from aristocratic op- pression. In order to show the state of trade between the United States and the kingdom of Great Britain, in relation to the purchases of American produce by her, and the propor- tion of her manufactures taken by the United States in payment, we have compiled the following table, showing the quantities and value of cotton exported from Great Britain in ten years, the proportion sent to the United States, and the quantity of raw cotton imported trom the United States for the manufacture of those goods. In 1831, under the highest tariffever imposed, the United States imported over 68,- 600,000 yards of cotton cloth, at an average value of 18 cents per yard. This was 16 per cent of all the cotton manufactures of Great Britain, and bore a duty of about 35 per cent ad valorem in the United States. Under the descending scale of duties, the imports decreased until 1835-6, when the duty was diminished 4} per cent, and the paper expansion here raised the import to 74,000,000 of yards. In 1340, when the duty had been further di- minished 9 per cent, 32,073,000 yards were imported at an average value of 12 cents—the quantity being 4 per cent only of British manufacture. Here was a reduction of 6 cents per yard in the price, and of 3} cents in duty; and yet tho quantity imported fell off 60 per cent, while the purchases of raw material from the United States more than doubled! What agency had the tariff in this matter ? The average of the three years, 1831—2—3, of high duty, compared with the years 1838—9—40, of low duty, is as follows:— Value Value. per yard. At the same time, accor” ding to the best authorities, the manufacture of cotton in this country more than doubled, and amounted, 1340, according to the census, to $46,000,000 annually in value, against an average of $5,000,000 imported in three years of the lowest tariff. These are official facts, and yet the manufacturers say their business was going to decay un- der the low tariff,and a yenal press not only ‘reiterated such statements, but have not hesitated to circulate statements that 200,000 hands have received employment since the late tariff went into operation.
