Colquitt has been elected, afier a se- Yere contest, in the Legislature of Georgia, to be a Senator of the United States from that State, for six years, from the 4th of March next, when the term | of Senator Cuthbert will expire.—Nat. Dec. 10, Itis d, we observe, in a report by a com- mittee of the Georgia Legislat@re, to request Mr. Berrien, the respected Senator fram that State, “to resign his seat in the Senate of the United States, so that the Legislature may elect a proper Representa- tive of Georgia, and she have her constitutional quota of Senators in Congress.” Tiuis preposition is, perhaps, intended as a burlesque upon the pretende: right of a State Legislature to instruct members of Congress in the performance of duties which they discharge under obligations more sacred than any instruction, can be.—1b. The transactions at the Stock Board evinced a very great improvement in feeling. Sales of State Stocks were larger than for some time, at prices at considerable im- provement. New York 7’s,}; New York 6's, 23; Ohio 6's, 2 per cent ; Kentucky 6's, }; Mohawk, }; Stoning- ton, }. Mechanics’ Bank fell } per cent ; Mobile funds are 10}a11 ; Treasury notes par a } premium. The Ann Louisa, from Vera Cruz, brought $50,000 in specie. At Mobile on the 30th ult. the Bank of Mobile commenc- ed checking on New York at 14 per cent. The closing rates the day previous for time bills and checks (ou doors,) were within one per cent as high as on the day the bank began to check. The market closed without ex- citement, and with rather a drooping tendency. During the week there were sales of gold and silver at 16216, and two or three parcels of U. S. They are receivable for all public dues, and the amount ou'standing is scarcely $10,000,000 ; and yet with money so abundant as to be offered at 5 per cent per annum to known houses at call, they will scarcely command par. At this time last year, when, as the law then stood the notes drew no interest , after maturity if not paid, they fell to 5 a 6 per cent discount, and so continued until the law was altered allowing them to draw interest until paid. Yet in the face of these facts, the executive re- commends as a currency an issue of $15,000,000, of which $5,000,000 is to be represented by specie, $5,000,000 by go- vernment six percent stock, while the department has hawked all over this country and Eurepe for sale at any price, without finding a buyer=-and $5,000,000 more based on nothing whatever. These precious emissions are to take the place of Treasury notes, which, although per- forming all the functions of currency and bearing 6 per cent interest, are scarcely worth their face. In order to show the unscrupulous assertions which are uttered by the advocates of the expansion policy, which isthe instrument by which the designing wish to possess themselves of the property of the industrious, by giving’paper promises, we take the following from the Express of this morning : “The le, or what is commonly called the masses, want a bill of as small a denomination as $5, such as they can carry in their wallet, and such as will be current where. This is provided for in the bill, and with bsolute certainty of success ; for in the first place these bilinere tebe resalvel us all govtenenect, ofices te pay: ment for customs and land, and in the next, ten millions of specie ate to be provided for the redemption of the fifteen prenipr be issued. There is but one objection to this plan, aod that is, the sum is too small” ‘This is intended to mislead. But $5,000,000 are to be provided, and $5,000,000 of the paper promises of the go- vernment in another shape, and a form in which they have for more than one ycar been utterly unsaleable. If this be the case, it is certainly to be deplored, but with no propriety or justice can censure be visited on the new Board of Di- rectors and its officers, ‘Wo. C. Breese, Cashier. It appears from the proceedings at Washington that W. C. Johnston has already reiterated a wild proposition for the assumption of the State debts. That is, for the Go- vernment to issue a stock of $200,000,000, to be divided among the States, and to retain the proceeds ef the public lands “to carry” the debt. The United States Govern- ment cannot sell a 6 per cent stock, now that it has but a small debt. If it were possible that the $200,000,000 issu- ed at 4 per cent only would absorb the debts of the States and allow those States out of debt their just proportion the annual interest on the stock would be $3,000,000, and if but three per cent were allowed for a sinking fund and expenses, it would swell the yearly charge to $14,000,000 per annum. The revenue from the public lands this year amounts to $1,000,000, and taking into consideration the amount of [ands offered for sale by the different States, the yield of the United States lands cannot be estimated at more than $2,000,000 per annum. ‘This would leave $12, 000,000 to be raised from other sources. The regnlar ex. penses of the Government exceed its means already $14, 000,000 per annum, consequently the only method by which the annual charge upon the stock could be met would be by direct taxation. To yield $12,000,000 per an- numa tax equal to $15,000,000 would be levied. What would be the result? Pennsylvania would get, according tothe estimate, about $19,000,000 of United § States 4 per cent stock, which her creditors would be obliged to receive im lieu of $40,000,000 of State 6 per cents. The State of Pennsylvania is deficient $1,800,000, and to avoid raising thissum by the direct taxation of her own State, the tax collectors of the federal government would come upon them for $1,100,000, being an increase of $100,000 in the tax, in order that the federal government might collect it instead ef their own State ; and after all, more than one half of the debt would be repudiated. It would seem that individuals who for more than one year had perse- veringly advocated so ridiculous a scheme, must be in- sane.
