A good business was done at the Stock Board this morn- ing in sound State Stocks at firm prices. Kentucky 6's improved } per cent, and New York State 6's of 1862 closed + per cent under yesterday's rates. Alabama is quoted at twenty per cent discount. ‘The late law authorising the commutation of the Safety Fund banks seems to have defated its own object, inas- much as it was the means of throwing into the market a quantity of the broken bank notes equal to the whole amount of commutation. Thus rome of the banks had loaned money on the bills of the delinquent banks. ‘The other institutions bought this pledged money to pay in their commutation. Therefore that payment did not de. crease the legal circulation outstanding. It only deprived the Safety Fund ofits revenues. In exchanges to-day there has been a moderate business only. The supply of bills is not large which accounts for this maintenance of rates. ‘The large,woollen houses and other importers, both agents and merchants, have made most of their remittances long since, and the demand is consequently limited. There are in the market many English Colonial bills of the first character; some drawn by the West India Colonial Banks on the London Colonial Bank, and bearing the endorsement of Virginia Banks. The supply of Canada drawn bills is also good. The agents here have probably been under acceptances for the Canada Banks against the proceeds of bills which are sold to meet them. These bills are of the first character, and are offered at6 per cent. The range of prices does not materially vary from our quotations of yesterday. At the south bills lag as the amount increases. In July last the exchanges were injfavor ot N.Orleans,and specie began to seek that quarter. Upto September Ist near $1,000,000 had reached there or was on'the way. Usually at this sea- son of the year those States are in debt tothe east for their fall purchases, and on sending their produce to New Or. leans for sele, Eastern funds become in demand at that point, because they are a’good remittance from Ohio to New York. As the case now stands no western demand for eastern funds is likely to occur in the New Orleans market. Hence, with the increasing shipments of produce, the flow of specie to that point will be accelerated. On the 12th the Creole from Havana arrived with 150,000 franes im gold. ‘The Governor of Louisiana has nominated E. J.Forstall, Albert Hoa, Wm. Freret, Eugene Rousseau, John B. Le- prete and Randal Currell, as Commissioners to liquidate the affairs of the Citizens’ Bank of Louisiana, The Stockholders of the Erie Railroad Company met at the Broad Street Hotel, corner of Broad and Pearl streets, this morning at 10 o’clock, for consultation and to mature their plans for the election to-morrow. Their Property hasbeen .adly tampered with by family and political fyc- tions, who have sacrificed much capital to promote their private ends, ‘The stockholders have now an oppertunity to prove to the Legislature and the people,whether or not they will permit that work to be kicked about as a politi cal football for the next five or six years. To secure this dire result was the darling scheme of the political-mongers new in thedirection, and for this they twice postponed the annual election; but the scheme can be admirably frustrated by the stockholders if they will elect equal numbers of honest men of both parties—men who have no private ends to promote—men who will faithfully perform the duties of Directors without seeking employment or emolument for themselves and relatives—men who desire no contracts for supplying materials and who have no lands to sell the company at enormous prices. It may be advisable and just to pass some by-law by which Directors shall be recompensed for their time devoted to the service of the Company at a ccrtain rate per diem; those in the country to be paid their necessary travelling expenses to and from the meetings of the Board, provided the meetings not held oftener than twice a month, thereby doing away with every inducement for private contracts or ex- tra allowances: but by all means should there bea by-law enacted prohibiting every Director from having any pr- cuniary interest in any contract or bargain with th Company, under penalty of forfeiting his station in the di- restion. An executive committee of the stockholders should be appointed to aid the new direction in ferreting out all the transactions of the families and cliques who Col- have mismanaged the concern ; particularly the pay- ments to an editor for extraordinary services, as well as to counsellors, attorneys, assignees, confidential agents, ex- expenses and salaries on the line, with other matters be- fore alluded to by us, &c.
