Sin Authentic Intelligence received by Congress from ma- rters leave it no longer doubtful, in What manner emy mean to conduct their plan of conciliation. Under delusive appearances of pacific Acts and Peac e making Commissioners, already their Military Reintorce- ments begin to arrive, and already they have commenced the Campaign in many places with Acts of cruelty and devastation. Indian irruptions and burning houses in the moment of discussing propositions for Peace, evince the insidious de- signs of the Enemy, and demonstrate the necessity of wis- dom in Counoil sie and vigour in the field.—The former may be employed to distress the Enemy greatiy, by witholdiag from them the provisions of America, and the latter by quickly collecting powertul Armies to take advantage of their present weakness. In duty therefore to their Constituents, C sngress ear nestly call upon you, Sir, and your Sta'c to adopt the most vtfectual and vigorous measures or speedily rein- forcing the continental Army with your quota of troops. The present moment unimproved may be productive of most pernicious consequences, and the public safety de- mands strong and united efforts. Experience hath shewn that the Marine force of our Enemies enable them to secure, for the support of their Armies, almost the whole of our exported provisions, and therefore Congress, impressed with the necessity of pre- venting the supplies derived to our foes from this source, and desirous ot supplying the Armies of the United states, have, upon mature deliberation, laid an Embargo on pro- visions of all kinds, and they earnestly request the vigor ous exercise of the powers of your state to carry into ef- fectual execution this most necessary measure. 1am with great Respect sir Your Excellency's Obedient hum servt HENRY LAURENS, President of Con, 5 PS, the latter Clause may not apply at present to the ‘State of New York. ‘Tue Boarp or War ‘to Gov. A member of the Board too has been a wit- ness tothe inefficiency of the endeavors of Col. la Radiere and two other French Engineers, to raise the works they had judiciously planned, elsewhere.
