Beers, in which some of the Trust Company’s customers figure largely. A ridiculous story is going the rounds of the Wall strect papers to the effect that Mr. Law has sued Mr. Palmer of the Merchants’ Bank. The basis of the silly story is the fect that Mr. Watt bought certain shares of Harlem stock on time, which stock was deposited with Mr. Palmer, The contract was not fulfilled, and Mr. Law sued Mr. Watt, whereupon Mr. Palmer delivered over the stock to the Court of Chaneery, to abide the result of the suit. ‘The affairs of the American Life and Trust Company af ford a great deal of instruction, as throwing much light upon the origin and nature ot internal improvements as well as the utter rottenness which has overtaken those companies, managed by men who have always affected a most ridiculous species of aristocracy—who have led the ton—got up complimentary benefits, patronised actors, courted foreigners, patted beggarly counts on the back en- couragingly, and lionised London Newspaper reporters. All this has been managed by collecting the funds of small capitalists into corporate companies, whose managers im- mediately loan it out among their own clique and rela- tives. The capital thus collected is a means of credit by which more is borrowed and squandered. This was the case with the bubble under examination. The assets are of that bubble description which ensures that all the capital that ever was paid in, is entirely sunk, and a very large Proportion of the liabilities will never be paid. Those which appear in the list as good, have, many ef them, ac- tually,been paid and settled, and are continued in the as- sets, through abominable neglect and mismanagement.— Forinstance, the acceptances of Mr. Bloodgood at Mobile for $10,000, under date of June 1838, were paid, but the agent there never notified of the fact. The same things occurred with the U. 8.Bank assets, and afford another evidence ofthe singular incapacity and criminal neglect with which the affairs of monied institutions have been administered. Our object to-day is to go a little into the nature ofthe Chatauque land operations of Governor Se- ward, and their collateral bearing upon his earnest recom- mendation to complete the Erie Railroad. This Com- pany, it appears, holds $279,193 of those mortgages. The United States Bank committee, it will be remembered, re- ported upwards of $28,000,000 of suspended loans and debts, a detailed statement of which they refused to give the stockholders—embraced in that enormous amount are, it is said, $400,000 additional of Gevernor Seward’s Cha- anque land mortgages, making $679,198 in those two concerns. How much there is in other companies will shortly come to light. The operation by which theso mortgages were procured, was nearly as follows :—It has been the practiee with the proprietors of large traets of lands in the western parts of the state of New York, to permit settlers to come upon their ground under contract; that is to say, the settler takes possession of a farm, and pays down an instalment, entering into a contract with the proprietor to pay an i stalment from time to time, until the stipulated price is paid up. He then obtains a regular deed of possession. These instalments were paid without pressure, almost at the pleasure of the settler, who always received sueh in- dulgence as the circumstances of the case warranted, the proprietor being careful to avoid the reputation of seve- rity, asin such case his lands would be avoided. This was the stateof affairs in Chatauque county, when Go- vernor Seward, Shinplaster Schermerhorn, T’.. Cary, a small western politician, G. H. Lay, lately appointed to some foreign mission, with a few others, under the title of the Holland Land Co., conceived the notable scheme of making these poor settlers of Chatauque the instruments of their own agrandizement through the assistance of the Erie Railroad. Accordingly, they went to the proprie- torsof the tracts, and hought the lands over the heads of the industrious settlers. They then, instead of allowing those deserving people to work out at their own conveni- ence, gave them full titles for the lands they occupied, and took bends and mortgages for the balance due. These bonds and mortgages are those in the hands of the Trust Co, and the United States Bank. This Holland Land Co., therefore stepped forward, and obtained money by thrust- ing the poor settlers into the jaws of the monster, by whom they have been crushed. The more substantial of the settlers would not submit to the operation —the others were crushed by the accumulating interest on their bonds,and ceasing to pay, have destroyed the bondholders. The money loaned to Seward on these mortgages was borrowed in London on the bonds of the Trust Co. The Company was obliged to pay its interest. By getting none from the morgages they held, failed, and have assigned those mortgages directly to their London creditors. In the same manner the Southern banks borrowed money in London on State stocks. They loaned that money to planters, who bought slaves. ‘The planters ceased to pay the banks failed, and assign the slaves to the , Who now own a large proportion of the negroes, and may transport them to the British The) operation of Seward & Co. was similar—they raised, money by pledging the sinews and industry of the western settler. Those settlers before had only to earn an instalment to pay the proprietor; when Seward and his clique wheedled them into giving bonds for the whole amount, they were obliged to make up the interest every quarter, without advancing a step towards the ex- tinguishment of their mortgages. When the money was all spent by the clique, and the people were uneasy under the constant burden of the interest on their mortgages, the Erie Rail Road was got up to amuse them. They were taught to believe that that concern, asif by magic, would help them out of their difficulties. The concern was at- tempted, and failed after its managers sponged $3,000,000 out of the State, of which those very settlers in Chatauque must pay their proportion. The Governor then had the superlative assurance to come forward in his Message, and earnestly recommend the completion of the concern at any cost. At the rate of the expense thus far incurred, the Railroad will eost $15,000,000; which would cost the farmers of Chatauque more than to bring their produce on their backs to New York. This operation is illustrative ofthe manner in which whole sections of a country are plunged into distress by politicians, in order to make them clamour forsome humbug remedy, which he holds out tothem for his own advantage.
