From Froniea.—T'o correct an accoant which recently appeared in the’ Floridian, detailing Chinstances of a recent attack made Indians, as it is said, on fa, in which, according to that one man was Killed and’? wounded, we publish below an extract from an official report, received at this place, from an offi- cer of the army, who hastened to the point of false alarm with a detachment ef troops:— «The house was occupied by three females, who were standing outside when fired on by the Indians, as they think, six or seven in number. Fortunately, and some- wha surprisingly, none of them were hit, and indeed such must have been the intention, for it would seem almost impossible that they could have been missed accidentally in se bright a moonlight, and at so short a distance—cet- tainly not more thaa twenty-five or thirty feet. In fact, the women stated themselves, that the guns a to be elevated, so as to fire above their heads. ‘They made their escape, and the Indians were sven to enter their house and put out the lights. They were afterwards dri- vea off by Wm. Gorman, after having been there probably 15 or 20 minutes. From the noise made in the house it was ex; that every 4 and in confusion; but, on thecontrary, in the room they were last in, though they must have been there 10 or 15 minutes, nothing, except perhaps a curtain or something of the kind, hadisonn dlsthebed’ aad but afew articles ta- ken from an adjoining kitchen—all of which were found in the morning about one hundred or one hundred and off fifty yards ‘Athough diligent search was made in the vicinity, both by the troops. as party of citizens, no sign of {ndians could be discovered. The sales at the stock board were very moderate this morning. Delaware aud Hudson rose 1 per cent ; Long Island }; Harlem 1, Farmers’ Loan declined 1 per cent. A moderate amount of business was done in bills for the packet, at firmer rates, owing to the decreased supply of bills—sterling closed firm at 7 per cent. The effect of the Executive veto on the protective tariff bill, has been, if any thing, to improve the state of aftairs. The operation seems to be this: Congress authorised a loan of $12,000,000, pledging the customs revenue for its redemption. ‘They then, instead of passing a revenue bill, passed one essentially prohibitive in its nature, under which but very little revenue could be expected, and the passage of that bill they made dependent upon a clause diminishing the revenue by the proceeds of the public lands. Under these circumstances, of course the loan could not be negotiated. The discredit arising from that fact, has injured all stocks. ‘The President having vetoed that bill, it is possible that a strictly revenue bill will be psssed, and the lands retained. The country is exceedingly rich, and is now filling with specie, not by the forced process ef borrowing, or any other artificial contrivance, but on the solid foundation of an investment of its surplus produce. This specie is to perform the of: fice of acirculating medium, in alithe minor chanels of trade,and to form the foundation or pivot,on which the vast volume of individual bills will turn, giving them a stabili- ty which they never have when based upon the quick. fands of paper money. Those individual bills form the great legitimate credit system of the country, and is safe only when balanced with a specie currency. If the foun- dation is sapped by the issuance of paper, the whole fabric is in danger of falling. Notwithstanding that the indica’ tions in all parts of the country are that of great prosperi- ty, and a gradual revival of trade, there is a clase of men who are continually striving to produce the impression that nothing can be done without borrowing and lending, that the country cannot exist without “a paper mill” in some shape. Foremost of this class, since Mr. Biddle has retired to the shades of Andalusia, is an individual who appears under the soubriquet of Peter Scriber. This wri- ter is endorsed by the National Intelligencer and similar prints,as one of “high character and extensive mercantile and financial knowledge.” This writer, in a letter of the 4th inst. brings outa plan to supply the government with money, and the country with a paper currency,presuppo- sing that both are absolutely necessary. This is to be done simply by al'owing certain banks to issue $10,000,000 paper money, which the government is to borrow of them at6 per cent, and to pay its debts with them ; or in few words, to force a loan from the people through the instru- mentality of banks. Sagacious as the scheme is, it has not the merit of originality ; because the State of Pennsylva- nia “ Relief Note Scheme,” was precisely the same in all particulars, and that, it is needless to say, failed as soon as started. Asa sample of the mode of reasoning, by which this chempien of paper arrives at the necessity ofa scheme of some kind, we insert the following :— “For example, suppose a landlord,having large estates at various extreme points of the country, desires to expend in buildings or other improvements at one point a sum of meney he collects at another, and the tenants at the pay- int have collectable claims on the disbursing point, dlord would naturally instruct his agents to trans fer his money through these channels, and thereby facili- tate his tenants ; that is, he would as far as practicable bring the trade of his tenants in harmony with his own BY ae = This was the practice of the Bank of the nined States, when it was the legitimate agent of the ‘reat national landlord, or General Government ; and then all branches of productive industrv interchanged and were facilitated, and in turn facilitated the Government in its collections and disbursements. When that policy wa changed, that agent dismissed, and new agents appointed called ‘snb-treasurers,’, with orders to take nothing but gold from the tenants, that interchange'was obstructed,the trade of the tenantry was twarted, and from ‘quarter-day’ to ‘quarter-day,’ the rents fell off, till at last the Iandlord not th to pay his laborers, much less improve his estate, in the midst oj diergenbelateaetoed Lage ty ion of hi mort naaeerigueshd ecuatriatie taco Moho Deggared also.”* Here the necessity of the case turns upon the supposed case that the tenants [have claims atthe point where the landlord is to pay ; and, that to accommodate them, he is bound to take their claims in payment, whether those claims are good or bad When, in the case of the United States, however, the landlord seeing that his tenants had been engaged in most absurd speculations, and had trusted people that were unable to pay, he very wisely refused to take the claims so based?; and it is (isfloult to perceive how he would have escaped “beggary” by any other course. The wisdom of his course was discovered in that result, for while the expenditures of the country were at an enormons height in 1836, bearing proportion to the increased expenses of every individual and bank in the country, its revenus were cut off one-half, in one year, and yet the Treasury fulfilled all its contracts, dis- charged every obligation of the Government, and main tained its credit ata high standard. While caught in pre- cisely the same predicament, every bank and nearly every individual in the Union, failed. ‘The Bank of the United States, which, as boasted in the above extract, took from the “tenants” in one section their claims collected against those in another, failed with $28,000,000 of those * claims” in its hands under protest in every city ofthe Union. The United States Treasury, by refusing these claims, did not lose one dollar, ‘These facts we think show clearly that it is surely impolitic to involve the Government with indi- vidual credits. Ifthe “tenants” fail because of their own injndicious speculations, iit strikes us as @ little absurd to aagribe the failure to the fact that the Government would not take claims on insolvent debtors. The scheme which is to be the result of this assumed necessity for the Government to take paper for its dues, is expressed as follows : Let Congress pars ‘a joint resolution’ thorising the Secretary of the Treas of money, not exceeding ten millions of exceedin| directing or a ae, borrow a sum at spon perenne wohl cacetat to adopt or organise, through and with existing sound banks at leading points of trade in the count pet of « not exceeding ten millions of do! which urrency said currency shall be receivable in payment of Govern- ment dues without the poswibility of loss or detriment to the Treasury.’” Congress has authorised a loanzof $12,000,000 at six per cent. per annum, part of which has been negotiated at two per cent discount, and,the balance $10,500,000 has been blown upon,at home and abroad, As actual money cannot be gotten for the loan, it is proposed to receive the pro- mises of the banks for it. That is, to sell the stock not for money, but for bank credits, which credits are to be forced upon the peoplein the payment of debts. Here will be $10,000,000 of paper meney ailoat, which will speedily meet the same fate as the “ relief notes” of Pennsylvania, which were issued in the same way, viz. for state stock, given to banks in exchange for the notes. ‘The notes re- deemable in specie and receivable for State dues. Instead of this constant stretching after some idle plan ef borrowing money, or making the shadow of wealth pass for its sub- stance, why arenot people content with the constitution- al currency}; why are they not willing to give an equiva- lent for that which they want? The Government wants $10,000,000—why- not tell the people so, and impose the tax to get it honestly ? The people will never refuse to support an honest Government, which spends no more than is necessary. Instead of this, however, it is proposed togive certain banks $600,000 per annum, as a commission for them to borrow the money efthe people. The banks are then to issue $10,000,000 paper promises, by which labor and its proceeds will be obtained without an equ alent. The people give the Goverument $10,000,000 of la- bor and produce, and get back $10,000,000 bank promises, which may or may not be p: The country nor its bust- ness can never be benefited in any degree by extracting wealth from the people without an equivalent, no matter what may be the pretence. Ashes—About 100 barrels of Pots have been taken at $5.00, and 60 of Pearls at $5.75. Cotton—The sales amounted to $00 bales without change in price. Flour—Sales of Genessee for shipment have been fair $5.50. A lot of new Brandywine of 100 barrels, the first of the season is reported as sold at $5,75. State of the Crops, Froxipa.—In every direction in Florida the crops of Corn and Cotton are unusually promising. ‘The continn- ed rains, it is feared by some, may somewhat injure the cotton, but at present the prospect to the planter is very flattering. A bale of thenew crop has been sold for 10 cents. ‘The color is beautiful, and the staple decidedly good. A number of planters have already commenced picking Axanama—Accounts from the interior continue of the same cheering character. ‘The corn is secure and the cotton presents a most brilliant promise. By reference to files of past seasons, we find every year numerous com- plaints of various characters blighting the prospect, but a whisper this season, thus far, has been heard, And besides, the season is judged to be from one to two weeks in advance of the ordinary time, which of itself is not an unimportant consideration. Mussisarrrt.—Heavy rains have visited the neighborhood of Natchez, Vicksburg, and probably the greater part of Mississippi. They have been productive of much damage by beating out the bolls already opened, and rotting those about (o open. It is said that if now these rains cease, the cotton crop in that State will be enormous. Maryianp.—After a ride through an extensive portion of Anne Arundel County, and an observation of several fields of tobacco, we judge that net more than halfof an average crop of this staple will be made this season, It mostly leoks very small and uneven. Corn looks very fine; the change in the weather which, hadit continued cool and dry, as during last week, would have injured it materially, now elates the farmer with the anticipation of a large yield. Of Wheat, a great ‘deal of which is still lying out in sheafs, in ctl the half, and on many farms but a third of an average crop is this year made. Grain at tHe West.—We learn from Cleveland, Ohio, that on the 6th inst , 3000 bushels of wheat, from Dover, sotd eg ae 81} cents, and 1,500, from Chillicothe, at 80 cents. brisof flour, of two or more favorite brands, fat hoops, sold at $4, deliverable in equal quantities in this and next month. A boat load of flour is in from Cincin- nati, not yetsold, being the first received from that section of the state, waich promises to send us liberal supplies of both wheat and flour, as will be seen by the annexed let- te ‘We learn also from jPortsmouth, Ohio, that the follow- ing lots of flour have been received there from Cincinnati, and shipped by canal boats to Cleveland—700 bris left 30th and 3lst; 750 yesterday. We understand all bought at $2 75, and shipped all the way through to Cleveland at 75 cents per bri, cluding river freight of 124 cents, and will be for sale on arrival. We think we can purchase in a short time at $2.50. Several speculators have gone down to Cincinnati for wheat, where it is plenty at 374 to 40 cents, and will ship to Cleveland. Grona1a.—We learn that on one plontation near Darien, the harvest commenced on the 30th ult. On the Savan- nab River, a great deal will have been cut in the course of next week, which is from twoto thrre weeks earlier than usual. Brighton Cattle Market. Ava. 8.—At market, 375 beef cattle, 3000 sheep, and 725 swine. Prices—Beef cattle—The prices obtained last week were hardly sustained ; a much less number were sold at the highest prices—our quotations, how ever, ardfthe same viz —A few extra at $5 38a$5 50. ' First quality $5a525; se- cond quality $450 a 475 ; third quality $3 7had 25 Sheep—We quote lots at $1.25, 1.42, 1.50, 1.75 and $2 — Weathers $1.75. 2 and 2.25.
