This course of repudiation was tacitly deter- mined on at the late session of the, State Legislature, when no means were provided to pay any debts except in cer- tain contingencies, those due the domestic creditors. This failure, dishonor and disgrace of Pennsylvania becomes alarming for many reasons. Not because itis the larges; and wealthiest State, not because it is the “ key-stone” of the Union, not because her debt is of the greatest magni- tude, not because the largést proportion of it is held abroad —but because her position and career are very similar to those of New York. The present ruin of Pennsylvania hag been the work of no particular party, immediately, but it has grown out of the strife ofboth parties. The itching desire among the people for improvements—the desire for the construction of canals and railroads in every section of the State, was the “ apple of discord,” thrown with ma- lignant hand among the politicians by the U. ‘This desire for debt and improvement being sown, the por Mtieians corried their elections by the most extravagant promises of debt and expenditure. The people were led to believe that railroads would be constructed and canals dug im every county, and the money to do it weuld come from the clouds or raised by the magic wand of political partizans, This state of things began shortly after the great expansions of the United States Bank in 1930, and when that institution applied for its charter under the ‘State, the fever was at its height, and to procure its char- ter the institution was obliged to give near $6,000,000 to forward their undertakings. This gave them anew im- pulse, which was maintained and fed by new loans. Hence it is that both parties are temporising with the matter, giving every indication that an attempt will be made to renew the old policy and roll up the pab- lic debt to the utmost extent of the State credit. What will be the result? In comparison, the State of Pennsylvania will be a pattern of integrity and honor to what New York will fall to. A great movement is alrea- dy making to turn the Safety Fund Banks into free Banks, whose movements will be based upon New York State Stocks. This, it is supposed, will create some demand for and absorb a large capital in the stock of the State, but it also ensures a final overthrow of banking in this State; with the discredit, fall and ruin that will inevitably attend over issues of stock for any purpose; the banks will be crushed in the same way that twenty or thirty institutions have already been ruined by the depreciation of Western stocks. The only bar to the utter desolation such a state of affairs will create, will be the inability to borrow money on the part of the State. She is yet in good credit,but that credit depends alone upon the pledge of the last Legisla, ture that no more stocks are to be issued. That barrier passed and a single new work projected, or a dollar at- tempted to be borrowed for any new purpose, and the death knell of the State credit will have been struck.
