In the Great Western which arrived on Saturday, came passengers J.Horsley Palmer, Esq., ‘the oracle”of the Bank of England, and the head of the house of Palmer, M’Killop and Dent ; also, in the same vessel, Samson Ricardo, Esq., of the firm of J. & §. Ricardo & Co., a leading house in the London Stock Exchange. The business of the former gentleman, is understood to relate to the interests of his house in the assets of the North American ‘Trust and Banking Company. Mr. Ricardo is one of the largest holders of Mississippi stocks, and it is understood repre- sents the interests of the holders of those securities, and il make it his business to examine into the real state of affairs in regard to any prospect that may exist of realizing any thing in future. Mr. Boies, with several other London bankers, were. a long time in attendance at Washington during the extra ses- xi0i superintended the ‘passage of the Distribution Law and the project of a National Bank, which was last vetoed by the President. ‘The state of the markets at tho close of business yester- day, presented rather a sluggish, but healthy appearance. ‘The tendency of every thing is to improve in spite of the unfavorable news, which is continually reaching us from abroad. The feeling seems to be gaining strength, that our mercantile prosperity, ow depends upon ourselves, and is less influenced by accounts from abroad, because there are comparatively few open credits standing, that are likely to be operated upon by a money pressure. ‘The crops here are large, anl money is in proper hands abundant, a fact, which arises doubtless from the inactivi- ty of trade, as well as the low prices of goods and pro- duce ; as soon, however, as the currency of the south and west shall have become fully purified and re-established, and Congress shall have decided upon some permanent item of finance, trade must inevitably increase, ‘and the tendency of every thing will be to improve. In fact, this would long since have taken place, but for the dis- graceful state of things in Congress. The New York stock market, which has been considered a thermometer of money matters, closed this week with a general ad- vance in all discriptions of stock. United States 6 per cent at the close showed an improvement of } per cent over the close of the previous Saturday. The leading stocks stood as follows :— N. Jersey the week, at the end of eight days, every thing had im. proved, notwithstanding the receipt of much bad news. Some of the new United States stock appeared in the market, aud was quoted atpar. The fever which existed Harlem at the close of last week has subsided, and the “bears” think there method in the madness” of the Great operator. ‘The state of the foreign exchanges was favorable through the week, the supply for the packet was fully equal to the demand; an effect produced in some measure by the progress of resumption at the south, which also operated favorably upon the domestic exchanges. A severe loss amounting to $55,000, was sustained by the im- surance companies, in consequence of the burning of the vook establishment of the Messrs. Harpers. This has not influenced the value of money as yet, and probably will not materially. Fears are entertained lest Virginia be added to the list of dishonored States, in consequence of the failure to negotiate the loan authorised at the late ses- sion. ‘The news received during the week, sixteen days later from England, did not for reatons above hinted, act unfavorably upon the commercial circles, notwithstand- ing that they were represented much worse abroad. We stated lust Saturday thet the present Directors ofthe Greenwich Bank have, within the year, sold out a good proportion of their stock, This is correct in substance, but weunderstand that generally, that stock has been hypo- theeated, and the sellers, through the means of proxies continue to control the stock. Thee is altogether about 1600 shares hypotheeated to chartered companies, and if that hypothecated stock is allowed to be voted upon, and ifthe proxies thereof should vote the ticket made by the sharing of spoils directors, it would be doubtful whether the bona fide stockholders would succeed in their endea- vor to retrieve the affairs of the Bank. They ought one and all attend in a boty the election which takes plage on Monday, June 6th, at 12 o'clock, and be particular to be there before the time, so as to be satisfied that the election is conducte fairly, and if defeated, they ought on the spot agree to adopt at once prompt measures to protect what remains of their property, and’ thereby avoid the fate of the stockholders of the Commercial Bank, of the La- fayette Bank, and in one word of nil banks that pay no dividends, if ollowed to go on with the same directors that have forfeited yniblic confidence. The Auburn and Rochester Railroad have declared a di- vileod of 5 per ceut, semi-annual, payable at the Bank of the Siate of New York, July Ist. ‘Phe Governor of Hlinois, has appointed Maj. J. Indy and Gon. 8. Whitesides, of Madison ; Gen. Ewing, of Montgo- mery, ond Win. It is an adinirable document, and adheres strictly to those great republican principles which are the foundation of our institutions. After logically and clearly exposing the unconstitutionality of the distribution of the public lands, he remarks as follows :— Believing as I most conscientiou do, that no such ac exists in either case, that the avails of the public a3 nds are ut portions of the public revenue, and can no more he applied for the use of the separate States, than that part o} the revenue derived from imposts, I cannot in the performance of the high and responsible duty which devolves upon me, fail to recommend to the legislature to give no authority for receiving into our treasury the mo- hey assign the act distributing the proceed ed to New Hampshire, according to the terms of f the sales of the public lands among the States. Here we recognise principle. There is none of that chuckling glee, which exclaims on coming into power, after a season of extravagance and debauch, “ Rob me the exchequer (Hal.) the first thing thou doest, and do it with unwashed hands too ;” on the contrary, the credit and honor of the federal government is looked up to as some- thing worth preserving. The governor then alludes to the uncenstitutional na ture of the bankrupt act. on account of its vinlating sb obligation of contracts. He then concludes by recom- mending measures to be taken for the immediate repeal of Inthis view, the election of a new Senator to fillthe place of the Hon. F. Pierce, will be In relation to banks, the governor recommends a modification of the present system, so as to make stock holders individually liable for their joint debts. ‘This is most judicious, and highly necessary to check the evils both those measures. made. of the present system. The Committee of Ways and Means of the House of Representatives, have made another report on the tariff; of purely a protective nature. The gentlemen composing the committee are Messrs. Fillmore, ef New York, Botts, of Virginia, Mason, of Ohio, Wallace, of Indiana, Mar- shall, of Kentucky, Joseph R. Ingersoll, of Pennsylvania, Jones, of Virginia, Atherton, of New Hampshire, and Lewis, of Alabama. These gentiemen have come forward with a bill, on which hangs the commercial prosperity of 17,000,000 of people, seemingly without any cerrect sense of the vast importance of the matter committed totheir charge. How much reflection they have all bestowed upon the matter, we, of course, cannot determine ; but a man who is tra: velling the country, lecturing upon temperance, at the same moment that the bill is in preparation, cannot haves done much towards inspiring public confidence in the bill. A due regard to their reputation as statesmen, would have required a pa- tient investigation that would have left them no time to become itinerant lecturers. Ifa few manufacturers were allowed to use the committee for the production of the bull, the result is not to be wondered at.
