The ill success which has attended the negotiation of the loan of the federal government will probably lead to some attempt to raise the money abroad, more especially fas money seems to be seeking investments in vain. We apprehend, however, that in the present state of feeling abroad relative to American credit, that the application will be attended with the same want of success that has attended it here, and for the same reasons, viz., the utter derangement of the revenues, In its arduons struggle with itsembarrassments, the Government suggests expedients, but it makes no attempt to bring forward and apply a com- prehensive system of finance which would cure the evil. On the contrary, loan which must probably be nego- tiated on very unfavorable terms, will add an annual charge to the expenditure ; and the only proposal forthe improvement of the revenue is to raise the import duties. The whole trade of the United States for the past year, under the then scale of duties, yielded scarcely 50 per cent of the necessary expenditures of the country, and yet with moderate revenue rates it should have yielded a fair rev- enue, The fact is, however, the effect of the restrictive system hitherto pursued bas been to check the growth of trade to a surprising extent. commercial and political relations with England and France, andto weaken the federal bond of the northern and southern States ; and if the tariff be again made more restrictive than it is, these effects will manifest themselves with fresh intensity. ‘The trade of the United States has undoubtedly grown with great rapidity, Sut it has net grown nearly so fast a: the population and cultivation of the country, or as it might have done without a restrictive tariff. official reports of the Treasury Department since the formation of the Government, show indubitably that the foreign trade of the country, so far from increasing, has for the last twenty years been rapidly declining, iliustration of this fact, we have compiled the following table, showing the amount of foreign goods retained in this country for consumption in 1790, and the average amount retained during each period of ten years at the close of which the census has been taken ; also for the same periods the exports of domestic goods and the ex- ports of cotton.
