The Com Billi has at length passed, and before you receive this letter, will be in full operation.— Whatever its future influence in controling the mar- kets, and ensuring a cheap supply of bread to the British public, it ean scarcely be expected to etlect any very sensible alteration for the current year. To the Englishman it may afford some change ; yet of this I have my misgivings, while certain it is, th any reduction in the price of agricuitural produce in the British markets which it may bring about, will be of most injurious consequences to this part of the empire. We cannot afford a depreciation of our only staple, and for which we are toreceive no pos sible equivalent ; for it matters little how cheap so- ever bread may be among us, as the causes which produce such a result necessarily reduces the monied resources of our people, and lessens the means of its ready procurement. ‘To us * cheap bread” signifies starving and no bread, with the consequent evils of a destitute population. The condition of my coun- trymen, I regret to state, is very far from being good. It might be better did they know or care to avail themselves of the many advantages which they nevertheless possess. A mild and wholesome climate, with a generous and_ productive soil, that seldom fails to reward man’s industry and labor ac- cording to the measure of exertion he y bestow on its cultivation, Our sot disant lit who af- fect to entertain a mighty sympathy with the middle and productive classes, web beginning to see matters with a very altered vision. They have at length opened their eyes, and reluctantly admit the evils that must result to this country by any diminution of protec of agricultural produce in the English markets ; but their mouths were closed during the entire progress of the bill through Parliament.— ‘They dared not speak, or bow, to publicly dissent from a measure which they retly sa es but which they were the mos* earnest in supporting a short while ago. There is not a more perfect or craven slave in the world ae the generality of your out-and-out liberals of t! untry ; who, the mo- ment that they are ch to the chariot-wheels of the multitude, » d th or privilege of thought, as t nining for themselves i matter of national concern, but are com) wn the stream, however fe- tid the curre r giving ex ion to any nion, to h the reproac ssed insul es, the hali- « of those who may surround them. | The popular ‘* hurrah” is ever ready to cry them down—their motives are assailed—their tooesty called in question, and he must be a man out of many to vr re the expression of any altered views or « litical notions, and hon to live in peac ntry, eve ehe has drawn his first he isbound by every tic or forn The tation in this country has been leti 1 of the very few men of any respec station—together with the great bulk of tle ¢ satho ic pr tion of the middle classes, who lend their sanction to the very senseless and ineffectual proceedings of the present repeal association, which calls itself par peers the “Loyal Repeal Association ir land,” seeking to effect a repeal of the legislative union between this country and England, which ep still led on by Mr. O'Connell, a man no doubt of very extraordinary intellect, and comprehensive mind, but who has long since outlived his useful- osed rish ¢ the present paul mea- , to which he has been ntal in ‘ide, at ness fo his country, which he has jaded anc ad nauscam with ‘his everlasting theme of “ Grievances,” includ; sure of ‘Ti an assenting party, if not mainly instrum imposing its burthens upon the country. Ve are alltolerably well satisfied at thi our share of the additional taxes required in the pres act Med Sale y of grow! has, Company—the “co: coniented—the ultra liberal see of Irish ills in the entire list, with which Mr, O* middle or lower classes of his fellow countrymen. ‘Troops are every where on their march ‘to the outposts, either to embark for India, or China, or to supply the place of those already on their way. Re- eruiting both for the army and navy, throughout every part of the country, ae received an additional larly add val of the accounts of our late disasters the loss and massacre of our roofs stimulant since my last, I might, part ately beensome talk of c ing out the Irish mi son the different posts in England; but this, I rather think, will depend upon our future relations with your government, and whatever necessity may arise to send further, troops toCanada, The stan- dard height for men in theBritish line has been aS rls 0 ced one inch, atthe same time that the vesse our nay) , especially those for foreign or d service, ave been well supplied, and any deficien- cies in their crews filled up with young, active and able bodied landsmen. _ All our men of war in com- mission are provided with a full war complement, both of men and stores, yet all appears quiet in po- litics at this side. But'it is the stillness which pre- cedes a storm—while each looks to that point the compass from which the first gust may proceed. The acquittal of Alexander M’Leod diverted atten- tion from your side, and left us to hope fora long subsisting peace between the two countries; but the affair of the Creole, as well as the right of search with what appears the very untenable position ass med by your government in both cases, has awa- kened apprehensions that it is to be eden may never be realised. There isa universal feeling in this country as in England, on the slave question, that would not fail to unite all parties in sup je of any administration that may be involved in_ hostili- ties in carrying out the principles of Negro freedom, The late decisions of the highest legal authorities in the House of Lords, the official declarations of Lord Aberdeen to your minister, prevents the possibility of this government receding one single step on either point, Whether ornot youms ¥ adopt the same views on a further consideration of these vexed and embar- rassing questions will depend the future amicable re lations of the two countries, bound by so many subsis- ting ties of self interest, and mutual good, to ab from all angry collision, and which cannot f prove disastrous to the ‘well being of both is expected here in softening dow Mech re 'y bringing to an amicable close, the nat eabewtarky difficulties (and these unfortunately are many) be- tween the two countries, through the instrume: tality and timely intervention of Lord Ashbu: ton. May he be snecessful,is the sincere and prayer of the well wishers of the peace and happi- ness of both nations, in this part of the werld ; buat Lhave strong doubts on this head, and much fear that you will find, that Lord Ashburton’s instruc tions will scarcely permit him to exercise any rea- sonable discretion in the most important matters at issuc. Tehould be loath to say, that the real object in sending out his Lordship, has been to gain time, until France may throw aside her jealonsies, and be- come an assenting party, by her Tatificatic of the le treaty bet the great Haro pean Pow- ding a mutual “right of search,” to which States hae so peremptorily ‘refused its “iescence. ‘The anticipations of my former letter as to emi- gration on anenlarged scale from this country, you will find more than realised. Already has it setin with wnwonted rigour from various parts of Ireland, particularly from the counties of Lougth and Meath, where the tenantry are of a more comfortable an independent clase, who are bidding farewell to fn- ter their fortunes in the wilds favored country. A Wirr Mvaperep.—Mrs. Julian Moore, of Henry county, Indiana, died recently and was bu ried, under circumstances that created strong su picions that she had been poisoned by her husband, and on the second inquest held over her bod PO gon was found in her stomach; whereupon I hilap Moore, her husband, anda girl named Amanda Eames, between whom a guilty connection was believed to exist, were committed to take their trial for causing her death by poison. Baitimore, [Correspondence of the Herald.) Baurimorr, May 22,5 P. M., 1812. Mr. Eprror : 1am happy to inform you that the; difficulty be- tween the Hon. Messrs. Stanly and Wise has been amicably adjusted, without resort to arms or the spilling of blood. You may rely upon this informa- tion, as Ihave it from an undoubted source. The friends of both parties have been in our city for some days negotiating. Some of them are here yet. Thus has a most unpleasant quarrel been brought to a favorable terminus, it is hoped, for all concerned. There willbe no fight you may rest assured. The whole matter will probably be pub- lished. I have just seen a gentleman from St. Louis, from whom I obtained direct information of the brutal murder of L. W. Boggs, Ex-Governor of Missouri, on the 6th instant. He was shot in the head while sitting in his parlor with his family, and expired immediately. Six large buck shot entered the ll. ‘The exeitement it produced in Independ- the place of his residence, was immense. Yesterday continued _unple sant unul towards three o’clock, P. M., at which time the troops in “Camp Baltimore’ were reviewed by Governor Thomas. They made a very fine display. A sham fight was gone through with, which had a sublime and imposing appearance. Thousands of persons were out to witness it. The ee still continued in encampment to-day. ev. Dr. Wyatt preached to them in the. Saar. though the wea- ther was ratber untayorable, To-morrow there will be a general review, when On soorrement will be broke up, and the wearied soldiery take up exchanging the tented ficld for the domestic fire-side. Our cit is still crowded with strangers, whom we shall welcome as long as they see fit to remain. The Ravelsdid a tolerable business at the Holliday. Not having visited the Front Street, | am unable to say how Wemyssdid. ‘The races at the Kendall course closed quite briskly on Saturday. Yours, Ropenick. Textan Navy.—We have the pleasure of noting the arrival in our harbor of two fine schooners be- longing to the Navy of our sister republic, Texas. ‘These vessels are a part of the squadron under the command of Commodore Moore, who is now in New Orleans with his sloop, of war Austin, and af- ter transacting some business there for his’ govern- ment, will also-visit us. We give below a list of the officers attached to these vessels, and can truly say they are as gallant a set fellows as ever set iesthood, and propor- he country.
