Since the speech of Mr. Robert Jaffray, ia New York, come two years since, it has been remarkable how low the mercantile character of that city has generally stood in Wazhington The particular causes of this, however, lay dev per than is generally kaown. For a great number of years past it has been the custom of certain large manufacturers, of the Eastern States, to throng to Washington, and there appear before the various committees, and re- present that the New York merchants were alla ace of the most dishonorable and disgraceful body ef men known in the Union. To confirm this they usually sent two noterious custom house subordi- mates, frem the city of New York, at the public ex- pense, who testified to every thing which was deem: ed necessary by these wise men of the East. Com- iow were made in Cengrees, and through the couatry, of “fF rauds—Fraeds” on the revenue, and bills, similar to those of Mr. Adams, were from time to time introduced into Congress to prevent all these evils. Butit was very remarkable, all the while, that these complaints were not made at the New York Custem House, and no notice was ever given to the aj isers of that port, so that the evil might be remedied at the proper place. The reason of thie was, that no fraads existed, us the v rdicts of the New Vork juries have shown.
