GREIG, it. MONEY MARKET. Tuesday, April 19--6 P.M. A much better feelingjprevailed today in the street, principally owing to belief that with the decreased dis- Position on the part of England to commit aggressions? “the probabilities of a wer between the two countries will diminish. The statement of LordjAberdeen in relation to the right of search, is however a prevarication Eng. Jand never claimed that right in its broad sense; but ‘they claim as much now as ever they did. They never Claimed the right to come intothe American territory to search for British subjects, but they claimed the right to seize British subjects wherever they might find them: Even in the case of Commodore Barron, that still un- washed disgrace upon our navy, the English commander had previous knowledge of the presence of English sub- Jects on board the American ship, and seized them.— They now claim to “ visit” American ships to “ ascertain her national character.” being once on board for thet perpose, and then finding British subjects there they still claim the right to seize them. The distinction between this right and that of direct search exists only in the dis simulation which always characterizes English diplo- macy. The ability to enforce the claim is however ex- eeedingly diminished by. the condition of the empire. The boat via Boston expected momentarily will probably bring another overland mail from India thirty days later, and will doubtless be of great interest. The London papers announce the arrival of the first o a new line of packet ships from Boston, at London; she is called the Susan Jane, and her cargo consists of flour shipped at 6 to 6} dollars per barrel, pork and tallow, kegs of lard and butter, and a large quantity of linseed cakes. This shipment was ofcourse made without the knowledge of the reduction which isto be made in the duty on those articles. The price of flour in bond was 27s 64 or $6,60 per barrel at our latest date, and the duty 16s 2d per barrel, or $3,84. If the new tariff bill was in operation the duty would be 7s 6d, or $1,80 per barrel The following isa table of the present and proposed rates of duty on the cargo of the Susan Jane :— Pregent Duty. Onthe two first of these articles, the im- post, is so «mall as not in any great degree to affect the sale of the articler, and tobacco is in some degree exempt from the usual law of trade, that high prices induce a decrease in consumption.for that low prices increase it Its consumption is entirely a matter of habit, which be comes exceedingly strong on its vota: There is no sudstitute for the article, and the quantity actually con- sumed by each individual is so small that a very great increase in price scarcely affects them. A person ad dicted to tobacoo will not leave it off as longashe can get it at any price; on the other hand the cheapness of he article would never be an inducement to commence the use of it. Deducting the cotton, tobacco and coin there remains a value of $3,000,000 of exports to Grea, Britain, on which a yery heavy reduction in duty La taken place. It may peturelly be eapected thereiore that in ordinary years the export of those articles will be doubled. If +0, come corresponding rmport of goods from England must take piece in peyment for those articles otherwise the exchange cannot take place. The government have in this reduction taken a long stride towards increasing a mutually beneficial trade between the two countries It new remains for our own gevern- ment to meet that movement in the same epirit, and by economy in its expenditure aud heshanding sts re sour cet, make the import duties »+ light a8 fpossible ia orler thet the agriculture] isterests may take alvantage of the new avenue of trade open to them. If the duties ore raised here ro as to prevet the return of English goods in payment of our produce, it must nullify the reduction taken place in the English tariff A high tariff’ here is alleged to be necessary because the land revenues have Deen given tothe States. The alternativethen presented to the American poopie isthis — By retaining the public land revenues lu the treasury, dutier may be reduced so as to admit of British goo is coming here in exchange for an additional $4 009,000 of produce. If the revenues are ee away to the prople they will receive $2,000,009 Tom the treasury, and in return be deprived of the sale of $3,000,000 of produce, and the geveroment will be deprived of 20 per cent revenue on the $8.000.000 of re turns, which would amount to $1,600000. The produce bdeing detained at home will sink the value of the whole production probably $80,000 000, which loss will be sus tained by the people in return for the $2,000,000, which wiil go to the bon? holders: The Western States are particularly interested in the new English Tarif, The reduction om tell lard, pork and beef alone offers immense outlet to those articles of which the West has such & superabun. dance. The prospective sale of those articles alone may be sufficient to enable them tu pay their debts.if properly cherished and skilifatly met.
