Wasmsetos, Apr House of Representatives "The House devoted this day to the private calen dar, and many of the bills heretofore acted upon in Committee of the whole were read a third time aad passed. Petitions are also pre in great num bers under the rule recently adopted oa the motion of Mr. Apama, without any public anounciation of them in the House. Some of them appear to have been elicited by the late demeanor of Congress, and hence they pray for a reduction of the emolumems of mex the adoption of rules for ex- pediting the business of the House. Several have beca presented from the State of New York, g of the disorderly conduct of the House ntatives, the waste of time in useless de- ‘bates on questions of order, of the personal invee tives indulged on the floor, and personal rencontres, until in the eyes of the nation and the world, it has forfeited the respect which should should belong to a deliberative assembly of freemen, and praying— Ist, the abolition of mileage ef members ; 24, reduc- tion of pay to five dollars per day ; 3d, abolition of the franking privilege, except during the session; Ath, abolition of allowance of stationery ; 5'h, the adoption of the one-hour rule; 6.h, adjourament on the 4th of March each year; 7th, expulsion of mem- bers who shall indulge in personalties in debate, and auch other reform as shall retrench the present enormous expenses, and restore to Congress the re- spect of the American people. Much astonishment has been expressed to-day, and the conversation has been very general, at the appointment of,Alexander Powell.to the cousulate of Rio de Janeiro, which the Senate yesterday con- firmed. Powell has a notoriety, arising from his connexion with well known financier, Monroe Edwards, now an inmate of the Egyptian Tombs of the city of New York, and those who profess to know the man’s history, speak in terms which, if a tithe only be true, show that he isan improper per- son to represent the honor and character of Ameri cain any foreign port. The responsibility of the appointment is said to rest with Mr. Choate, who made his nomination a personal matter.
